We use Prince 2 as our planning tool for all our projects
Prince 2 is freely available and has a long history in the UK:
PRINCE2 is the UK de-facto standard for project management developed by the
Government and used in both the public and private sectors. The acronym
stands for PRojects IN Controlled Environments and was re-launched in
October 1996.

You can search for lots of references to it onthe web. Here is but one hit:

Some sites will give you detailed notes and templates for free about Prince
2 so search around. There is one stage that is called Project Initiation
which looks at the plan and among other things asks for a busines case to be
defined.

Another useful resource is a book abot responding to proposals. It is
entitled

This book is more about responding and thinking about responses and sends
you on a discovery tour asking what is really being asked. This sounds like
