A series of workshops, conferences, and special issues of journals have developed under this title since 1996. In various countries, the Triple Helix concept has also been used as an operational strategy for regional development and to further the knowledge-based economy. This short review (4000 words) provides an update (in January 2012) of the further elaborations of various Triple Helix models (such as a neo-institutional versus neo-evolutionary version). The surplus of using different models is specified in terms of research strategies. Using Triple Helix indicators, one can evaluate to what extent an innovation system is nationally, regionally, or technologically integrated. ** apologies for cross-postings _____ Loet Leydesdorff Professor, University of Amsterdam Amsterdam School of Communications Research (ASCoR) Kloveniersburgwal 48, 1012 CX Amsterdam. Based on the comparison of the contents of the articles on thin-layer chromatography (TLC) published in the recent two decades: (1) from 1980 to 1990 and (2) from 2000 to 2010, the estimate of the main analytical characteristics characterizing the method of planar chromatography has been carried out. The following characteristics of planar chromatography were taken as the most important ones for the above mentioned periods of time: methods of chromatography, a type of a chromatographic chamber, a variant of the plate used, a way of plate development, previous preparation of a chamber and a plate for development, a way of application of samples analyzed on a plate, composition of mobile phases used, etc. The results obtained are of interest for analytics, designers of chromatographic apparatus, physic chemists and other specialists working in the different areas of planar chromatography. Unfortunately, in the area of TLC the conditions of the experiment are described rather in detail in not more than in 20% of the articles. Does quantity of exposures raise reputation independent of quality? Does quality of the most important exposure have extra effects on reputation? In a very large sample of academic economists, there is little evidence that a scholar's most influential work provides any extra enhancement of reputation. Quality rankings matter more than absolute quality. Quantity has a zero or even negative effect on proxies for reputation. Data on salaries, however, show positive effects of quantity independent of quality. We test explanations for the differences between the determinants of reputation and salary. What is surprising, however, is that despite a broad educational emphasis on teaching research, the rising importance of bibliometrics appears to have been largely neglected. If nursing scholarship and nursing scholars are to prosper in the highly competitive field of modern health research, a sophisticated understanding of citation-based methods is clearly required. Armed with this knowledge, one can more successfully argue why scarce research funding, that might otherwise be channeled elsewhere, ought to be assigned to nursing researchers. We hereby urge readers to reflect on the extent to which bibliometrics is covered within formal nursing curricula at their college or university. It is no longer a case of if a graduate nurse will need this skill set for their future professional development, but when. Therefore, the most important measurements used are the number of citations, the average number of citations per article published in indexed journals and the H-index. Those bibliometric indicators present, however, limitations when assessing the potential impact of the publications of a given researcher, particularly among the most productive ones. Objective: To propose and to demonstrate the use of a new scienciometric strategy - the H-index of the citing articles -, that allows better discrimination of the impact of a given researcher to the body of knowledge in the respective research area. Methods: Research data - Web of Science - from 13 of the most productive Brazilian PhD researchers in the field of exercise and sports sciences were analyzed, including: number of publications, number of citations, average number of citations per article, H-index and the proposed H-index of citing articles (the H-index extracted from the ranking of articles that cited the papers published by a given researcher). Data from four other researchers - Brazilian and foreign - were used as reference for comparisons. Results: The researcher's H-index and the H-index of the citing articles were associated (r=.92; p>.01). However, when the six most productive authors with H-index above 7 were analyzed, the association between the two indexes dissapeared (r=.35; p=.49). Conclusions: The H-index of the citing articles can be useful to discriminate the scientific production of authors with a high number of published papers. It is suggested that this algorithm should be adopted by Brazilian and foreign financing and scientific production evaluation agencies. The first part of the study highlighted the economic and social disparities at the level of Romania's regions, taking into account the most important macroeconomic indicators registered in 2008 and aiming at identifying significant differences in their development level. The second part of the study focused on the analysis of the main indicators from the education area at regional level in order to distinguish the correlation between the specific economic situation of Romanian regions and the most important outcome of education, the graduation rate. In the third part, the modelling of the correlation between the input and output of the educational process was presented, using as a dependent variable the graduation rate in secondary education. The most important results obtained by means of the econometric modelling were: the existence of significant differences between secondary level graduation rate and level of regional development and the fact that graduation rate might significantly increase in the poorest region if an increase in public financing or in the net nominal wages of the households occurred. Core patents are identified and used for patent citation network (PCN) analysis. In the citation network, patents with strong links are analyzed to construct the technology main paths. Previous researches have shown that both bibliographic coupling and co-citation may help in finding missing citation patents, so this study will utilize bibliographic coupling and co-citation to add missing citations into the original citation network and construct the technology main paths in the field of photovoltaic by connecting the strong links. The time duration of main paths from the original photovoltaic patent network has been relatively short. Furthermore, the number of patents has not exceeded three. A possible reason to explain the short time duration may be the nature of patents that is focused on technological innovation. On the contrary, the photovoltaic network after adding the missing citations has contained more links and presented a more complete trail for the main paths. Moreover, the network has sustained for longer in time duration. The results indicate that utilizing BC and CC methods to supply missing citations is an effective way in constructing the technology main paths. One method to assist in forecasting is data mining and analysis of bibliometric data from a variety of sources such as patents, journal citations, and science awards. This information can then be used in well-known technology diffusion models such as Fisher-Pry where emerging technologies substitute older ones. This paper uses global bibliometric analysis to forecast the growth of advanced or next-generation electronic packaging technologies relying on analogous technology growths. As a result, national governments have made short- term stimulus investments in nanoscience in the hopes of achieving long- lasting economic and societal benefits. Despite the stimulus funding, the scale and timing of new nanotechnology innovations are far from clear. Part of the problem stems from the fact that nanoscience is often far upstream of potential societal application. But the issue is more complex given the evidently complex coupling of science, technology and commercialization. Nanotechnology itself is often presented as an exemplar of a