On je u Filadelfiji, 1960. godine, osnovao Institut za nauc?no infor- misanje (Institute for Scientific Information, ISI) i kreirao Current Contents, Science Citation Index (SCI), Social Science Citation Index (SSCI), Arts and Humanities Citation Index (AHCI), Journal Citation Reports i Index Chemicus. ISI je preuzet od Thomp- son korporacije, 1992. godine, da bi na kraju (od 2016. godine) pre?ao u vlasni?tvo Clarivate Analytics. Postojanje SCI omoguc?ilo je Garfildu da izrac?unava impact factor kojim se meri va?nost nauc?nih c?asopisa. Pomoc?u tog faktora je ustanovljeno da su c?asopisi Nature i Science vodec?i c?asopisi u bazic?nim naukama. Me?utim, SSCI i AHCI nisu mogli da prepoznaju glavne c?asopise koji su nosioci vrhunskih istra?ivanja za dru?- tvene i humanistic?ke discipline. Garfild je osnovao i nekoliko algoritama (HITS, PageRank i HistCite). Garfild je ro?en 1925. godine u Njujorku. Doktorat iz strukturalne lingvistike je odbranio u svojoj 36. godini na Univer- zitetu u Pensilvaniji. Kao doktorant, uoc?io je da postoji bolji nac?in tra?enja bibliografskih podataka od procedure koja se koristi u Nacionalnoj biblioteci za medicinu (National Library of Medicine). To, a posebno publikacija Vannevar Bush-a (Life Magazine, 1945. godine) podstakli su ga da razvi- je svoj indeks citiranja kako bi se efikasnije ?irile nauc?ne misli. Tako danas postoji Web of Science koji obuhvata SCI, SSCI i AHCI. Mada je po nekima data prednost engleskom jeziku, ipak su njegovi bibliometrijski poduhvati revolucionizovali ?ire- nje nauc?nih informacija i olak?ali procenu vrednosti nauc?nih dostignuc?a. Autor ovog c?lanka je od pre nepune c?etiri decenije u stalnoj prepisci s Jud?inom Garfildom. Sve je poc?elo kada sam ga po- zvao da bude gost Medicinskog fakuleta u Tuzli i odr?i predavanje na postdiplomskim studijama tog fakulteta. Na?alost, prilikom planiranja njegove posete Sovjetskm Save- zu, zakasnio sam s pozivom samo dva dana jer je vec? kupio avionske karte i nac?inio plan putovanja te nije u Tuzlu doputovao. Godinama posle toga, odu?io mi se jer je u c?asopisu Scripta Medica (Banjaluka), koji sam tada ure?ivao, objavio c?lanak Evalutive measures for resource quality: Beyond the impact factor.[1] ---- Izvodi iz komentara c?lanka Jud?ina Garfilda, objavljenog u c?asopisu Scrip- ta Medica [2] ...U ovom c?lanku koji je Garfield pre- zentirao kao predavanje na sastanku Udru- ?enja medicinskih bibliotekara (Medical Library Association), autor iznosi kako je do?ao na ideju o impakt faktoru. On je pr- vi put taj naziv (impact factor) pomenuo 1955. godine (Science 1955; 122: 108-11). Kada je 1961. godine formiran SCI, ta se- kundarna nauc?na publikacija je u poc?etku obuhvatala 600 c?asopisa i to one koje je pokrivao Current Contents. Da bi pro?irili broj c?asopisa u SCI, bilo je nu?no odabra- ti najuticajnije. ?Author citation index? je prebac?en u ?Journal citation index? i tako je pokazano koji su c?esto citirani c?asopisi i oni su pridodati c?asopisima koje je vec? pokrivao SCI. Impakt faktor je specijalna mera koja pokazuje koliko je puta ?prosec?an c?lanak?, koji je objavljen u nekom c?asopisu, citiran u odre?enoj godini ili nekom drugom vre- menskom periodu. Godi?nji impakt faktor je odnos izme?u broja citata i broja c?lanaka objavljenih u datom c?asopisu, a postoji i impakt faktor za c?asopis. On se izrac?unava tako ?to se broj citata radova iz tog c?asopisa podeli s brojem radova koje je objavio taj c?asopis u toku dve prethodne godine. Impakt faktor za c?asopise elimini?e gre?ke koje bi se desile kod pore?enja ve- likih i malih c?asopisa, jer kada bi se po- smatrao samo ukupan broj citata c?asopisa, mali ili noviji c?asopisi bi bili ni?erangirani. Podatke o impakt faktoru objavljuje c?asopis JCR. Interesantno je da se impakt faktor c?asopisa prac?enih u periodu od 15 godina veoma malo menja. Va?no je napomenuti da pisma uredni?tvu, komentare, vesti, in memoriam c?lanke, intervjue i slic?ne c?lanke ne ukljuc?uje imenitelj pri izrac?unavanju impakt faktora. Rac?un za impakt faktor c?asopisa izgleda ovako: A= ukupan broj citata u 2009. go- dini c?lanaka iz 2007. i 2008. godine iz ne- kog c?asopisa B= broj c?lanaka koji su u tom c?asopisu