Voted YES ISO/DTR 14873, Information and documentation — Statistics
and Quality Indicators for Web Archiving for advancement to the next
stage which could be another draft or publication
with the following comments:
there are several places in the document that seem to assume that a
library is the primary organization in web archiving. Some examples
Terms and Definitions
2.1
access
a successful request of a library-provided online service
NOTE 1 to entry: access refers to the complete cycle of user activities
that typically starts when a user connects to a library-provided online
service and ends by an activity that terminates the connection, either
explicitly (by logging-out or exit the service) or implicitly (timeout
due to inactivity).
NOTE 2 to entry: Access to the library Website is counted as virtual visits
2.34
registered user
person or organization registered with a library in order to use its
collection and/or services within or away from the library
4.4.2
b) Virtual Visitors
Virtual visits are defined in ISO 2789 as users’ request on the library
Website from outside the library premises, regardless of the number of
pages or elements viewed.
5.3.4 Accessibility an Usage
Indicator Number 8
Comments:
Cataloguing resources in Web archives enhances their accessibility and
usability. It also helps integrate Web archive resources with other
resources held by the library

Name: Percentage of library users (onsite or online) using the Web archive
many other references to libraries in this section
While the DTR does make clear that many different type of organizations
will be involved in Web Archiving, it seems that the references to
library and libraries should be generalized to reflect that.
Disclaimer - Mark Needleman of the ASIST Standards Committee is a member
of this ISO Working Group - but since all of the meetings have been in
Berlin and almost none of the work has been done electronically, he has
really not be able to participate in he work of the group or in the
drafting of the DTR
