The last few decades have witnessed a proliferation of sources of HIV/AIDS-related information, bringing many challenges to collection-development librarians as well as to researchers. This study uses an informetric approach to examine the growth, productivity and scientific impact of these sources, during the period 1980 to 2005, and especially to measure performance in the publication and dissemination of HIV/AIDS research about or from eastern or southern Africa. Data were collected from MEDLINE, Science Citation Index (SCI), Social Sciences Citation Index (SSCI), and Ulrich's Periodical Directory. The analysis used Sitkis version 1.5, Microsoft Office Access, Microsoft Office Excel, Bibexcel, and Citespace version 2.0.1. The specific objectives were to identify the number of sources of HIV/AIDS-related information that have been published in the region, the coverage of these in key bibliographic databases, the most commonly used publication type for HIV/AIDS research, the countries in which the sources are published, the sources' productivity in terms of numbers of papers and citations, the most influential sources, the subject coverage of the sources, and the core sources of HIV/AIDS-information. These different values yield a sheaf of increasingly straight lines which form together a cloud of points, being the investigated relation. The theoretical results are tested against the author co-citation relations among 24 informetricians for whom two matrices can be constructed, based on co-citations: the asymmetric occurrence matrix and the symmetric co-citation matrix. Both examples completely confirm the theoretical results. The results enable us to specify an algorithm which provides a threshold value for the cosine above which none of the corresponding Pearson correlations would be negative. Using this threshold value can be expected to optimize the visualization of the vector space. Leo Egghe and Loet Leydesdorff -------------- next part -------------- An HTML attachment was scrubbed... However, we have serious doubts about the way in which you use these results for visualization purposes. The general idea of your approach seems to be that a visualization of authors can best be made using the cosine as a similarity measure, but preferably in such a way that in the visualization authors are not connected if their Pearson correlation is below 0. But what is wrong with a Pearson correlation below 0? Consider two authors, A and B. Author A has, respectively, 101, 102, 103, and 104 cocitations with authors C, D, E, and F. Author B has, respectively, 104, 103, 102, and 101 cocitations with authors C, D, E, and F. Hence, the Pearson correlation for authors A and B equals -1. Consequently, according to your reasoning, there should be no connection between A and B. But why not? Authors A and B are very similar, since they have almost the same cocitation profile with authors C, D, E, and F. Therefore, there should definitely be a connection between authors A and B. In our opinion, it makes no sense to ask the question whether the Pearson correlation for two authors is above or below 0. This question is completely irrelevant for visualization purposes. We discuss this in detail in a paper recently published in JASIST (59(10):1653-1661, 2008, http://dx.doi.org/10.1002/asi.20872). By the way, this paper also contains an empirical example showing that sometimes the choice between the cosine and the Pearson correlation results in significantly different visualizations. They are very elegant, but not included in major software packages and therefore computationally not user-friendly. In practice the cosine is a convenient similarity measure and it has advantages above the Pearson in the case of many zeros in the occurrence matrix (Ahlgren et al., 2003). Because the cosine runs from zero to one, it becomes then an urgent question to know which cosine value corresponds with a positive correlation because r = 0 is a clear and easily understood threshold value. Much depends of course on the research question; one may be particularly interested in negative correlations, for example. In many cases, however, one is interested in distinguishing between positive and negative correlations. More generally, there is a large number of similarity measures. I agree that information-theoretical ones are very elegant because they allow for asymmetries in the similarity, for combining the similarity measure and the cluster analysis, and for an extension with the time dimension. My 1995-book ("The Challenge of Scientometrics"; particularly Chapter 9) is on using information theory for addressing research questions in science and technology studies. However, this algorithm suffers from run time problems for large networks and online processing due to its O(n(4)) time complexity. In this article, we introduce a new alternative, the MST-Pathfinder algorithm, which will allow us to prune the original network to get its PFNET(infinity, n - 1) in just O(n(2).log n) time. The underlying idea comes from the fact that the union (superposition) of all the Minimum Spanning Trees extracted from a given network is equivalent to the PFNET resulting from the Pathfinder algorithm parameterized by a specific set of values (r = infinity and q = n - 1), those usually considered in many different applications. Although this property is well-known in the literature, it seems that no algorithm based on it has been proposed, up to now, to decrease the high computational cost of the original Pathfinder algorithm. We also present a mathematical proof of the correctness of this new alternative and test its good efficiency in two different case studies: one dedicated to the post- processing of large random graphs, and the other one to a real world case in which medium networks obtained by a cocitation analysis of the scientific domains in different countries