new class of strategic research initiatives. In this paper we characterize nanotechnology commercialization in a well-recognized database of nanotechnology research. Contributions are made to the ongoing effort to define, and refine, the relevant knowledge base for nano-science and technology. The effort further requires novel techniques for isolating commercially-relevant research in large databases of science. However, since the term "service innovation" represents a broad sense, there does not exist common understanding about what is service innovation even among experts. We developed a methodology to determine the structure and geographical distribution of knowledge, as well as to reveal the structure of research collaboration in such an interdisciplinary area as service innovation by performing journal information analysis, network analysis and visualization. Our results show that there are mainly two groups of elements relating to service innovation. Knowledge in these areas has been growing rapidly in recent years. In particular, the fields of ecosystem and IT and Web are exhibiting a high growth. We also demonstrated that the global network of knowledge is formed around the powerful hub of the US. The research competency of Asian countries lags behind that of the US and EU. With respect to research collaboration, we indentify a big room left for enhancing international collaborations. Our methodology could be useful in forming policies to promote service innovation. Finally, we proposed creation of an international collaboration fund. In part due to a growing global trend in evidence-based decision-making, the use of S&T indicators for the evaluation of research-not to mention for research planning and policy-is increasing in nearly every country. New indicators and databases continue to emerge and a growing number of scholars hailing from a wide range of disciplines have joined the ranks of the S&T indicators community. The STI conference has become the main yearly venue for the S&T indicators community of practitioners, researchers and users. The International Conference on Science and Technology Indicators, informally known as the "Leiden Conference", was traditionally held every other year. In 2010, it merged with the conference series organised by ENID (European Network of Indicator Designers), which was held in the alternate years. The resulting STI conference series will continue presenting high-quality scholarly work while also providing a venue for networking and the promotion of cooperation between researchers, international organisations and other S&T indicator users. Held for the first time outside Europe, the 2012 STI conference is jointly organised by Science-Metrix and the Observatoire des sciences et des technologies (OST) and will be held at the Universit? du Qu?bec ? Montr?al (UQAM). The 2012 edition will be organised around the three following themes: - Theoretical, historical, practical and social aspects of S&T indicator development and use - Methodological aspects in the use of S&T indicators and the production of statistics - Use of S&T indicators in R&D management and S&T strategy development and evaluation The 17th STI conference will be preceded by the 2th Global TechMining Conference http://www.gtmconference.org/ . Participants to the STI conference are encouraged to attend both conferences. The working language of the conference will be English. Please note that in contrast to previous STI conferences, researchers and practitioners are asked to submit full papers (from 6 to 12 pages). The selected papers will be made available in open access on the STI conference website. Key Dates: -Deadline for submission of full papers or research in progress papers-March 9th, 2012 (new deadline) -Notification of acceptance of papers-April 13th, 2012 -Deadline for posters submission-May 4th, 2012 -Notification of acceptance of posters-May 25th, 2012 Further information will progressively be made available on the conference website: http://2012.sticonference.org/ Email: info at 2012.sticonference.org Honorary President Francis Narin Chairs Eric Archambault, Yves Gingras, Vincent Larivi?re ________________________ Vincent Larivi?re Professeur adjoint ?cole de biblioth?conomie et des sciences de l'information (EBSI) Universit? de Montr?al Membre r?gulier Observatoire des sciences et des technologies (OST) Centre interuniversitaire de recherche sur la science et la technologie (CIRST) Universit? du Qu?bec ? We found that, despite being cited equally often, the papers on Neglected Tropical Zoonoses were published in journals with lower impact factors. The scopes of these journals are mainly restricted to Tropical medicine. A clustering analysis revealed that The Lancet, a high impact general medical journal, does pay attention to Neglected Tropical Zoonoses. We discuss our findings in the context of the ongoing discussion about the publishing policies of medical journals. Moreover, our findings stress the importance of recent suggestions that impact factors should not be used for assigning public funding to research (programs) on Neglected Tropical Zoonoses. The results show that the self-citation rate of co-authored articles is higher than in single-authored articles. A statistically significant correlation is identified between the numbers of co-authors, the rate of author self- citing and the author self-cited; though it was a low correlation. The value of coefficient correlation between the number of co-authors and the author self-citing rate is slightly higher than that between the number of co-authors and the author self-cited rate, which indicates that the number of co-authors hold a stronger correlation with the self-citing rate than the self-cited rate. Meanwhile, self-citing references are found to be more up-to-date than references to others. The range of publication years of self-citing references is smaller than that of references to others, indicating that researchers tend to preferentially cite their own recent works. There is no significant difference in the latest references between self-citing references and the references to others. It might result from electronic journals that provide an easy access to the most current publications. The objective of the present study was to evaluate if the scholarship rank of Brazilian Council for Scientific and Technological Development (CNPq) researchers in Medicine is consistent with their scientific productivity. The Lattes curricula of 411 researchers (2006- 2008) were included in the study. Scholarship category was the variable of interest. Other variables analyzed were: time since receiving the doctorate, teaching activity (undergraduate, master's and doctoral students), number of articles published, and number of papers indexed by the Institute for Scientific Information (ISI) and Scopus databases. Additional performance indicators included were: citations, h-index, and m-index. There was a significant difference among scholarship categories regarding number of papers per year, considering the entire scientific career (P < 0.001) or the last 5 years (P < 0.001). There was no significant difference among scholarship categories regarding the number of citations per article in the ISI (Thomson Reuters) database (P = 0.23). There was a significant difference in h-index among scholarship categories in both databases, i.e. (P < 0.001) and Scopus (P < 0.001). Regarding the m-index, there was a significant difference among categories only in the ISI database (P = 0.012). According to our findings, a better instrument for qualitative and quantitative indicators is needed to identify researchers with outstanding scientific output. It shows that PhD students contribute to about a third of the publication output of the province, with doctoral students in the natural and medical sciences being present in a higher proportion of papers published than their colleagues of the social sciences and humanities. Collaboration is an important component of this socialization: disciplines in which student collaboration is higher are also those in which doctoral students are the most involved in peer-reviewed publications. In terms of scientific impact, papers co-signed by doctorate students obtain significantly lower citation rates than other Quebec