I'd like to respond here.
Once I know (or understand) how to access a point of info, it is potentially much easier for me to find that info. So understanding (via experience) has an effect on finding. It is to be hoped that one can easily find a point of info without having had to find it before.
One thought that came to mind while reading the article was that expertise at searching (or understanding of searching) can make finding possible.
