Joeran Beel is an Assistant Professor at the Trinity College Dublin, the School of Computer Science and Statistics. - Authors of accepted papers will be invited to submit extended versions to a Special Issue on "Bibliometric-enhanced IR" to be published in the journal Scientometrics . === Important Dates === - Submissions: 31 January 2017 - Notification: 03 March 2017 - Camera Ready Contributions: 24 March 2017 - Workshop: 09 April 2017 in Aberdeen, Scotland UK === Aim of the Workshop === In this 5th workshop we aim to engage with the IR community about possible links to bibliometrics and complex network theory which also explores networks of scholarly communication. Bibliometric techniques are not yet widely used to enhance retrieval processes, yet they offer value-added effects for users. Our interests include information retrieval, information seeking, science modelling, network analysis, and natural language processing. The goal is to apply insights from bibliometrics, scientometrics, and informetrics to concrete practical problems of information retrieval and browsing. See proceedings of the former BIR workshops at ECIR 2014 , ECIR 2015 , ECIR 2016 and JCDL 2016 . Retrieval evaluations have shown that simple text-based retrieval methods scale up well but do not progress. Traditional retrieval has reached a high level in terms of measures like precision and recall, but scientists and scholars still face challenges present since the early days of digital libraries: mismatches between search terms and indexing terms, overload from result sets that are too large and complex, and the drawbacks of text-based relevance rankings. Therefore we will focus on statistical modelling and corresponding visualizations of the evolving science system. Such analyses have revealed not only the fundamental laws of Bradford and Lotka, but also network structures and dynamic mechanisms in scientific production. Statistical models of scholarly activities are increasingly used to evaluate specialties, to forecast and discover research trends, and to shape science policy. Their use as tools in navigating scientific information in search systems is a promising but still relatively new development. We will explore how statistical modelling of scholarship can improve retrieval services for specific communities, as well as for large, cross-domain collections. Some of these techniques are already used in working systems but not well integrated in larger scholarly IR environments. The availability of new IR test collections that contain citation and bibliographic information like the iSearch collection or the ACL collection could deliver enough ground to interest (again) the IR community in these kind of bibliographic systems. The long-term research goal is to develop and evaluate new approaches based on informetrics and bibliometrics. The aim of this workshop is to bring together researchers and practitioners from different domains, such as information retrieval, information seeking, science modelling, bibliometrics, scientometrics, network analysis, natural language processing, digital libraries, and approaches to visualize search and retrieval to move toward a deeper understanding of this research challenge. === Workshop Topics === To support the previously described goals the workshop topics include (but are not limited to) the following: - IR for digital libraries and scientific information portals - IR for scientific domains, e.g. social sciences, life sciences etc. - Information Seeking Behaviour - Bibliometrics, citation analysis and network analysis for IR - Query expansion and relevance feedback approaches - Science Modelling (both formal and empirical) - Task based user modelling, interaction, and personalisation - (Long-term) Evaluation methods and test collection design - Collaborative information handling and information sharing - Classification, categorisation and clustering approaches - Information extraction (including topic detection, entity and relation extraction) - Recommendations based on explicit and implicit user feedback - Recommendation for scholarly papers, reviewers, citations and publication venues - (Social) Book Search - Information extraction (including topic detection, entity and relation extraction) We especially invite descriptions of running projects and ongoing work as well as contributions from industry. Papers that investigate multiple themes directly are especially welcome. === Submission Details === All submissions must be written in English following Springer LNCS author guidelines (4 to 10 pages) and should be submitted as PDF files to EasyChair. All submissions will be reviewed by at least two independent reviewers. Please be aware of the fact that at least one author per paper needs to register for the workshop and attend the workshop to present the work. In case of no-show the paper (even if accepted) will be deleted from the proceedings AND from the program. Springer LNCS: EasyChair: Workshop proceedings will be deposited online in the CEUR workshop proceedings publication service (ISSN 1613-0073) - This way the proceedings will be permanently available and citable (digital persistent identifiers and long term preservation). For instance, fundamental research on disease pathologies and mechanisms can generate potential targets for drug therapy. This co-evolution is punctuated by papers which provide new perspectives and open new domains. Despite the relationship between scientific discovery and biomedical advancement, identifying these research milestones that truly impact biomedical innovation can be difficult and is largely based solely on the opinions of subject matter experts. Here, we consider whether a new class of citation algorithms that identify seminal scientific works in a field. Reference Publication Year Spectroscopy (RPYS) and multi-RPYS can identify the connections between innovation (e.g., therapeutic treatments) and the foundational research underlying them. Specifically, we assess whether the results of these analytic techniques converge with expert opinions on research milestones driving biomedical innovation in the treatment of Basal Cell Carcinoma. Our results show that the algorithms successfully identify the majority of milestone papers detailed by experts (Wong and Dlugosz in J Investig Dermatol 134(e1):E18-E22, 2014 )-thereby validating the power of these algorithms to converge on independent opinions of seminal scientific works derived by subject matter experts. These advances offer an opportunity to identify scientific activities enabling innovation in biomedicine. Comins, J.A. & Leydesdorff, L. Call for abstracts for *Data Power 2017* - Carleton University (Ottawa, Canada), June 22, 2017 ? June 23, 2017 - Please submit a 250 word abstract by *Friday 3rd February*: https://ocs.library.carleton.ca/index.php/datapower/datapower2017 Following the successful Data Power 2015 Conference held in Sheffield, Data Power 2017 will take forward critical debates relating to data?s ever more ubiquitous power. The following keynote speakers have been confirmed: - Helen Nissenbaum , New York University, co-author of Obfuscation: A