papers, except in natural sciences and engineering. Finally, this paper shows that involving doctoral students in publications is positively linked with degree completion and ulterior career in research. The relationship between research production and research quality hasn't been taken seriously in ranking systems. Most university rankings in China put more weight on research production rather than research quality. Recently, the developmental strategy of Chinese universities has shifted from 'quantity' to 'quality'. As a result, a two-dimensional approach was developed in this article to balance 'quantity' and 'quality'. The research production index and the research quality index were produced to locate research universities (RU) from Mainland China, Hong Kong (HK) and Taiwan (TW) in the two-dimensional graph. Fifty-nine RU were classified into three categories according to their locations, which indicated the relevant level of research performance. University of Hong Kong, National Taiwan University, Tsing Hua University and Peking University appeared to be leading universities in research performance. The result showed that the mainland universities were generally of higher research production and lower research quality than HK and TW universities, and proved that the merging tides of Chinese universities enlarged their research production while causing a low level of research quality as well. It is widely acknowledged that nanotechnology, as an emerging and rapidly evolving field with the multidisciplinary nature, is perceived as proximate fields of science and technology. This study provides a further description of the relationship between science and technology at macro-level. The core objective in this paper is to qualify and assess the dynamic associations between scientific activity and technological output. We attempt to illustrate how science and technology relate one another in the case of innovation system. In this paper, we take advantage of the simultaneous equations model to analyze the reciprocal dependence between science and technology. Previous studies about the relationship between science and technology infrequently adopt this model. Our result shows that there is no significant connection between R&D expenditures and actual practices of research in terms of publications and patents for the universities in zone 1 and 2. Our results provoke questions about whether policy-makers should appropriately reallocate scientific and technological resources and other R&D expenditures so as to obtain optimal allocation for resource and achieve maximum results with little effort for scientific research and innovation performance. The simulation results show that the mainstream of a very complicated research topic could obtain monopoly supremacy with only the aid of the mechanism the model described. Here, the numbers of publications of cosmology back to 1950 are utilized to empirically test this positive feedback mechanism. The development of three main theories of cosmology, Big Bang, Steady State and Plasma Universe, are revisited. The later two, which are non-mainstream opinions, both state in their peer reviewed papers, that their theories fit the phenomena that support the standard theory. The ratios of publications of the orthodox theory, Big Bang, approximately satisfy the numeric calculating results of our model. The reason for the discrepancy between the model and actual situation is discussed. A further question about the controversy is presented. One perspective is found in the work of physicists and mathematicians who formally introduced the small world model and the mechanism of preferential attachment. The other perspective is sociological and focuses on the process of cumulative advantage and considers the agency of individual actors in a network. We test hypotheses, based on work drawn from these perspectives, regarding the structure and dynamics of scientific collaboration networks. The data we use are for four scientific disciplines in the Slovene system of science. The results deal with the overall topology of these networks and specific processes that generate them. The two perspectives can be joined to mutual benefit. Within this combined approach, the presence of small- world structures was confirmed. However preferential attachment is far more complex than advocates of a single autonomous mechanism claim. In this study, a new indicator, the Journal's Integrated Impact Index (JIII) has been proposed for journal evaluation. In the JIII, one journal's average citations per paper, total citations, and all journals' average level of average citations per paper and total citations have been used to characterize the integrated impact of journals. Some contrastive analyses were carried out between JIII and JIF. The results show some interesting properties of the new indicator, and also reveal some relevant relationships among JIII, JIF, and other bibliometric indicators. In this article, we deal with document- document similarity in a scientometric context. We compare experimentally, using a large dataset, first-order with second-order similarities with respect to the overall quality of partitions of the dataset, where the partitions are obtained on the basis of optimizing weighted modularity. The quality of a partition is defined in terms of textual coherence. The results show that the second-order approach consistently outperforms the first-order approach. Each difference between the two approaches in overall partition quality values is significant at the 0.01 level. Second Call for Papers ? 17thInternational Conference on Science and Technology Indicators (STI), 5-8 September, 2012 in Montreal, Quebec, Canada. ? In part due to a growing global trend in evidence-based decision-making, the use of S&T indicators for the evaluation of research?not to mention for research planning and policy?is increasing in nearly every country. New indicators and databases continue to emerge and a growing number of scholars hailing from a wide range of disciplines have joined the ranks of the S&T indicators community. ? The STI conference has become the main yearly venue for the S&T indicators community of practitioners, researchers and users. The International Conference on Science and Technology Indicators, informally known as the ?Leiden Conference?, was traditionally held every other year. ? Held for the first time outside Europe, the 2012 STI conference is jointly organised by Science-Metrix and the Observatoire des sciences et des technologies (OST) and will be held at the Universit? du Qu?bec ? Montr?al (UQAM). The 2012 edition will be organised around the three following themes: ? - Theoretical, historical, practical and social aspects of S&T indicator development and use - Methodological aspects in the use of S&T indicators and the production of statistics - Use of S&T indicators in R&D management and S&T strategy development and evaluation ? The 17th STI conference will be preceded by the 2th Global TechMining Conference http://www.gtmconference.org/. Participants to the STI conference are encouraged to attend both conferences. ? The working language of the conference will be English. ? Please note that in contrast to previous STI conferences, researchers and practitioners are asked to submit full papers (from 6 to 12 pages). The selected papers will be made available in open access on the STI conference website. ? Key Dates: -Deadline for submission of full papers or research in progress papers?March 9th, 2012 (new deadline) -Notification of acceptance of papers?April 13th, 2012 -Deadline for posters submission?May 4th, 2012 -Notification of acceptance of posters?May 25th, 2012 ? JAN 2012. p.5-16 WILEY-BLACKWELL, MALDEN SEARCH TERM(S): BIBLIOMETR* item_title ABSTRACT: This study investigated the longitudinal trends of e- learning research using text mining techniques. Six hundred and eighty- nine (689) refereed journal articles and proceedings were retrieved from the Science Citation Index/Social Science Citation Index database in the period from 2000 to 2008. All e-learning publications were grouped into two domains with four groups/15 clusters based on abstract analysis. Three additional variables: subject areas, prolific countries and prolific journals were applied to data analysis