Question and help

Dear all,

I would Like to establish scientometrics unit in my laboratory, I would like to know about what are essential and integral elements of this unit? In other words, 
it is mention in what follow:
-Structure of the unit
-Main transactions of the unit
-Policy of the unit

Please, help me how I can overcome with this problem.
It is very important for me that I known about it.
