I work extensively with Midgard, and have deployed it for the NZ 
government in several projects, including the e-govt portal they run at 
http://www.govt.nz/ .

In May I was invited to speak at OSCOM 3, and taht gave me a chance to 
catch up with people working with other open source CMSs. There is a lot 
going on, but the strong products are in general those that have been 
around for a while, and have nurtured a lively community.

As to "why do you need root", well, CMSs are bound to require that you 
setup some software. For instance, setting up PHP and MySQL usually 
requires root access ;)

Yet, if you don't have root access but good knowledge of unix/linux, you 
can setup PHP, Python, Perl, Java or Ruby plus your RDBMS of choice in 
yuoue home directory. Again, this whole thing of restricting CMSs to 
PHP/MySQL and not requiring root access is quite... misleading.

Unfortunately I don't have a lot of experience with other CMSs. OpenCMS 
seems insteresting for those dealing with Java, and Plone for those 
looking for a Zope/Python based tool. Midgard and bitflux with PHP. For 
every language with good following, you'll find one or two solid open 
source CMSs, and a lot of wannabees.
