A new NISO standard is up for a vote:
"NISO Z39.98-201X, Authoring and Interchange Framework for Adaptive XML
Publishing Specification
From the NISO page:
This is a ballot to approve the standard NISO Z39.98-201x, Authoring and
Interchange Framework for Adaptive XML Publishing Specification for
publication as an American National Standard. (If approved by the NISO
members of this voting pool, ANSI approval will be needed prior to
publication.)
This standard defines how to create conformant profiles for representing
digital information resources in XML to produce documents suitable for
transformation into different universally accessible formats. This
modular, extensible architecture permits the creation of any number of
content representation models and does not impose limitations on what
distribution formats can be created from it, e.g., e-text, Braille,
large print, and EPUB.
As a reminder, this standard was originally developed as a revision to
ANSI/NISO Z39.86, Specifications for the Digital Talking Book (DTB).
Feedback from the draft for trial use indicated that the changes, while
needed, were substantial and that content developers and e-reader
manufacturers would like to retain the existing DTB standard as a valid
standard while they worked to transition to the new specification, which
should be treated as a new standard. The Content and Collection
Management Topic Committee thus approved the assignment of a new
standard designation to this document. (The older standard Z39.86 has
since been reaffirmed for another five years.)

I have attached a copy of the trial use to this message. I dont need
comments or a proposal for a vote unto June 1 - but certainly you are
welcome to send it comments whenever you want