and data interpretation. Conclusions include that e-learning research is at the early majority stage and foci have shifted from issues of the effectiveness of e- learning to teaching and learning practices. Educational studies and projects and e-learning application in medical education and training are growing fields with the highest potential for future research. Approaches to e-learning differ between leading countries and early adopter countries, and government policies play an important role in shaping the results. Some analysis and comparisons are also made with data from the SciVerse Scopus database. The various RAM that are calculated annually or updated daily are defined and analyzed, including the classic 2-year impact factor (2YIF), 2YIF without journal self-citations (2YIF*), 5-year impact factor (5YIF), Immediacy (or zero- year impact factor (0YIF)), Impact Factor Inflation (IFI), Self-citation Threshold Approval Rating (STAR), Eigenfactor score, Article Influence, C3PO (Citation Performance Per Paper Online), h-index, Zinfluence, and PI- BETA (Papers - Ignored By Even The Authors). The RAM are analyzed for 10 leading econometrics journals and 4 leading statistics journals. The application to econometrics can be used as a template for other areas in economics, for other scientific disciplines, and as a benchmark for newer journals in a range of disciplines. In addition to evaluating high quality research in leading econometrics journals, the paper also compares econometrics and statistics, alternative RAM, highlights the similarities and differences of the alternative RAM, finds that several RAM capture similar performance characteristics for the leading econometrics and statistics journals, while the new PI-BETA criterion is not highly correlated with any of the other RAM, and hence conveys additional information regarding RAM, highlights major research areas in leading journals in econometrics, and discusses some likely future uses of RAM, and shows that the harmonic mean of 13 RAM provides more robust journal rankings than relying solely on 2YIF. Such portals become an indispensable platform for members especially for a Special Interest Groups (SIG) to share knowledge and expertise in their respective fields. Finding expertise over the e-community portal will help interested people and researchers to identify other experts, working in the same area. However, it is quite a cumbersome task to search such expertise in the portal. In order to find an expert, expertise data mining could be a solution to ease the search of experts. Performing effective data mining technique will help to analyze and measure expertise level accurately in a SIG portal. This paper proposes a method called Expertise Data Mining (EDM) that comprises a few techniques for expertise search in a SIG portal. It expects to improve the finding of experts among the members of a SIG e- community. This ranking method is based on citation network. The importance of a research paper is captured well by the peer vote, which in this case is the research paper being cited in other research papers. Using a modified version of the PageRank algorithm, we rank the research papers, assigning each of them an authoritative score. Using the scores of the research papers calculated by above mentioned method, we formulate scores for conferences and authors and rank them as well. We have introduced a new metric in the algorithm which takes into account the time factor in ranking the research papers to reduce the bias against the recent papers which get less time for being studied and consequently cited by the researchers as compared to the older papers. Often a researcher is more interested in finding the top conferences in a particular year rather than the overall conference ranking. Considering the year of publication of the papers, in addition to the paper scores we also calculated the year-wise score of each conference by slight improvisation of the above mentioned algorithm. In order to understand the reasons for its trajectory, the journal history was recovered and bibliometric indices on author, citation and impact factor were mapped for the period between 2003 and 2010. A descriptive study on journal information source and a bibliometric study of the 388 articles published by the journal and the 642 articles that cite it have been carried out. Bibliometric analyses showed that 75.8% of the articles had been written by Brazilian authors and 91.3% had been published in collaboration. The journal was cited by 171 different publications from 28 countries, including renowned journals in the field. Self-citation accounted for 26.8% of journal citation. Analyses have been able to show that strict evaluation control and editing of the articles have contributed towards its success and internationalization. Often, the path from basic research to new paradigms and direct impact on society takes time. Precise quantification of scientific output in the short-term is not an easy task but is critical for evaluating scientists, laboratories, departments, and institutions. While there have been attempts to quantifying scientific output, we argue that current methods are not ideal and suffer from solvable difficulties. Here we propose criteria that a metric should have to be considered a good index of scientific output. Specifically, we argue that such an index should be quantitative, based on robust data, rapidly updated and retrospective, presented with confidence intervals, normalized by number of contributors, career stage and discipline, impractical to manipulate, and focused on quality over quantity. Such an index should be validated through empirical testing. The purpose of quantitatively evaluating scientific output is not to replace careful, rigorous review by experts but rather to complement those efforts. Because it has the potential to greatly influence the efficiency of scientific research, we have a duty to reflect upon and implement novel and rigorous ways of evaluating scientific output. The criteria proposed here provide initial steps toward the systematic development and validation of a metric to evaluate scientific output. Luhmann noted that this elusive order contains a trade-off between "organization" at interfaces integrating (differently coded) expectations at each moment of time, and the potential of further differentiation among symbolically generalized codes of communication in a "self-organization" over time. One can model the coding in the communication of meaning as eigenvectors which evolve as an implication of the interacting intentions and expectations. The interacting horizons of meaning generate new options (redundancy) against the arrow of time, since meaning is provided to events from the perspective of hindsight. Using the theory and computation of anticipatory systems, "self-organization" and "interaction" can be considered as hyper-incursive routines that use (expectations of) future states for their reconstruction, whereas "organization" operates in terms of instantiations (of expectations). Mathematical metaphors can guide us in further exploring the nonlinear dynamics of a social order of intentions and expectations without reification. ** apologies for cross-postings _____ Loet Leydesdorff Professor, University of Amsterdam Amsterdam School of Communications Research (ASCoR) Kloveniersburgwal 48, 1012 CX Amsterdam. It is important to know which published topics in generalist biomedical informatics journals elicit the most interest from the scientific community, and whether this interest changes over time, so that journals can better serve their readers. It is also important to understand whether free access to biomedical informatics articles impacts their citation rates in a significant way, so authors can make informed decisions about unlock fees, and journal owners and publishers understand the implications of open access. The topics and JAMIA articles from years 2009 and 2010 that have been most cited according to the Web of Science are described. To better understand the effects of free access in article dissemination, the number of citations per month after publication for articles published in 2009 versus 2010 was compared, since there was a significant change in free access to JAMIA articles between