Since you mentioned graphical shells, may be we should look at what
the Microsoft "Official Guidelines for User Interface Developers and
Designers" said about tabs. According to:

MS> A tab control is analogous to a divider in a file cabinet or

As you can see for yourself, even the graphical shell guidelines do
NOT see tabs as suitable only for views.