objavljeni 2007. i 2008. godine C= A/B= impakt faktor za 2009. godinu. Kljuc?ne odrednice impakt faktora nisu broj autora ili c?lanaka u odre?enoj oblasti, vec? gustina citata i starost citirane literature. Velic?ina oblasti dovodi do povec?anja broja tzv. ?supercitiranih? radova. I dok nekoliko desetina radova koji opisuju nove metode imaju enormnu citiranost, hiljade drugih radova o metodama ili revijskih c?lanaka nisu c?esto citirani. Objavljivanje osrednjih radova nec?e neminovno dovesti do povec?anja impakta c?asopisa. Primeri klasic?nih ?super- citiranih? radova su Laurijev (Lowry) metod za odre?ivanje proteina, koji je citiran u preko 300.000 c?lanaka ili ?EM Southern Blot? tehnika koja je citirana preko 30.000 puta. Me?u 38 miliona c?lanaka koji su ci- tirani u periodu od 1900. do 2005. godine, samo je 0,5% c?lanaka citirano vi?e od 200 puta. Biblioteka Matice srpske u Novom Sadu ima liste citata autora iz Srbije, a pre dvadesetak godina je izradila i listu citira- nosti autora iz Bosne i Hercegovine. Kategorizacija c?asopisa pomoc?u JCR- a koju c?ini Thomson Scientic (ranije T- homson ISI), nije perfektna, ka?e dr Garfield. Zato su Pudovkin, Garfield i neki dru- gi poku?ali grupisati c?asopise objektivno. Imajuc?i u vidu da se za izbor u nastavna i nauc?na zvanja c?esto koristi rangiranje c?a- sopisa, treba izraziti oprez kod apsolutnog prihvatanja tih rang-lista. Bolje je kombino- vati taj novi pristup s tradicionalnim. Uz to, striktna primena rangiranja c?asopisa ima za posledicu da mnogi istra?ivac?i u zemljama s niskorangiranim nauc?nim c?asopisima izbe- gavaju publikovati u domac?im c?asopisima, c?ak i onim koji izlaze na engleskom jeziku. To vodi sve vec?em zaostajanju c?asopisa u manje razvijenim zemljama. Da bi se to iz- beglo, univerziteti daju uvec?anu vrednost radovima koji se publikuju lokalno. Biomedicinski c?asopisi iz biv?e Jugosla- vije i iz novonastalih republika imaju veo- ma nizak impakt faktor (impakt faktor za Srpski arhiv se krec?e svake godine ispod 0,1). Zato, a i zbog drugih razloga, urednici nekih od tih c?asopisanastoje da objavljuju glavne ili sve istra?ivac?ke radove na engleskom jeziku i da c?asopis bude besplatnodostupan c?itaocima putem interneta kako bi se uticaj publikacija pro?irio. Neki c?asopisi koriste Open Journal Systems ili druge elektronske sisteme pomoc?u kojih se ?alju radovi, vr?i komunikacija s urednicima, recenzentima, svim ostalima koji uc?estvuju u pripremi i objavljivanju c?lanka u c?asopisu, a na kraju i sa c?itaocima. U svakom sluc?aju, ta nastojanja malih c?asopisa ne vode samo podizanju kvaliteta publikacija, vec? i kvaliteta istra?ivanja. Poznavanje ove oblasti i stec?eno iskustvo c?e im poslu?iti ne samo da shvate koliko nauc?na istra?ivanja pobolj?avaju zdravlje pacijenata, vec? da vremenom i sami doprinose bi- omedicinskom saznanju. Za unapre?enje zdravlja neophod- no je posmatrati, ustanoviti i analizirati sve moguc?nosti koje direktno ili indirektno utic?u na kvalitet zdravlja, prevenciju i/ ili lec?enje oboljenja. Ne bi vredelo vr?iti istra?ivanje i doc?i do novih podataka, ako se ti rezultati ne daju na uvid nauc?noj javnosti, tj. ako se ne publikuju. Zato je nu?no poznavanje tehnike prire?ivanja nauc?nih saop?tenja za c?asopis i ostalih vidova nauc?nog ko- municiranja. Na?a uputstva smo smestili u pet poglavlja i u njima je rec? o pisanju izve?taja (c?lanka) o originalnom istra?i- vanju za nauc?ni c?asopis, odlikama preglednog c?lanka, pripremi apstarakta, slajdova i postera za uc?e?c?e na nauc?nom skupu, izradi projekta za nauc?no istra?ivanje i o pisanju izve?taja in- stituciji koja finansira istra?ivanje. Nakon op?irnog uvoda o nauci, nauc?nim istra?ivanjima i tipovima nauc?nih saop?tenja, detaljno je opisano planiranje i izvo?enje istra?ivanja, zatim su data uputstva o prikazu istra?ivanja na nauc?nim skupovima i publikovanju u nauc?nim c?asopisima, a na kraju se nalaze instrukcije o uvo?enju studenata u istra?ivac?ki rad. Za lak?e kori?c?enje knjige, izradili smo predmetni indeks, a dopunske informacije navedene su u spisku publikacija pod naslovom Literatura, koji se nalazi iza svakog poglavlja. Na samom kraju knjige su kratke biografije autora. Zbog