I think that's a great idea!  But, It has to give
clear reasons for the shame or fame.  It would need
explanations that don't assume the reader has prior
knowledge.  An example would be the talk on this list
about the pains and pleasures of Flash.  I read very
little of the discussion because it assumed you
already knew what Flash is and the differences between
using it or not using it.

User Experience Halls of Fame and Shame could be a
good tool for educating people about information
architecture and usability issues.  Especially those
people who have to design for the Web, but don't have
the time to acquire professional level knowledge about
it.
