Abstract:
The journal *impact factor* is an annually calculated number for each
scientific journal, based on the average number of times its articles
published in the two preceding years have been cited. It was originally
devised as a tool for librarians and publishers to provide information
about the citation performance of a journal as a whole, but over the
last few decades it has increasingly been used to assess the quality of
specific articles and the research performance of individual
investigators, institutions, and countries. In addition to this clear
abuse of the journal *impact factor*, several conceptual and technical
issues limit its usability as a measure of journal reputation,
especially when journals are compared across different fields. An
author's decision regarding the suitability of a scholarly journal for
publication should, therefore, be based on the impact that this journal
makes in the field of research, rather than on the journal *impact
factor*.

Abstract:
Background: The International Journal of Mental Health Systems (IJMHS)
was launched in August 2007 and has recently been given a formal *impact
factor*. This study uses bibliometric indicators to review the
performance of the Journal against its original stated objectives and
aspirations.
Methods: All articles published in IJMHS since publication commenced
were included (n = 158). Selected bibliometric measures indicating
Journal productivity, author affiliation, impact, geographic reach, and
international collaboration were utilised.
Results: IJMHS published 158 articles in seven volumes over six years.
Articles with three to five authors constitute the dominant authorship
pattern, and authors' affiliations are varied. IJMHS has received an
*impact factor* of 1.06 from Thomson Reuters, and the SCImago Journal
Ranking shows IJMHS to be well positioned in the four categories in
which it is listed, including in comparisons with well-established BMC
journals that have similar scientific interests. Geographic authorship
patterns show contributions from a large number of countries, including
many low-and middle-income countries. Discussion: Manuscript submissions
from a wide range of countries, including low-and middle-income
countries, are mostly from academic institutions. Authors from some
geographic areas of the world are significantly under-represented. The
calculation of an *impact factor* and encouraging rankings on the
SCImago Journal Rank index are expected to lead to increased submission
of high quality manuscripts.
Conclusion: The performance of IJMHS over the first six years is
promising, and the Journal is on the way to achieving the aims set out
in the inaugural Editorial. IJMHS will continue to enhance its current
impact through a number of new initiatives, including the introduction
of thematic series and a broader range of article categories.

The Assessment of Science: The Relative Merits of Post-Publication Review, the *Impact Factor*, and the Number of Citations

Abstract:
The assessment of scientific publications is an integral part of the
scientific process. Here we investigate three methods of assessing the
merit of a scientific paper: subjective post-publication peer review,
the number of citations gained by a paper, and the *impact factor* of
the journal in which the article was published. We investigate these
methods using two datasets in which subjective post-publication
assessments of scientific publications have been made by experts. We
find that there are moderate, but statistically significant,
correlations between assessor scores, when two assessors have rated the
same paper, and between assessor score and the number of citations a
paper accrues. However, we show that assessor score depends strongly on
the journal in which the paper is published, and that assessors tend to
over-rate papers published in journals with high impact factors. If we
control for this bias, we find that the correlation between assessor
scores and between assessor score and the number of citations is weak,
suggesting that scientists have little ability to judge either the
intrinsic merit of a paper or its likely impact. We also show that the
number of citations a paper receives is an extremely error-prone measure
of scientific merit. Finally, we argue that the *impact factor* is
likely to be a poor measure of merit, since it depends on subjective
assessment. We conclude that the three measures of scientific merit
considered here are poor; in particular subjective assessments are an
error-prone, biased, and expensive method by which to assess merit. We
argue that the *impact factor* may be the most satisfactory of the
methods we have considered, since it is a form of pre-publication
review. However, we emphasise that it is likely to be a very error-prone
measure of merit that is qualitative, not quantitative.

Abstract:
A bibliometric index called Y-index (j, h) is developed, taking the
prominent first author and corresponding author positions into account
for evaluation and comparison of scientific productivity. Y-index
contained two parameters: publication performance j, which is related to
publication quantity, and publication character h, which describes the
proportion of corresponding author publications (RP) to first author
publications (FP). The top *cited articles* with at least 100 citations
from 1900 to 2012 were selected to examine the Y-index for the
evaluation. Y-index and three indicators, number of total publications,
FP and RP, were compared. The main contributors of authors, institutions
and countries and their contribution characters were revealed by
Y-index. Results showed that the topmost authors were more likely to
being designated as the corresponding authors, and their contribution
characters varied widely. Most institutions and countries had a balance
of FP and RP. Y-index that accredits the important collaborators with
weighted and comprehensive credit might be a better choice for the
evaluation.