nastojanja da informacije budu dostupne ?irokoj me?unarodnoj zajednici, danas sve vi?e c?asopisa u onim zemljama u kojima taj jezik nije govorni, publikuje istra?i- vac?ke c?lanke na engleskom jeziku. Da se to isplati, ukazuju podaci prema kojima su publikcije na engleskom jeziku iz tih zemalja ?est puta c?e?c?e citirane od onih koje su objavljene na nemac?kom, japanskom ili francuskom. Zato smo u knjizi povremeno, u zagradi, koristili neke pojmove na engleskom jeziku koji je postao lingua franca ne samo u biomedicini, vec? i u drugim nauc?nim disciplinama. Publikovanje u eri interneta trpi izvesne promene. Ne samo ?to se radovi iz gotovo svih c?asopisa mogu lako dobi- ti (besplatno ili uz novc?anu naknadu) van biblioteka koje su pretplac?ene na ?tampane primerke c?asopisa, nego se nauc?- na komunikacija danas sve vi?e prenosi na elektronsko ure- ?ivanje c?asopisa, ali i na elektronsko publikovanje c?asopisa. Ta pojava je dovela i do nekih jezic?kih promena. Tako je da- nas kori?c?enje prvog lica jednine postalo sve prihvatljivije. Nadamo se da c?e ova knjiga poslu?iti ne samo studentima, vec? i mla?im struc?njacima da se podstaknu i krenu u nove izazove. Slika 1. Interesantno je da su radovi Milana Milankovic?a od 1928. do 1960. godine veoma retko citirani, a iza tog perioda poc?inje uspon bro- ja citata. Takav tip citiranja, kada se zapostavljena ili skoro zaboravlje- na istra?ivanja odjednom aktuelizuju, svrstava se u kategoriju?uspavana lepotica?(Sleeping Beauty). Najpoznatiji primer za takvu uspavanost su istra?ivanja Gregora Mendela koja je vr?io od 1856. do 1863. godine; ni- ko mu nije du?e od trideset godina verovao, jer?matematika se ne mo?e primenjivati u biolo?kim naukama.? Slic?no su postupili i Milankovic?evi savremenici; ni oni nisu verovali da vi?a matematika mo?e objasniti kli- matske promene. Za razliku od obrasca citiranosti Milankovic?evih rado- va, radovi nauc?nika (druga dva primera) obic?no se citiraju samo nekoliko godina nakon nihovog objavljivanja, a kasnije sve re?e jer dolaze novija istra?ivanja koja potiskuju zavr?ena i/ili zastarela. Ako se obrazac citiranja vrhunskih nauc?nika uporedi s citiranjem vrhunskih knji?evnika i filozofa, uoc?ava se da su, u proseku, dela prvih citirana mnogo krac?e, a ostvarenja drugih citiraju se dugotrajno, ako ne i vec?ito. Synergy is operationalized as generating options for further development among distributions of firm characteristics (N ? 1M). Regionalization has been an objective in Spain since the constitution of 1978. Five regions are central: Barcelona in Catalonia, Madrid and its immediate environment, Andalusia, the Valencian Community, and the Basque Country. Barcelona and Madrid stand out as metropolitan innovation systems. The Andalusian innovation system is concentrated in Seville. Synergy generation in the Valencia region and the Basque Country is lower than in the two metropoles by more than an order of magnitude. The national level adds marginally to the sum of regional systems except for the case of high-tech manufacturing. In sum, the national system of innovations is multi-centered with a focus on cities more than regions. We compare two Norwegian counties with very different profiles in terms of how international or regional cooperation affects the synergy generated among the geographical, technological, and organizational distributions of firms. This synergy is much larger in the rural region with international industry than in the region with a strong knowledge infrastructure. International firms can take the role of knowledge brokers in lagging regions with weak knowledge institutions. The methodological contribution of this study is that we translate the synergy (abstractly measured in bits of information) into more familiar economic terms, such as turnover for the special case of domestic-foreign collaborations. The analysis is based on Norwegian data, as Norway is a small country with an open and export-oriented economy. Data for Norway is publicly available in great detail. The Triple-Helix synergy caused by firms with foreign ownership is a new indicator of the international contribution to the efficiency of the innovation system in a region.