are pruned. Historical reconstructions of scientific developments can be represented chronologically as developments in networks of citation relations extracted from scientific literature. This study aims to go beyond the historical reconstruction of scientific knowledge, enriching the output of HistCite (TM) with algorithms from social-network analysis and information theory. Using main-path analysis, it is possible to highlight the structural backbone in the development of a scientific field. The expected information value of the message can be used to indicate whether change in the distribution (of citations) has occurred to such an extent that a path-dependency is generated. This provides us with a measure of evolutionary change between subsequent documents. The "forgetting and rewriting" of historically prior events at the research front can thus be indicated. These three methods-HistCite, main path and path dependent transitions-are applied to a set of documents related to fullerenes and the fullerene-like structures known as nanotubes. Citations were counted using the Web of Science, and the OA status of articles was determined by searching OAIster, OpenDOAR, Google, and Google Scholar. Of a sample of 4,633 articles examined, 2,280 (49%) were OA and had a mean citation count of 9.04 whereas the mean for TA articles was 5.76. There appears to be a clear citation advantage for those articles that are OA as opposed to those that are TA. This advantage, however, varies between disciplines, with sociology having the highest citation advantage, but the lowest number of OA articles, from the sample taken, and ecology having the highest individual citation count for OA articles, but the smallest citation advantage. Tests of correlation or association between OA status and a number of variables were generally found to weak or inconsistent. The cause of this citation advantage has not been determined. This study uses citation analysis to examine diverse subjects in the Web of Science and Scopus to ascertain whether, in general, research published in journals classified in more than one subject is more highly cited than research published in journals classified in a single subject. For each subject, the study divides the journals into two disjoint sets called Multi and Mono. Multi consists of all journals in the subject and at least one other subject whereas Mono consists of all journals in the subject and in no other subject. The main findings are: (a) For social science subject categories in both the Web of Science and Scopus, the average citation levels of articles in Mono and Multi are very similar; and (b) for Scopus subject categories within life sciences, health sciences, and physical sciences, the average citation level of Mono articles is roughly twice that of Multi articles. Hence, one cannot assume that in general, multidisciplinary research will be more highly cited, and the converse is probably true for many areas of science. A policy implication is that, at least in the sciences, multidisciplinary researchers should not be evaluated by citations on the same basis as monodisciplinary researchers. The consortium comprises AAAS, Arizona State University (CSPO), ?cole Nationale Sup?rieure des Mines de Paris (CSI), George Mason University (SPP), Georgetown University (CCT), The George Washington University (CISTP), and Virginia Polytechnic Institute and State University (STS). This event is organized and run entirely by and for graduate students interested in studying issues related to society, science, and technology from a wide range of perspectives. The Conference brings students from around the world to present and discuss their work with each other and with invited experts/guest speakers in the field. The 9th Annual Conference of Science & Technology in Society provides a professional and interactive venue for graduate students from Science & Technology Policy (STP), Science & Technology Studies (STS), and related fields including, but not limited to, health, energy and environment, space, information and communications, and other emerging areas. In developing the agenda for the conference, the organizing committee's primary goal is to create a forum that encourages intellectual exchange between STP and STS by assembling panels around similar themes. As such, the committee will accept the strongest proposals. This year's agenda will emphasize international perspectives of science and technology. In addition to presenting papers and receiving constructive feedback on their research, students will have the opportunity to interact with each other and prominent scholars and professionals related to their field of interest. Every year we invite prominent figures from both STP and STS to deliver keynote addresses. Because we draw participants from all over the world, this conference is an excellent opportunity for young scholars aspiring to work in academic, governmental, or nongovernmental settings to build both national and international networks for future research and collaboration. The conference organizing committee welcomes submissions of initial abstracts (up to 250 words). Those whose abstracts are accepted should prepare for a 15-minute presentation. Please submit abstracts and contact information (with affiliation) via email to stabstract at gmail.com by December 29, 2008. Notification of abstract acceptance will be given by the end of January. An effort will be made to inform international students earlier to accommodate their visa and travel arrangements. A small number of travel grants will be available on a competitive basis. Indicate your need for travel funds when submitting your abstract. For information about last year?s conference, please see our website. We are working to update it with current information, so check back often. Please contact stabstract at gmail.com with