Abstract:
The under-representation of women in science and technology is a matter
of current great concern. Obtaining patent-based indicators by gender is
crucial to analyse the situation of women in innovation, identify
potential cases of gender inequalities, and support policy measures to
promote gender balance. In this article we analyse men and women
involvement in Spanish patents applied to the European Patent Office
during 1990-2004. At least one female inventor is present in 18% of the
patents; female contribution amounts to 9% of the total and 14% of
inventors are women. Female involvement is above average in the academic
public sector and in specific thematic areas, while the share of women
in industry is very low. Female inventors show a stronger trend to
collaborate than their male counterparts, as measured through their
lower percentage of single-inventor patents and their higher
co-inventorship index. Over the 15-year period under analysis, women's
involvement in patenting activity shows an upward trend, especially at
universities and in cross-gender teams and the specialization profile of
women tends to expand. Main difficulties in the development of
patent-based indicators by gender are pointed out and the relevance of
indicators to monitor the situation of women in innovation activity is
highlighted.

Abstract:
It has been argued that historical biogeography, the study of how
processes that occur over long periods of time influence the
distribution of life forms, is in the midst of a scientific revolution.
The aim of this paper is to analyze the evolution of historical
biogeography during the first decade of the 21st century and to identify
major trends for the near future. We constructed a database containing
all articles which dealt with historical biogeography published in the
Journal of Biogeography during 1998-2010. The database included 610
contributions. Our results indicated that historical biogeography is
going through a growth period. The papers analyzed were written by 2018
authors, with a mean of 3.3 authors per paper. Authors from 62 countries
were involved, and most of them worked in Europe or North America. The
Palearctic was the most analyzed region. Most contributions dealt with
terrestrial habitats and were devoted to animal (especially Chordata)
and plant taxa. Phylogeography was the most used approach (35%),
followed by biota similarity and PAE (13%) and molecular biogeography
(12%), with cladistic biogeography and event-based methods at 6% each.
Some of the future challenges that historical biogeography faces are
summarized: (1) to increase the study of taxa which are underrepresented
according to the segment of biodiversity they represent; (2) to balance
the amount of work devoted to different biogeographical regions; (3) to
increase biogeographical knowledge of aquatic habitats; (4) to maintain
the diversity of approaches, preventing the reduction of time, spatial,
and taxonomic scales addressed by the discipline; and (5) to continue
integrating historical biogeography along with other sources of
information from other disciplines (e. g. ecology, paleontology,
geology, isotope chemistry, remote sensing) into a richer context for
explaining past, present, and future patterns of biodiversity on Earth.

Abstract:
The journal impact factor is an annually calculated number for each
scientific journal, based on the average number of times its articles
published in the two preceding years have been cited. It was originally
devised as a tool for librarians and publishers to provide information
about the citation performance of a journal as a whole, but over the
last few decades it has increasingly been used to assess the quality of
specific articles and the research performance of individual
investigators, institutions, and countries. In addition to this clear
abuse of the journal impact factor, several conceptual and technical
issues limit its usability as a measure of journal reputation,
especially when journals are compared across different fields. An
author's decision regarding the suitability of a scholarly journal for
publication should, therefore, be based on the impact that this journal
makes in the field of research, rather than on the journal impact
factor.

Abstract:
Background: The International Journal of Mental Health Systems (IJMHS)
was launched in August 2007 and has recently been given a formal impact
factor. This study uses bibliometric indicators to review the
performance of the Journal against its original stated objectives and
aspirations.
Methods: All articles published in IJMHS since publication commenced
were included (n = 158). Selected bibliometric measures indicating
Journal productivity, author affiliation, impact, geographic reach, and
international collaboration were utilised.
Results: IJMHS published 158 articles in seven volumes over six years.
Articles with three to five authors constitute the dominant authorship
pattern, and authors' affiliations are varied. IJMHS has received an
impact factor of 1.06 from Thomson Reuters, and the SCImago Journal
Ranking shows IJMHS to be well positioned in the four categories in
which it is listed, including in comparisons with well-established BMC
journals that have similar scientific interests. Geographic authorship
patterns show contributions from a large number of countries, including
many low-and middle-income countries. Discussion: Manuscript submissions
from a wide range of countries, including low-and middle-income
countries, are mostly from academic institutions. Authors from some
geographic areas of the world are significantly under-represented. The
calculation of an impact factor and encouraging rankings on the SCImago
Journal Rank index are expected to lead to increased submission of high
quality manuscripts.
Conclusion: The performance of IJMHS over the first six years is
promising, and the Journal is on the way to achieving the aims set out
in the inaugural Editorial. IJMHS will continue to enhance its current
impact through a number of new initiatives, including the introduction
of thematic series and a broader range of article categories.