those years. Results suggest that there is a positive association between free access and citation rate for JAMIA articles. Its objective is to contribute to the design and implementation of a research and development policy whose work is centered on the country's health priorities. Bibliometric indicators of production applied to publications in health sciences in Ecuador were used for the analysis. The publications were from the LILACS and MEDLINE databases. It was found that 625 articles were published from 1999-2009, primarily in the clinical-surgical areas (60%), followed by epidemiology (17.4%), basic sciences (14.1%), and health systems (8.5%). Only 4.3% and 7.2% of the production in this period was related to the primary causes of morbidity and mortality, respectively. It was found that private institutions generated more health research than public institutions, and hospitals (public, private, and mixed) produced a higher percentage than universities. The analysis showed that there was limited scientific production in health sciences in Ecuador during the study period, with a slight increase in the last two years that may be due in part to greater investment in research and development by the National Secretariat of Science and Technology (SENACYT). Investment increased from 0.20% to 0.44% of gross domestic product between 2006 and 2009. In order to understand the reasons for its trajectory, the journal history was recovered and bibliometric indices on author, citation and *impact factor* were mapped for the period between 2003 and 2010. Analyses have been able to show that strict evaluation co!ntrol and editing of the articles have contributed towards its success and internationalization. Recently, some scholars have undertaken literature review studies of the various definitions of the concept of PPPs and its research traditions, identifying several distinct PPP research approaches. This article aims to: (1) enhance the findings of these literature reviews; (2) identify the cited works and authors (intellectual structure) in the published research on PPPs; (3) define the subfields that constitute the intellectual structure of PPP research fields. The methodology is based on the bibliometric techniques of citation and author co-citation analysis applied to published research on PPPs included in the Social Science Citation Index. The criticism is directed to authors who are trying to publish in journals with IF. The claim is they are renouncing their own identity and prioritizing their curriculum over the usefulness of their research. The authors challenge this criticism by arguing that stringent assessment criteria stimulate the internationalisation of science, that there is a consensus in the scientific community about the imperfections of FI and its acceptance as a valid and necessary tool for scientific evaluation, and that the debate over identity does little to resolve the international invisibility of nursing research written up in Spanish. Proposals are outlined on how to benefit from the strengths of this system to increase the visibility of nursing research, to develop strategies for including journals written in Spanish in the Journal Citation Reports (JCR), to encourage professional training and interdisciplinary cooperation, to promote the publication of research conducted in postgraduate programs, and to claim an editorial commitment for indexing their journals in the JCR. It can be concluded that, although difficult, it would be possible to increase the visibility of nursing scientific research in Spanish. However, a higher citation index does not necessarily mean that a publication necessarily had a positive feedback from citing authors, as a citation can represent a negative criticism. In order to overcome this limitation, we used sentiment analysis to rate citations as positive, neutral or negative. Adjectives are initially extracted from the citations, with the SentiWordNet lexicon being used to rate the degree of positivity and negativity for each adjective. Relevance scores were then computed to rank citations according to the sentiment expressed in the text corresponding to each citation. As expected for accurate information retrieval systems, higher precision rates were observed in the initial points of the curve. The SRC (0.6728) computed using number of raw citations is lower than the SRC (0.7397) observed by the ranking generated using sentiment scores (Table 3). Conclusion: This result indicates that child articles with higher values of relevance score were in general the ones expressing positive opinion about their parents. Therefore, the ranking generated by sentiment scores had an improved accuracy. Similarly, the preferences of these institutions for titles distributed by the suppliers under consideration and their links to various different academic fields were investigated. From 24% to 30% of the overall total of downloads came from the top 25 favourite titles of the respective academic communities. This fact points to a need to go beyond the Big Deal model and strive for greater flexibility in subscriptions to resources, so as to have made-to-measure supplies. Those in related specialties, and the impact factor of related dental journals were also compared. From a total of 3294 articles (1715 (52%) BJOMS; and 1579 (48%) IJOMS) most of the studies were observational or descriptive (36% BJOMS; and 31% IJOMS). Review articles constituted 5% in the British Journal and 6% in the International Journal. Analytical (non-controlled) studies made up 6% and 7% of the studies in the British Journal and the International Journal, respectively. There were 28 randomised controlled trials (RCT) (2%) in the British Journal and 40 (3%) in the International Journal. One meta- analysis was recorded in the International Journal, and one closed loop audit was recorded in the British Journal. Forty percent of the papers in both journals were non-clinical, scientific, or animal studies. The number of RCTs published in OMFS is low and is comparable with the related specialties of ear, nose, and throat (ENT) (1%) and plastic surgery (4%). Greater effort is required to carry out quality research if we are to provide the best possible evidence to patients for our interventions. A retrospective cohort study determined the ability of clinical article and journal characteristics, including appraisal measures collected at the time of publication, to predict subsequent JIFs. Methods: Clinical research articles that passed methods quality criteria were included. Each article was rated for relevance and newsworthiness by 3 to 24 physicians from a panel of more than 4,000 practicing clinicians. The 1,267 articles (from 103 journals) were divided 60:40 into derivation (760 articles) and validation sets (507 articles), representing 99 and 88 journals, respectively. A multiple regression model was produced determining the association of 10 journal and article measures with the 2007 JIF. Results: Four of the 10 measures were significant in the regression model: number of authors, number of databases indexing the journal, proportion of articles passing methods criteria, and mean clinical newsworthiness scores. With the number of disciplines rating the article, the 5 variables accounted for 61% of the variation in JIF (R-2=0.607, 95% CI 0.444 to 0.706, P<0.001). Conclusion: For the clinical literature, measures of scientific quality and clinical newsworthiness available at the time of publication can predict JIFs with 60% accuracy. The main results were as follows: there had been a notable growth trend in publication outputs. Marine Pollution Bulletin was the most active journal. Environmental sciences were top popular subject categories. USA produced the most single, internationally collaborative, first authored and corresponding authored articles. The Chinese Academy of Sciences was the most productive institute for the total articles. Sediment was the most active research topic, which ranked 1st in article title, article abstract, author keyword, and KeyWords Plus analysis, respectively. Heavy metals received stable focus on a high degree in the field of estuary pollution research. Mostly refractory organic compounds (e.g. PAHs) became more active. Biomarkers and bioaccumulation both were active