I think it's sometimes hard to see in more dot-com-esque businesses, there's a key role for a strategist in defining what should be built at all.  There can't be an IA until an overall set of at least high level goals are defined (i.e. "let's build an intranet that will allow our vendors to see their overall status with our company").  Someone needs to design that initial business proposition and ensure that it's actually profitable and reasonably sensible-- and that's certainly not a job I want.