Abstract:
Background: The National Minimum Dataset for Social Care (NMDS-SC) has
provided detailed data since 2006 on the workforce for adult social care
services in England. In 2012, the organisation responsible for the data
set commissioned an evaluation into the impact of the data set on
researchers and policymakers.
Objective: Discusses how a novel wide-ranging bibliometric approach,
complemented by interviews of key informants, demonstrated the
developing impact of the data set.
Methods: The evaluation comprised web metrics to assess NMDS-SC-related
traffic on relevant websites; bibliometrics to assess the use of NMDS-SC
data in scholarly publications and grey literature; telephone interviews
with 12 key users of the data set; and an online survey completed by 24
key users of the data set. A theoretical framework for research impact
was used.
Results: The web metrics demonstrated increase in traffic on the
relevant pages of the organisation's website. There were references to
the data set in 175 separate publications (15% from academic journals,
50% as policy/practice reports and 35% as media communications.
Interviews evidenced many impacts, for example provision of robust data
for secondary analysis that challenged conventional views about the
social care workforce.
Conclusion: Bibliometrics plus interviews provided a rounded picture of
the data set's impact.

Abstract:
The Special Programme for Research and Training in Tropical Diseases
(TDR) is an independent global programme of scientific collaboration
cosponsored by the United Nations Children's Fund, the United Nations
Development Program, the World Bank, and the World Health Organization.
TDR's strategy is based on stewardship for research on infectious
diseases of poverty, empowerment of endemic countries, research on
neglected priority needs, and the promotion of scientific collaboration
influencing global efforts to combat major tropical diseases. In 2001,
in view of the achievements obtained in the reduction of transmission of
Chagas disease through the Southern Cone Initiative and the improvement
in Chagas disease control activities in some countries of the Andean and
the Central American Initiatives, TDR transferred the Chagas Disease
Implementation Research Programme (CIRP) to the Communicable Diseases
Unit of the Pan American Health Organization (CD/PAHO). This paper
presents a scientometric evaluation of the 73 projects from 18 Latin
American and European countries that were granted by CIRP/PAHO/TDR
between 1997 and 2007. We analyzed all final reports of the funded
projects and scientific publications, technical reports, and human
resource training activities derived from them. Results about the number
of projects funded, countries and institutions involved, gender
analysis, number of published papers in indexed scientific journals,
main topics funded, patents inscribed, and triatomine species studied
are presented and discussed. The results indicate that CIRP/PAHO/TDR
initiative has contributed significantly, over the 1997-2007 period, to
Chagas disease knowledge as well as to the individual and
institutional-building capacity.

Abstract:
This article quantifies books' impact in terms of citation counts-in
published articles and in other published books. The average political
science book published by a university press receives about three times
the number of citations received by an article indexed in the SSCI.
Books' impact varies by subfield, with books published in methodology
receiving many more citations on average than books published in other
subfields, followed by books in international relations. Overall, books
published on American politics are cited least frequently. Results
suggest that political scientists should supplement quantitative
indicators of article and journal impact (which are based only on
citations in peer-reviewed articles) with similar measures that account
for the scholarly influence of published books.

The Assessment of Science: The Relative Merits of Post-Publication Review, the Impact Factor, and the Number of Citations

Abstract:
The assessment of scientific publications is an integral part of the
scientific process. Here we investigate three methods of assessing the
merit of a scientific paper: subjective post-publication peer review,
the number of citations gained by a paper, and the impact factor of the
journal in which the article was published. We investigate these methods
using two datasets in which subjective post-publication assessments of
scientific publications have been made by experts. We find that there
are moderate, but statistically significant, correlations between
assessor scores, when two assessors have rated the same paper, and
between assessor score and the number of citations a paper accrues.
However, we show that assessor score depends strongly on the journal in
which the paper is published, and that assessors tend to over-rate
papers published in journals with high impact factors. If we control for
this bias, we find that the correlation between assessor scores and
between assessor score and the number of citations is weak, suggesting
that scientists have little ability to judge either the intrinsic merit
of a paper or its likely impact. We also show that the number of
citations a paper receives is an extremely error-prone measure of
scientific merit. Finally, we argue that the impact factor is likely to
be a poor measure of merit, since it depends on subjective assessment.
We conclude that the three measures of scientific merit considered here
are poor; in particular subjective assessments are an error-prone,
biased, and expensive method by which to assess merit. We argue that the
impact factor may be the most satisfactory of the methods we have
considered, since it is a form of pre-publication review. However, we
emphasise that it is likely to be a very error-prone measure of merit
that is qualitative, not quantitative.

