[Sigia-l] Banners and Pop up window usability

Hi all,
I am working on a company intranet and HR department
would like to have rotating banners on the homepage
which showcases employees and special events etc. I
question the use of banners on an intranet and I am 
wondering if anyone had come across this issue or has
any research which would support my cause.

Second, because this company must remain legally
compliant many employees subscribe to various business
unit message boards to keep them abreast of important
information. In the new intranet the powers that be
would like to flash these messages immediatly and as
often as needed. This would be in the form of a pop up
window and I believe this would be intrusive and
ineffective over time.

Does anyone have any resources or information on
either of these issues and any usability research?