any questions. By analyzing papers published in the major journals in the period 2003-2005, the collaborative patterns were characterized. Design: Original research papers published in 2004 in the journals included in the first quartile of the category "Reproductive Biology" of the Journal Citation Reports (2005) were selected. A bibliometric analysis was carried out with the information obtained, thus building up the networks of coauthorship and institutional collaboration. Result(s): A total of 4,702 papers were analyzed, 96.75% signed in collaboration by two or more authors, the authors per paper index being 5.24; 73.73% of the papers were collaborations between institutions. The U.S.A. and the U.K. headed the absolute productivity ranking in number of papers, and adapting the data with respect to the population, Israel, Australia, and other European countries, such as Finland, Belgium, Sweden, and The Netherlands, had notable contributions. Conclusion(s): We identified the networks of authors who publish in the journals with the greatest impact factor. Only some of the most productive institutions have consolidated collaborative relationships with other institutions. We identified the scientific "isolation" of some countries which, although their productivity is high, have a small number of international collaborations. Searching ... in a web JOURNAL OF UNIVERSAL COMPUTER SCIENCE, 14 (10): 1739-1762 2008 Message-ID: E-mail Address: ihw at cs.waikato.ac.nz Author(s): Witten, IH (Witten, Ian H.) Title: Searching ... in a web Source: JOURNAL OF UNIVERSAL COMPUTER SCIENCE, 14 (10): 1739-1762 2008 Language: English Document Type: Proceedings Paper Author Keywords: search engines; web search; PageRank; search bias; privacy; personalization; information ethics Abstract: Search engines-"web dragons"-are the portals through which we access society's treasure trove of information. They do not publish the algorithms they use to sort and filter information, yet what they do and how they do it are amongst the most important questions of our time. They deal not just with information per se, but evaluate it in order to prioritize it for the user. To do this they assess the prestige of each web page in terms of who links to it. This article explains in non- technical terms what is known about how web search engines work. We describe the dominant way of measuring prestige, relating it to the experience of a surfer condemned to click randomly around the web forever- and also to standard techniques of bibliometric evaluation. We review alternatives: some strive to identify subcommunities of the web; others learn based on implicit user feedback. We also takes a critical look at how people use search engines, and identify issues of bias, privacy, and personalization that crucially affect our world of information today. Title: Analysis of citations in undergraduate papers Source: COLLEGE & RESEARCH LIBRARIES, 69 (5): 447-458 SEP 2008 Language: English Document Type: Article Keywords Plus: STUDENTS; BEHAVIOR Abstract: This paper presents the findings of a citation analysis of papers written by undergraduate students. The analysis included the types of materials cited, number of citations per paper, publication year, online availability, and refereed status of materials cited. Library ownership of materials was also analyzed. Number of citations in each paper increased over the first three papers, as did the number of refereed journals cited. There was also a positive correlation between the number of citations in the paper and the word count of the paper. Keywords Plus: COCITATION ANALYSIS; AUTHOR COCITATION; ADAPTATION Abstract: After fifteen years of CBR conferences, this paper sets out to examine the themes that have evolved in CBR research as revealed by the implicit and explicit relationships between the conference papers. We have examined a number of metrics for demonstrating connections between papers and between authors and have found that a clustering based on co-citation of papers appears to produce the most meaningful organisation. We have employed an Ensemble Non-negative Matrix Factorisation (NMF) approach that produces a "soft" hierarchical clustering, where papers can belong to more than one cluster. This is useful as papers can naturally relate to more than one research area. We have produced timelines for each of these clusters that highlight influential papers and illustrate the fife-cycle of research themes over the last fifteen years. The, insights afforded by this analysis are presented in detail. In addition to the analysis of the sub-structure of CBR research, this paper also presents some global statistics on the CBR conference literature. Method: Cross-sectional descriptive study of the results obtained from the analysis of the articles published in the journal Nutricion Hospitalaria. The data were obtained by consulting the electronic version through the Web. In those cases in which there was a link breakdown, and thus, the inability to have access to the electronic document the printed version was consulted. All the documental possibilities were taken into account with the exception of communications to congresses. Results: A total of 345 articles were published, 187 (54.20%) being original articles. The geographical distribution of the first author was Spanish in 287 articles (83.19%) and Latin American in 27 (7.83%). Most of the articles are from health care centers (172 articles (49,86%)), and the cooperation index being 4.15. Madrid is the most productive province, for both the absolute and adjusted frequencies. The median number of references per article is 18, the mean being 23.52 (95% CI 20.93 - 26.10). The predominant language was Spanish, with 308 articles (89.28%). Conclusion: Nutricion Hospitalaria may be considered as a reference journal regarding information and scientific communication