METRICS 2017 ? ASIS&T WORKSHOP ON INFORMETRICS AND SCIENTOMETRICS RESEARCH
Workshop sponsored by ASIS&T SIG/MET
ASIS&T 2017 Annual Meeting
Friday, October 27, 2017, 9:00am?5:00pm at the Hyatt Regency, Arlington, VA
CALL FOR ABSTRACTS
The ASIS&T Special Interest Group for Metrics (SIG/MET) invites contributions to the METRICS 2017 workshop, which will be held in Washington D.C. (Crystal City, Virginia) prior to the ASIS&T Annual Meeting in October.
The workshop will provide an opportunity to present and discuss metrics-related research, including the latest theories, methods, case studies, and tools relevant to the fields of informetrics, scientometrics, bibliometrics, altmetrics, as well as information retrieval. The workshop continues the successful SIG/MET workshop series held annually since 2011 and is envisioned as a combination of short presentations, posters, and open discussions among experienced researchers, young academics, and practitioners.
We invite abstracts related, but not limited to:
* New indicators and methods
* Applications of indicators
* Theories of the publication process, citations, and social media in scholarly communication
* Metrics in a library setting
* Open access, open science, and metrics
* Tool development
* Limitations, misuses, and adverse effects of metrics
* Interdisciplinarity
* Visualizations of scholarly impact measures and analyses
SIG/MET is the Special Interest Group for the measurement of information production and use. It encourages the development and networking of all those interested in the measurement of information and, thus, encompasses not only bibliometrics and scientometrics, but informetrics in a larger sense including measurement of the (social) Web and the Internet, applications running on these platforms, and metrics related to network analysis, visualization, and scholarly communication.
Submissions
Submissions should be in the form of a two-page extended abstract using APA style. Conceptual, empirical, and works-in-progress will be accepted for submission. Where appropriate, up to three figures/tables can be provided.
Two types of submissions will be accepted: posters and presentations. Please indicate the type of submission in bold at the beginning of your submission. The requirements for both formats are the same.
Posters will provide scholars with a format for presenting works-in-progress and works that are best presented visually. Every poster will be introduced in a poster pitch-format.
The presentations will be an opportunity for researchers and professionals to present and discuss research that is more fully developed.
The abstracts of accepted papers and posters, as well as the presentation slides, will be published on figshare (http://figshare.com). Figshare allocates DOIs to uploaded content and each publication will be linked from the SIG/MET website to enhance visibility and retrievability of presented research.
Please submit as a PDF to: https://easychair.org/conferences/?conf=sigmet2017
Each submission will be reviewed and brief feedback will be given in narrative format.
Awards
This year we are proud to announce sponsorships by Elsevier (https://www.elsevier.com/), Altmetric.com (www.altmetric.com), and Figshare (https://figshare.com/).
Altmetric.com and Figshare have kindly offered to award cash prize for the best overall paper. The best paper will be selected by a committee from all accepted (non-student) workshop papers regardless of their topic.
Elsevier has kindly offered to award a cash prize for the best student papers. The first author of the paper entered into this contest must be a full-time student at the time of submission, irrespective of ASIS&T or SIG/MET membership.
NOTE: If you qualify and you want to be eligible for the student paper award, please add the ?STUDENTPAPER? keyword to your EasyChair submission form in the KEYWORDS form field.
The winners of both awards will be decided by a double-blind peer review process from the accepted submissions that are to be presented in Washington D.C. The awards will be decided before presentations take place, but the authors must present at the workshop to qualify.

Toward a Calculus of Redundancy:
Signification, Codification, and Anticipation in Cultural Evolution
Loet Leydesdorff, Mark W. Johnson, and Inga Ivanova
Abstract
Whereas the generation of Shannon-type information is coupled to the
second law of thermodynamics, redundancy?that is, the complement of
information to the maximum entropy?can be increased by making further
distinctions. The dynamics of discursive knowledge production can thus
infuse the historical dynamics with a cultural evolution. Providing the
information with meaning first proliferates the number of options.
Meanings are provided with hindsight at positions in the vector space,
as against relations in the network space. The main axes (eigenvectors)
of the vector space map the codes of the communication spanning horizons
of meaning; the codes structure the communications as selection
mechanisms. Unlike hard-wired DNA, the codes of non-biological systems
co-evolve with the variation. Discursive knowledge can be considered as
meta-coded communication which enables us to entertain models of the
processing of meaning and information. This reinforces the hindsight
perspective and can turn codification reflexively into coding
anticipation. The dynamics of information, meaning, and knowledge can be
evaluated empirically using the sign of mutual information as an
indicator.

