I'm not sure about the exact details of what you are trying to do so I have
drawn something up as it's easier than explaining...

It is based on a similar problem I had before with a 4 level heirarchy. At
least at the moment I think it is similar to yours. The problem was to
manage assets in upto 4 levels of virtual folders, but where there sometimes
was only 2 or 3 levels. There was a complex mapping between the heirarchies
and the real assets. Long story.

I've simplified the example to 3 levels as that is what you are looking for.
It worked well for short to medium sized lists.

Something I am not sure of is are you trying to allow users to add items to
and from the grandfather packages?
