[Sigmetrics] Tracking Trump re the US Public Access Program

Richard Poynder has kindly published an edited version of the latest issue 
of my newsletter -- Inside Public Access -- as a guest post on his OA blog. 
It explores how the US Public Access Program might fare under the coming 
Trump Administration (and Congress). Its fate is uncertain, up or down. 
Given that this is a huge green OA program it seems relevant to our 
deliberations here.