issues. Eutrophication of estuarine waters receives increasing concern in estuary pollution research. (C) 2011 Elsevier Ltd. All rights reserved. Design/methodology/approach - Redalyc is based on a semantic intersection model proposed by Russian semiologist Yuri Lotman. This model allows us to visualize the role played by Redalyc as a mediator between opposites, i.e. local science versus global science, and natural sciences versus social sciences. The paper presents some of the projects Redalyc has developed in conjunction with different countries and different scientific communities. Findings - The paper describes some characteristics that local projects, similar to Redalyc, must have in order to become an intermediary between scientific journal production indexes that link global parameters for scientific communication with local production. The paper finds that efforts should not only be centered on the development of strategies to change certain inertias that distinguish local social scientific production (e.g. dependence on literary resources, lack of recognition of periodical media), but also on the way they could help these disciplines and local media overcome certain barriers, namely: normalization, language and technological handicaps. Originality/value - The recognition of Latin American scientific production implies a dual process that not only involves local policies (scientific councils), but also requires producing reliable databases to provide scientists and journal editors with global references on how to produce visible scientific literature and pertinent knowledge for their contexts. Redalyc is currently a database that contributes in both ways. Editors have not been alone in this endeavour, other actors in the information chain have also played their part. This article aims to examine the databases (indexing and abstracting services, directories, catalogues and electronic journal portals) produced in Latin America between 1970 and 2009. Design/methodology/approach - The paper begins with an historical review of the relevant regional initiatives and leads up to an assessment of the present day situation by analysing the contribution made by the databases in the identification, register, visibility, access and use of Latin American scholarly journals. Findings - The creation of Latin American databases has improved communication and knowledge on publications in the region as useful additions to the scant information provided by international sources. The recent adherence to the principles of the Open Access movement has also potentially improved the visibility and access to publications from the region. Originality/value - This is the first study to analyse the development of Latin American databases over a period of some 40 years. When an author can make his argument more persuasive by citing a related work, this is called the correlation effect. On the other hand, when an author cites someone else's work, he gives the impression that he views the cited author as more competent than himself; this is called the signaling effect. These two effects are the main causes of citation bias. Using data from Research Papers in Economics or RePEc, a decentralized database of working papers, journal articles and professional books, we empirically show that a citation bias exists in this field. The empirical finding is obtained by controlling for many variables that affect citation patterns, such as network factors (co-authorship and an author's affiliation) and language. Our analysis reveals scientific outputs, subject categories and major journals, international collaboration and geographic distribution, and temporal trends in keywords usage in urbanization studies and discusses the relationships between urbanization papers and urbanization rate and offer a substitute demonstration of research advancements, which may be considered as a potential guide for future research. The growth of article outputs has exploded since 1991, along with an increasing collaboration index, references and citations. Environmental sciences, ecology, environmental studies, geography and urban studies were most frequently used subject categories and Landscape and Urban Planning was the most productive journal in urbanization studies. The United States was the largest contributor in global urbanization research, as the USA produced the most independent and collaborative papers. The geographic distribution of urbanization articles overlapped quite well with regions with high economic growth in North America, Europe, and Pacific-Asia. A keywords analysis found the USA and China were "hotspots", confirmed land- use's significant position and revealed keen interest in ecological and environmental issues in urbanization studies. In general, urbanization research was strongly correlated with the urbanization rate although there were different patterns and underlying processes across different countries. This is the first study to quantify global research trends in urbanization. Our study reveals patterns in scientific outputs and academic collaborations and serves as an alternative way of revealing global research trends in urbanization. (C) 2011 Elsevier B.V. Here we present a metric and technique to quantitatively assess the extent to which self-organizing directed networks exhibit a flow hierarchy. Flow hierarchy is a commonly observed but theoretically overlooked form of hierarchy in networks. We show that the ecological, neurobiological, economic, and information processing networks are generally more hierarchical than their comparable random networks. We further discovered that hierarchy degree has increased over the course of the evolution of Linux kernels. Taken together, our results suggest that hierarchy is a central organizing feature of real-world evolving networks, and the measurement of hierarchy opens the way to understand the structural regimes and evolutionary patterns of self-organizing networks. Our measurement technique makes it possible to objectively compare hierarchies of different networks and of different evolutionary stages of a single network, and compare evolving patterns of different networks. It can be applied to various complex systems, which can be represented as directed networks. (C) 2011 Wiley Periodicals, Inc. The present investigation aims at analyzing the dynamic science internationalization in this narrow field as reflected in three data- bases and at outlining the most significant scientists, institutions and primary information sources. Methods: A scientometric study of data from a retrospective problem- oriented search on pediatric sleep apnea in three data-bases such as Web of Science, MEDLINE and Scopus was carried out. A set of parameters of publication output and citations was followed-up. Several scientometric distributions were created and enabled the identification of some essential peculiarities of the international scientific communications. Results: There was a steady world publication output increase. In 1972- 2010, 4192 publications from 874 journals were abstracted in MEDLINE. In 1985-2010, more than 8100 authors from 64 countries published 3213 papers in 626 journals and 256 conference proceedings abstracted in Web of Science. In 1973-2010, 152 authors published 687 papers in 144 journals in 19 languages abstracted in Scopus. USA authors dominated followed by those from Australia and Canada. Sleep, Int. J. Pediatr. Otorhinolaryngol., Pediatr. Pulmonol. and Pediatrics belonged to 'core' journals concerning Web of Science and MEDLINE while Arch. Dis. Childh. and Eur. Respir. J. dominated in Scopus. Nine journals being currently published in 5 countries contained the terms of 'sleep' or 'sleeping' in their titles. David Gozal, Carole L Marcus and Christian Guilleminault presented with most publications and citations to them. W.H. Dietz' paper published in Pediatrics in 1998 received 764 citations. Eighty-four authors from 11 countries participated in 16 scientific events held in 12 countries which were immediately devoted to sleep research. Their 13 articles were cited 170 times in Web of Science. Authors from the University of Louisville, Stanford University, and University of Pennsylvania published most papers on pediatric sleep apnea abstracted in these data-bases. Conclusions: The newly created data-base with the researchers' names, addresses and publications could be used by scientists from smaller countries for further improvement of their international collaboration. Ranking papers according to their citations, this index quantifies a researcher only by its greatest possible number of papers that are cited at least h times. A closed formula for h-index distribution that can be applied for distinct databases is not yet known. In fact, to obtain such distribution, the knowledge of citation distribution of the authors and its specificities are required. Instead of dealing with researchers randomly chosen, here we address different groups based on distinct databases. The first group is composed of physicists and biologists, with data extracted from Institute of Scientific Information (IS!). The second group is composed of computer scientists, in which data were extracted from Google-Scholar system. In this paper, we obtain a general formula for the h-index probability density function (pdf) for groups of authors by using generalized exponentials in the context of escort probability. Our analysis includes the use of several statistical methods to estimate the necessary parameters. Also an exhaustive comparison among the possible candidate distributions are used to describe the way the citations are distributed among authors. The h-index pdf should be used to classify groups of researchers from a quantitative point of view, which is meaningfully interesting to eliminate obscure qualitative methods. (C) 2011 Elsevier B.V. A journal with a high Impact Factor is assumed to have a low percentage of uncited articles. We show that the scaling relation between the Impact Factor and the uncited percentage can be understood by a simple mechanism. The empirical data can be reproduced by a random mechanism with the cumulative advantage. To further explore the robustness of such a mechanism, we investigate the relation between the average citation number and the uncited percentage from different perspectives. We apply the idea of Impact Factor to the publications of an institute in addition to its general application to the publications of a journal. We find that the same scaling relation can be obtained. We also show that a static relation can be applied to describe the time evolution of a dynamical process. These results provide further justification for the same citation mechanism behind different research fields. (C) 2011 Elsevier B.V. All rights reserved. It then places conservatism and medievalism and their relationship within a historical-comparative framework. The article concludes that modern conservatism originates in and continues, with some adaptations or innovations, medievalism seen as the 'golden past', becoming the original and persisting conservative ideal and model of society and history. Message-ID: ** Call for papers ** ** Internet, Politics, Policy 2012: Big Data, Big Challenges? ** ** 20-21 September 2012, University of Oxford ** ** http://microsites.oii.ox.ac.uk/ipp2012 ** ** Rationale ** Recent years have seen an increasing buzz around how 'Big Data' can uncover patterns of human behaviour and help predict social trends. Most social activities today leave digital imprints that can be collected and stored in the form of large datasets of transactional data. These data are already being used to prevent epidemics or combat fraud and crime, but the research potential of these data is still underexploited. The impact of Big Data goes beyond academic research: the behavioural insights gained from transactional information can also be used to drive evidence-based policy making and 'nudge' political behaviour. However, the technical skills necessary to analyse large datasets often prevent social scientists from exploiting its potential. Much detail is also lost in the analysis of Big Data, which emphasises aggregated patterns over mechanisms operating at the individual level and lacks the demographic information of survey data, for example. This conference calls for papers that explore the new research frontiers opened up by Big Data as well as its limitations. We are looking for research that uses large datasets to inform old debates in political science, and papers that develop innovative methodological tools (from experiments, to crowd-sourcing, to online ethnography) to overcome the omissions of big datasets. The Internet, Politics, Policy 2012 conference aims to serve as a forum to encourage discussion across disciplinary boundaries on how to exploit Big Data to inform policy debates and advance social science research. ** Programme ** The conference aims to attract papers from a range of disciplines analysing Big Data or developing approaches that dig into the mechanisms that large datasets do not consider. Panels will be organised in twin tracks: - Papers in the Politics track will explore the insights that large datasets and complementary methodological tools offer in the analysis of political behaviour, including - but not limited to - mobilisations, collective action, or public opinion formation; - Papers in the Policy track will look at how behavioural insights gained from Big Data analysis, and from experiments in online settings, can inform policy debates and shape policy making, including e-health, on-line education, cybercrime, security and privacy. These two areas are intertwined, and will be merged in plenary sessions, investigating the intersection of policy and politics in the Big Data era. ** Keynotes ** - Duncan Watts, Principal Research Scientist, Yahoo! Research - Second keynote pending confirmation ** Submissions ** We welcome papers reporting on innovative research exploiting large datasets or applying novel methodological tools aimed to overcome the limitations of Big Data. We particularly welcome papers that report empirical results and employ analytical approaches that would not have been possible without access to digital information. Perspectives from any academic discipline are welcomed, particularly: political science, economics, law, sociology, information science, communications, philosophy, computer science, psychology, management, geography and medicine. Paper proposals: Proposals should include a title and a 1000 word abstract specifying the research question, describing the methods and data used, and summarising the main findings. Abstracts will be peer reviewed, and the authors of accepted proposals are expected to submit full papers prior to the conference. Paper submissions will be considered for a Best Paper Award of 300 GBP (sponsored by the journal Policy and Internet). The prize will be awarded at the closing session of the conference. As the paper is intended to be published in a future issue of the journal, authors should indicate whether they would like their paper to be considered for the prize. Poster proposals: Posters should summarise in a visually engaging manner the purpose, methods and results of an original piece of research. All accepted submissions will be considered for a Best Poster Award of 300 GBP (sponsored by Google). The prize will be awarded at the closing session of the conference. Paper and poster proposals should be submitted using the online form at http://microsites.oii.ox.ac.uk/ipp2012/submissions Travel Bursaries: We will support a limited number of competitive bursaries to contribute to the cost of attendance for doctoral students and recent postdocs (doctorate finished 2011). Preference will be given to paper or poster presenters. Please indicate in your submission if you would like to be considered for such a bursary. ** Deadlines ** Abstract deadline: 15 March 2012 Decision on abstracts: 15 April 2012 Poster deadline: 15 April 2012 Decision on posters: 15 May 2012 Full paper submission: 15 August 2012 Conference correspondence can be sent to: ipp2012 at oii.ox.ac.uk Best wishes, Internet, Politics, Policy 2010 http://microsites.oii.ox.ac.uk/ipp2012 Contact: ipp2012 at oii.ox.ac.uk Twitter: #ipp2012 Professor Helen Margetts (Oxford Internet Institute) Dr Sandra Gonzalez-Bailon (Oxford Internet Institute) David Sutcliffe (Oxford Internet Institute) From eugene.garfield at THOMSONREUTERS.COM Tue Feb 28 16:11:51 2012 From: eugene.garfield at THOMSONREUTERS.COM (Eugene Garfield) Date: Tue, 28 