Abstract:
Objective: Primary open angle glaucoma is a neurodegenerative disease of
the optic nerve that represents one of the main causes of blindness
worldwide. Familial aspects have been implicated in the development of
the disease and proved in several studies. In this article, we present a
systematic review of works about primary open angle glaucoma and
mitochondrial DNA and a statistic analyses under a scientometric
insight. Methods: Bibliographic research of the works on mitochondrial
DNA and primary open angle glaucoma was made accessing the site Scopus.
Then, search with the keywords "mitochondrial DNA" and "glaucoma" in all
fields for publications between 1992 and august of 2012 was performed.
Finally, we did the statistics and scientometric analyses with the main
data, such as: authors who published articles on mitochondrial DNA and
glaucoma; journals that had publications about the issue; Centers of
Research, Universities and countries where most of the studies on
glaucoma and mitochondrial DNA were made. Results: We identified that
these articles have increased in the last few years, though yet
confined, mostly, to some centers of research and concentrated in
selected groups of researchers in ophthalmology of developed countries.
In Brazil, we do not have any article published about the issue, yet.
Conclusion: These studies are extremely important to the elucidation of
the genetic causes of glaucoma and for the development of new therapies
aiming not only the reduction of the intraocular pressure.

Abstract:
Background: The purpose of this study was to identify the clinical
pediatric orthopaedic articles with at least 100 citations published in
all orthopaedic journals and to examine their characteristics.
Methods: All journals dedicated to orthopaedics and its sub-specialties
were selected from the Journal Citation Report 2001 under the subject
category "orthopedics." Articles cited 100 times or more were identified
using the database of the Science Citation Index Expanded (SCI-EXPANDED,
1900 to present). The articles were ranked in a comprehensive list. Two
authors independently reviewed the full text of each article and applied
the inclusion and exclusion criteria to the list of articles. The 2
lists were then compared. All disagreements were resolved by consensus
with input from the senior author. The final list of pediatric
orthopaedic articles was then compiled.
Results: There were a total of 49 journals under the search category
"orthopedics." Five journals were excluded as they were non-English
journals. The remaining 44 journals were screened for articles with at
least 100 citations. A total of 135 clinical pediatric orthopaedic
articles cited at least 100 times were included. The most cited article
was cited 692 times. The mean number of citations per article was 159
(95% confidence interval, 145-173). All the articles were published
between 1949 and 2001, with 1980 and 1989 producing the most citation
classics (34). The majority (90) originated from the United States,
followed by the United Kingdom (12) and Canada (11). Scoliosis/kyphosis
was the most common topic with 26 papers. The second most common subject
was hip disorders (24). Therapeutic studies were the most common study
type (71). Ninety-seven papers were assigned a 4 for level of evidence.
Conclusions: The list of citation classics in pediatric orthopaedic
articles is useful for several reasons. It identifies important
contributions to the field of pediatric orthopaedics and their
originators; it facilitates the understanding and discourse of modern
pediatric orthopaedic history and reveals trends in pediatric
orthopaedics.

Abstract:
Background: The number of citations of an article in scientific journals
reflects its impact on a biomedical specialty and its recognition in the
scientific community. In this study, we identified and analyzed the 100
most highly cited articles published between 1971 and 2011 in journals
pertaining to plastic and reconstructive surgery research.
Methods: We selected 6 high-impact journals for literature search in the
database of the Science Citation Index (1971 to 2011). We identified the
100 most frequently cited articles published in these journals, and
analyzed them.
Results: The most cited article received 1007 citations and the least
cited article received 165 citations, with a mean of 274 citations per
article. These citation classics were published in 5 high-impact
journals, led by Plastic and Reconstructive Surgery (76 articles). The
articles came from 17 countries, with the United States producing 57
articles. Sixty-two institutions produced these 100 top-cited articles,
led by Royal Mountain Hospital, University of Melbourne (7 articles).
Twenty-three authors published 2 or more of the top-cited articles, led
by Taylor GI who authored 10 classic papers.
Conclusions: This analysis of the top citation classics allows for the
recognition of major advances and supplies a historic perspective on the
progress of plastic and reconstructive surgery research.

