Are you sure this web-app is the *actual dispatching tool* to be used by 911
dispatchers?  Seems awfully strange to implement a mission-critical system
as a web-app, especially one that is time-critical. Are you sure this isn't
for, say, '911 dispatchers rules and regulations'?
