I run a message board, and agree with George. We have a very light moderation policy, and for the most part, once we laid down the
laws, the users pretty much policied themselves. This is all in the face of even having a bunch of F'd Company trolls constantly
visiting.
The silent treatment, or encouraging self policing, is the best way.