Abstract:
An examination of top-cited articles is a tool that can be used to
identify and monitor outstanding scientific research. The goal of this
study was to identify and analyze the characteristics of the 100
top-cited articles published in international journals dedicated to
psychiatry. The Science Citation Index Expanded provided by the Thomson
Reuters Institute for Scientific Information Web of Knowledge was
searched in December, 2011, and 128 journals were identified in the
subject category "Psychiatry." Each journal was searched on the Web of
Science under "Publication Name" and the results were sorted by category
"Times Cited. "The 100 top-cited articles were recorded, and the list
was analyzed with regard to journals, number of citations, authors,
year, institution, and country of origin. The original research articles
of the 100 top-cited articles were classified into one of five
categories: scale/measurement, descriptive/epidemiology, mechanism,
management, and imaging. The 100 top-cited articles were cited between
26,578 and 781 times; they were published between 1957 and 2005, with
the largest number (35) published in the 1990s. The articles appeared in
24 journals, with more than half published in the Archives of General
Psychiatry (56), followed by the American Journal of Psychiatry (6), and
Psychological Medicine (6). Articles that dealt with the development,
application, or validity of measurements led the list of top-cited
psychiatric publications (43) and had a significantly higher number of
citations compared with the rest of the articles. The time and language
of publication, field of study, country of origin, and journal in which
the paper appeared are possible determinants of the likelihood of
citation and impact.

Abstract:
A bibliometric analysis of research articles published in the Journal of
Cross-Cultural Psychology (JCCP) during the first 10 years (2001-2010)
of the new millennium was provided. There were 457 original research
articles, which were cited 6,187 times in 4,227 citing papers (January
25, 2012). Although the largest number of articles were authored by
researchers from the United States (52.3%), Canada (12.0%), and People's
Republic of China (11.6%), the highest impact articles were written by
Israeli (30.5 citations per article), Estonian (29.5), and Swiss (23.6)
psychologists. The country self-citation rates or biases were highest in
the United States (+22.9%), the Netherlands (+20.7%), and People's
Republic of China (+20.5%), showing that the small-world networks
operate most strongly in these three countries. As revealed by a
cross-journal citation pattern, JCCP had the strongest influence on
personality and social psychology research and negligible on
intelligence and cognitive research. The impact of the research articles
published in JCCP on the core psychology journals remained at the same
(modest) level, while the journal self-citation bias demonstrated a
slight increase during the last 10 years.

A bibliometric review of infant feeding in Mexico

Abstract:
Objective: a bibliometric analysis on published articles about infant
feeding, in Mexican biomedical journals, during 2000-2009, is presented.
Methods: six journals, edited by public institutions or medical
associations, published at least one article dealing with the selected
theme. From a total of 3,077 articles published, only 2.5% were about
infant feeding (78). Title, abstracts, frequency of keywords and
institutional affiliation of main author of those articles were
analyzed; the contents were classified in seven thematic nodes. Results:
the most frequent node was feeding model; breastfeeding appeared 10
times as key word; the authorial institutional affiliation followed
Lotka's Law. The results indicate a predominant univocal feeding model;
the assumption on universality of mother-infant dyad; the focus on
medical and clinical entities; and an absence about social agents
involved in the feeding process. Conclusion: hence, if the bibliometry
elucidates the explicit knowledge and illustrates the current biomedical
discourses, this analysis shows that the required knowledge for design
and operation of public policies related to maternal and infant welfare,
in Mexico, are still insufficient for fulfilling international public
health recommendations.

Abstract:
Sports science article publication in South American countries (n=11)
was studied between 1970-2012, using all citation database of ISI Web of
Knowledge. We evaluated: number of published articles; the number of
publications divided by the number of people in science and technology
(number pub/number peo); the top incidence of research subjects; public
or private institutional predominance; impact factor (IF); average
citations per document per country; and frequency of published articles
per journals per country. Brazil showed the highest number of published
articles, followed by Argentina. Bolivia showed the highest number
pub/number peo, followed by Peru. Most studied themes were physiology,
orthopedic and rehabilitation. Public institutions showed a higher
published articles number than did private institutions. Peru and
Bolivia were the only countries with a mean IF of 2 or higher. Average
citation was higher in Peru (higher coefficient variation). In
conclusions, our results show that, in most South American countries,
their published articles rate has increased over time. This could be
related to new government and institutional policies. However,
production was low compared with other areas of science.
