Ziya, I am sure you have your own concept of what it is, but just in
case that was more than a rhetorical question...

The term "splash screen" is borrowed from software development, where
the splash screen is the thing that pops up when the application starts,
listing the application name, version number, etc. (I suspect they, in
turn, borrowed the word "slash" from advertising where it is a bright,
temporal, attention-getting device.)

On web sites, the splash screen tends to be a graphically-heavy,
content-light, usually animated page that precedes (or morphs into) the
actual "home" page. Splash screens are often associated with advertising
or self-aggrandizement (on the part of the site owners) which is why IAs
tend to shun them. They are alternately seen as attractive, flashy, or
cool by site owners, which is why they ask for them. 

I do agree that asking the client what they want in the splash screen or
what they hope to achieve by it is a good idea.
