NISO's logic is sensible enough.

>From our perspective, if we felt strongly enough about our comments, this
would be a way to force ISO to at least consider them. With the weight of
NISO behind us, that's not a bad position to end up in, regardless of how
likely it would be that we changed our opinion as a result.