Feb 2012 21:11:51 +0000 Subject: Papers of Interest to SIG-Metrics Readers Message-ID: TITLE: Performance Metrics as Formal Structures and through the Lens of Social Mechanisms: When Do They Work and How Do They Influence? This rapid proliferation of PMs has profoundly influenced the ways in which scholars and practitioners think about their own practices and the larger missions in which they are embedded. This article draws on research in organizational sociology and higher education to propose a framework and research agenda for analyzing the relationship between PMs and practice. I argue that PMs need to be understood as a distinctive form of data whose consequences in use relate to their role as formalized systems of abstractions and the social mechanisms through which they exert change in practice. Design/methodology/approach - The article applies a tempo-spatial analysis to examine the diffusion movement of open access practices from the West to the entire world during the past several decades. Both maps and tables are used to support the analysis. The diffusionist theory is reviewed and applied to the understanding of open access. Findings - The paper discovers that technology is not the only factor determining the diffusion pattern of information systems as discussed in the literature. Cultural dissimilarities across countries have played a significant role in open access development. Open access can only be effectively established after it meets local standards. Practical implications - The findings help understanding of why open access has a disproportionate growth among developing countries, and even among developed countries, where the ICT infrastructure has been in place. Originality/value - Few studies have taken a transnational view to analyze open access geography at the global level, and few have been able to synthesize models to interpret diverse discoveries. Furthermore, a chronological evaluation tracing the history of open access spatial expansion is absent in the literature. The development of specialized information sources is approached, and, the technical basis for natural and documental languages are reviewed. It deals with retrieval systems that make use of collaboration networks inherent to the information production and use; this is done to illustrate the functioning of this kind of resources when citation indexes and social bookmarking tools are analyzed. Finally, it makes a necessary distinction between the role of the folksonomies as instruments of conceptual representation and access points. MAY 23 2011. p.NIL_1-NIL_5 BIOMED CENTRAL LTD, LONDON SEARCH TERM(S): JOURNALS item_title KEYWORDS+: INSTITUTES-OF-HEALTH; BURDEN ABSTRACT: Background: We assessed the metrics used in claims about disease importance made in the introductory sections of scientific papers published in 1993 and 2003. We were interested in the choice of metric in circumstances where establishing the relative social importance of a disease was, presumptively, a primary objective. Methods: This study consisted of a textual examination of the introductory statements from papers retrieved from MEDLINE. Papers were published in the New England Journal of Medicine, The Lancet, and the Journal of the American Medical Association during the first halves of 1993 and 2003, and were selected on the basis of keywords found in a pilot study to be associated with claims about disease importance. Results: We found 143 papers in 1993 and 264 papers in 2003 included claims about disease importance in their introductory sections, and characteristics of these claims were abstracted. Of the quotes identified in the papers and articles examined, most used counts, prevalence, or incidence measurements. Some also used risk estimates and economic quantities to convey the importance of the disease. There was no change in the types of metrics used between 1993 and 2003. Very few articles, even in 2003, used metrics that weighted disease onsets by the expected consequent loss of healthy time - such as years of life lost, quality- adjusted life years, and/or disability-adjusted life years. Conclusions: Claims about the relative importance of diseases continued to be overwhelmingly expressed in terms of counts (of deaths and disease onsets) and comparisons of counts, rates, and risks. Where the aim is to convey the burden that a given disease imposes on a society, "event- based" metrics might be less fit for the purpose than "time-based" metrics. More attention is needed to how the choice of metric should relate to the purpose at hand. Hopkins, Jarno Hoekman,Josh Siepel, Alice O'Hare, Antonio Perianes-Rodr?guez and Paul Nightingale *Working paper available at: http://www.interdisciplinaryscience.net/pharma * *Abstract* There is a widespread perception that pharmaceutical R&D is facing a productivity crisis characterised by stagnation in the numbers of new drug approvals in the face of increasing R&D costs. This study explores pharmaceutical R&D dynamics by examining the publication activities of all R&D laboratories of the major European and US pharmaceutical firms during the period 1995-2009. The empirical findings present an industry in transformation. In the first place, we observe a decline of the total number of publications by large firms. Second, we show a relative increase of their external collaborations suggesting a tendency to outsource, and a diversification of the disciplinary base, in particular towards computation, health services and more clinical approaches. Also evident is a more pronounced decline in publications by both R&D laboratories located in Europe and by firms with European headquarters. Finally, while publications by big pharma in emerging economies sharply increase, they remain extremely low compared with those in developed countries. In summary, the trend in this transformation is one of a gradual decrease in internal research efforts and increasing reliance on external research. These empirical insights support the view that large pharmaceutical firms are increasingly becoming 'networks integrators' rather than the prime locus of drug discovery. -------------- next part -------------- An HTML attachment was scrubbed... Citation data suggest that applicants withhold between 21% and 33% of relevant citations. Variation in withholdings is explained by patent portfolio size and indicators of patent value. These data also highlight important differences across technology classes. In particular, firms are significantly less likely to withhold a citation when applying for chemical and drug patents. Robustness checks confirm that these results are not explained by inventor and attorney familiarity with citations, patent examiner heterogeneity, or the nationality of the inventor. In this regard, we applied bibliometric analysis to the Iranian pediatrics articles published in PubMed indexed journals between 1975 and 2007. METHODS: We evaluated all pediatric articles that had been published from Iran in different PubMed indexed journals from 1975 to 2007. Journal data (i.e. date of publishing, journal name, impact factor of the journal, language), authors data (i.e. number of authors, international collaboration, affiliation of the corresponding author), and paper characteristics [i.e. type of article, research design, study population (neonate, infant, child, and adolescent), and specialty] were registered. RESULTS: During this period of time, 819 articles from Iran had been published in PubMed indexed journals, with a sharp increasing trend after 2002. Impact factors were up to 25.8. Paper had an international co- author in 13.7%. Regarding study population, 24.1% of studies were published on neonates, 23.6% on infants, and the remaining 66.3% of studies were performed on children and adolescents from 2 to 18 years old. Infectious disease was the most frequent area of research, followed by public health and metabolic disease. Original articles were the most frequent type (89.7%) of the published articles. Study design was cross- sectional in 51.2%, retrospective in 36.3%, and prospective in 11.6%. Clinical trials made up 4.8% of the total papers. CONCLUSIONS: Contribution of Iran in production of pediatrics science is showing a sharp increase after 2002, this pattern is in parallel with other research fields.