User?s Guide to Privacy and Protest with Finn Brunton (2015), and PI of the Values in Design project; - Paul N.Edwards , University of Michigan, author of A Vast Machine: Computer Models, Climate Data, and the Politics of Global Warming (2010); - Stefania Milan , University of Amsterdam, author of *Social Movements and Their Technologies: Wiring Social Change* (2016), and PI of the DATACTIVE project; - Frank Pasquale , University of Maryland, author of *The Black Box Society: The Secret Algorithms that Control Money and Information *(2015). Increasingly pervasive in our daily lives, data are constituted through converging technologies and practices such as the internet of things, smart cities, drones and precision agriculture; global finance, credit scoring and data brokerage firms; surveillance, predictive policing and customer relation management systems, to name a few. Data are also generated by and flow through applications, software, platforms, and infrastructures that reshape how we play, work, eat, socialise, see ourselves, and know the world. In an era of data power, data have become agentic, especially when input into black-boxed algorithms and systems whose outputs are used to profile and sort us, influence the political economy, and for purposes for which no consent was given. Is this a 'fait accompli'? To answer this question, the Data Power 2017 conference asks: How can we reclaim some form of data-based power and autonomy, and advance data-based technological citizenship, while living in regimes of data power? Is it possible to regain agency and mobilize data for the common good? To do so, which theories help to interrogate and make sense of the operations of data power? What kind of design frameworks are needed to build and deploy data-based technologies with values and ethics that are equitable and fair? How can big data be mobilized to improve how we live, beyond notions of efficiency and innovation? This conference creates a space to reflect on these and other critical issues relating to data?s ever more ubiquitous power. Papers and panel topics are invited on the following - and other relevant - topics: - The political economy of data - Data and journalism - Theorising data - The politics of data visualisation - Data labour - The social life of data and data-driven methods - The politics of open and linked data - Data-driven governance, surveillance and control - Data, discrimination and inequality - Social, ethical and legal issues - Data citizens - Data activism, citizen engagement and advocacy - Data, genealogy and power - Data power and violence - Critical, cultural and feminist approaches to data - Resistance, agency and appropriation If you wish to submit an abstract, please visit the following website: https://ocs.library.carleton.ca/index.php/datapower/datapower2017. Research Evaluation in the Social Sciences and Humanities University of Antwerp, Campus Middelheim, Antwerp, Belgium 6?7 July 2017 www.uantwerpen.be/ressh2017 The EvalHum Initiative is pleased to open the call for papers for its second international conference on Research Evaluation in the Social Sciences and the Humanities (RESSH), to be held at the University of Antwerp, Belgium, on the 6thand 7thof July 2017. This conference follows the highly successful first conference that was held in Rennes, France, in June 2015. The aim of this event is to bring together a wide range of researchers and stakeholders interested in questions of research evaluation and the societal impact of the social sciences and the humanities (SSH). Conference themes The development of research evaluation protocols and performance-based funding systems is rooted in policy decisions aiming to improve research and the research system as a whole. However, the implementation of such policies has attracted a great deal of criticism, especially from the SSH. The purpose of the RESSH conference is to explore whether evaluation can be useful to SSH researchers, whether it seeks to improve the quality and relevance of research or whether it is simply a management tool for the allocation of funds or imposition of policy. Topics of interest include (but are not limited to): * Evaluation of societal relevance of SSH research * Notions of quality in SSH research * Diversity in SSH research and its relation to assessment * Bibliometric indicators for the SSH * Alternative metrics of SSH research impact * Data sources on SSH research output * Evaluation practices in SSH * Role of evaluation in knowledge production processes * Effects of evaluation and performance-based funding on SSH research and researchers * Peer review in the SSH * Open Access for SSH and its potential for assessment of research * The international dimension in SSH research * Characteristics of dissemination channels In each case, authors are expected to explicitly link the topic to evaluation of SSH research. Case studies of specific fields are welcome. Keynote speakers We are happy to announce that Howard D. WHITE (Drexel University) and Askold IVANTCHIK (CNRS, Russian Academy of Sciences, and Moscow State University) will deliver a keynote at RESSH 2017. Conference Organisers EvalHum is an open initiative, aiming at promoting the study of SSH research and increasing its visibility among scholars of other fields and disciplines, the lay public and stakeholders and decision makers. Evaluation appears as an interesting tool to achieve this. EvalHum seeks to break both locked-in and locked-out syndromes affecting the SSH, through bringing together all actors, with an emphasis on research evaluators, but also on the shop floor of the SSH researchers. The Research Focus of Nations: Economic vs. Altruistic Motivations (http://journals.plos.org/plosone/article?id=10.1371/journal.pone.0169383) What motivates the research strategies of nations and institutions? We suggest that research primarily serves two masters - altruism and economic growth. Some nations focus more research in altruistic (or non-economic) fields while others focus more research in fields associated with economic growth. What causes this difference? Are there characteristics that would suggest why a nation is more aligned with altruism or economic growth? To answer this question, we have identified nine major fields of research by analyzing the publication activity of 4429 institutions using Scopus data. Two fields of research are clearly altruistic (there is relatively little involvement by industry) and two fields are clearly aligned with economic growth. The altruistic vs. economic nature of nations based on their publication profiles across these fields is correlated with national indicators on wealth, education, capitalism, individualism, power, religion, and language. While previous research has suggested that national research strategy is aligned with national wealth, our analysis shows that national wealth is not highly correlated with the tradeoff between altruistic and economic motives. Instead, the tradeoff is largely captured by a culture of individualism. Accordingly, implications for national research strategies are discussed. With apologies for cross-posting. Cheers!
