One could also argue that this requirement would be satisfied by including
a  "back to top" link on long pages, which would take the user back to the
top of the page (i.e. where the site navigation is).

I can see mirroring the site navigation with text links along the bottom
becoming a little messy if the site has a longish or complex navigation.