Dear all,
please consider joining us for the forthcoming Sackler Colloquium
sponsored by the U.S. National Academy of Sciences, entitled Modelling
and Visualizing Science and Technology Developments. The colloquium will
be held at the National Academy of Sciences Beckman Center in Irvine, CA
on December 4-5, 2017.
NAS funded Sackler Colloquia address topics at the forefront of science
that are of broad intellectual interest. These Colloquia are typically
designed to cut across traditional scientific disciplines
(http://www.nasonline.org/programs/sackler-colloquia/about-the-sackler-colloquia.html).
They provide unique opportunities for leading researchers in rapidly
developing fields to meet and interact with one another, and to thus
chart the future of interdisciplinary fields.
This colloquium brings together researchers and practitioners from
multiple disciplines to present, discuss, and advance computational
models and visualizations of science and technology (S&T). Existing
computational models are being applied by academia, government, and
industry to explore questions such as: What jobs will exist in ten years
and what career paths lead to success? Which types of institutions will
likely be most innovative in the future? How will the higher education
cost bubble burst affect these institutions? What funding strategies
have the highest return on investment? How will changing demographics,
alternative economic growth trajectories, and relationships among
nations impact answers to these and other questions? Large?scale
datasets (e.g., publications, patents, funding, clinical trials, stock
market, social media data) can now be utilized to simulate the structure
and evolution of S&T.? Advances in computational power have created the
possibility of implementing scalable, empirically validated
computational models. However, because the databases are massive and
multidimensional, both the data and the models tend to exceed human
comprehension. How can advances in data visualizations be effectively
employed to communicate the data, the models, and the model results to
diverse stakeholder groups? Who will be the users of next generation
models and visualizations and what decisions will they be addressing.
Details are at

We welcome poster and flash-talk submissions.
Sunny regards,
k

Reminder: Call for papers: ?Scientific communication in local and/or professional communities ? values and evaluations?
A special issue of the journal BiD aims to gather reflections on the challenges in scientific communication in thematic, geographical, social or linguistic spaces that are perceived as peripheral or marginal. We invite contributions that explore how ongoing transformations towards open science and the re(appraisal) of societal contributions may affect scientific communication in these local and professional spheres.
Journal: BiD: textos universitaris de biblioteconomia i documentaci?
Paper length: 4,000 words
Submission deadline: 15th October 2017
A workshop with some of the papers submitted will be held in Barcelona in January 2018
Theme of the special issue
We are witnessing the birth of a new paradigm in scientific communication, brought about by factors such as the impact of ICTs, the information explosion and open science, on the one hand, and by growing demands for research to be socially responsible and to communicate with professional spheres in order to contribute to well-being, on the other hand. In other words, the birth of a new system of scientific communication runs parallel to the emergence of a new system for the appraisal and assessment of research.
For the last two decades, concepts such as ?excellence? and ?international visibility? have dominated the selection criteria in research publishing and management (Vessuri et al., 2014). The prevailing idea has been that both science and scientific journals are organized (like sports competitions) in ascending strata from less to more quality, in which the most international journals publish the most important studies.
However, in recent years, this universalist perspective, which associates international visibility with quality, has come under growing criticism. First of all, because it is an elitist vision that may favour narrow disciplinary research and may discriminate against studies that are important from the viewpoint of socially responsible research (Stilgoe, 2014; Bianco & Sutz, 2014). Second, because it favours topics of interest in dominant countries and marginalises other types of research, in languages other than English (Pi?eiro & Hicks, 2015; Vessuri et al., 2014).
This special issue aims to collect articles that reflect on how, in an open science context, local scientific communities develop journals or other communication tools to address topics with a low coverage in the main international journals. Contributors are invited to explore how these journals are rated in the assessment systems ? and their possible effects in downplaying research with a local and social focus (see principles 2 and 3 of the Leiden Manifesto; Hicks et al., 2015).
We are particularly interested in exploring the aspects of scientific communication that target professionals, that is, technologists, communicators and librarians. These professionals are also knowledge users and generators, but from the viewpoint of the specific and contextual use of knowledge (Chavarro et al., 2016). This means that the research that practitioners find most useful is rarely the most visible internationally.
Finally, we also aim to discuss how systemic transformations in research data (such as Figshare), bibliographical search engines (such as Google Scholar), the proliferation of alternative scientific and technological indicators (such as ImpactStory), and the concentration of renowned journals in the hands of large publishers (Larivi?re et al., 2015) may influence the role of scientific communication in local communities.

Subject: [Sigmetrics] The THE World University Ranking for Arts and
Humanities is thoroughly unprofessional and should be retracted in toto
Message-ID:
It was to prevent precisely the type of "research" represented by the Times
Higher Education World University Ranking for Arts and Humanities from
being published - or at least from being taken seriously - that I gave my
presentation on "an 80/20 data quality" requirement in professional
bibliometrics at ISSI 2015 in Istanbul.
According to its methodology description, roughly half the score for a
university in the Arts&Humanities ranking of THE is based on the
university's research performance as represented in a single database,
namely, Scopus. Publications (2/3 of this) count only if they appeared in
journals indexed in Scopus, and Citations (another 1/3 of this) only if
they occur in publications published in journals indexed in Scopus.
As I pointed out two years ago, bibliometric indicators are likely unable
to produce any meaningful results at all(!!!!) unless the data source used
is roughly 80% complete and accurate - for all entities studied, that is.
But for both publications and citations in most of the social sciences and
the arts and humanities, bibliometric databases are generally considered
excellent if they cover even (a highly skewed) 50% of publications in the
field; significant social science research communities have even been
measured at a mere 10% or worse coverage in these databases, and it is
unlikely that the arts and humanities fare much better than the social
sciences in this regard.
This makes the ranking worse even than random: half of it is skewed
completely by effects of institutional and national culture and the degree
to which they enforce acceptance of the primacy of the journals indexed in
citation databases as publication venues.
