I largely agree. There is one issue though. Good rules (such as company
rules on what employees can claim, Inland Revenue rules on what the company
in turn can claim) are grounded in at least some appraisal of reality. A
system that changes ones ability to deal with the practicalities of claiming
expenses alters that reality, hence a reappraisal of the rules is possibly
(though not definitely) worthwhile.