on Nutrition for both the Spanish and Latin American communities. The bibliometric parameters studied compare with those verified for theremaining top of the list Spanish scientific journals on health sciences. Addresses: [Castera, V. A total of 894 contributions published in 56 LIS journals indexed in SSCI during the years of 2000?2004 were analyzed. A total of 1361 authors had contributed publications during the five years. The overwhelming majority (89.93%) of them wrote one paper. The average number of authors per paper is 1.52. All the studied papers were published in English. The sum of research output of the authors form USA and UK reaches 70% of the total productivity. Most papers received few citations. Each article received on an average 1.6 citations and the LIS researchers cite mostly latest articles. About 48% of citing authors had tendency of self-citation. The productive authors, their contribution and authorship position are listed to indicate their productivity and degree of involvement in their research publications. Address for correspondence: M. This study explores highly cited articles in six subjects, focusing on late citation and peak citation years. Longitudinal citation patterns were found to be highly varied and, on average, different from the remaining articles in each subject. For four of the six subjects, there is a correlation of over 0.42 between the percentage of early citations and total citation ranking but more highly ranked articles had a lower percentage of early citations. Surprisingly, for highly cited articles in all six subjects the prediction of citation ranking of from the sum of citations during their first six years was less accurate than prediction using the sum of the citations for only the fifth and sixth year. Using the accounting literature as an example, we argue that this diversity in scopes should be considered when assessing journal influence. Concretely, we examine a citation-based structural influence measure for a sample of 41 accounting journals. Next, we identify sub-areas in the accounting literature and we explore journal influence in these sub-areas. Our results clearly demonstrate the importance of distinguishing between overall and sub-area influence. In addition, we show that sub-areas should be identified using a fuzzy clustering procedure. Primary and secondary evaluation factors were selected. Primary factors include hits and citations that constitutes composite index. Several secondary factors each for article and author evaluation were selected for normalization of the indexes. To validate superiority of newly developed normalized composite index systems compared to the monovariable index system, time-driven bias and power of discrimination were adopted. The results led to the conclusion that composite index proved to be a more stable index offsetting the negative effects from one element to another and normalization makes the composite index even more stable by controlling the bias from external elements. Articles were concentrated on the analysis by scientific output, research performances by individuals, institutes and countries, and trends by the frequency of keywords used. Over the years, there had been a notably growth trend in research outputs, along with more participation and collaboration of institutes and countries. Research collaborative papers shifted from national inter-institutional to international collaboration. The decreasing share of world total and independent articles by the seven major industrialized countries (G7) was examined. Aerosol research in environmental and chemical related fields other than in medical fields was the mainstream of current years. Finally, author keywords, words in title and keywords plus were analyzed contrastively, with research trends and recent hotspots provided. The results are supported by analysing data from the literature. Special attention has been paid to the comparison between the EU and the USA. There are big differences between scores obtained by different methods. In one instance the reduction in scores going from whole to complete-normalized (fractional) counting is 72 per cent. In the literature there is often not enough information given about methods used, and no sign of a clear and consistent terminology and of agreement on properties of and results from different methods. As a matter of fact, whole counting is favourable to certain countries, especially countries with a high level of international cooperation. The problems are increasing with time because of the ever-increasing national and international cooperation in research and the increasing average number of authors per publication. The need for a common understanding and a joint effort to rectify the situation is stressed. The documents studies were retrieved from the Science Citation Index (SCI) for the period from 1994 to 2005. The trends were analyzed with the retrieved results in publication language, document type, page count, publication output, publication pattern, authorship, citation analysis and country of publication. The results indicated that degradation was the emphasis for PCP remediation. The average impact factor of the journals was higher for publishing degradation studies in comparison to that publishing sorption studies. And there was a positive correlation between CPP and IF for journals published more than two papers. The publishing countries of both degradation and sorption denoted that most of these researches were done by USA and Canada. Two to four authors was the most popular level of co-authorship. The term ?genealogy? and related words were searched in the title, keywords, and abstracts of science journals for the period 1975?2006. It was concluded that 1991 onward the number of articles about ?applied? genealogy has increased dramatically, whereas that of classical (or ?pure?) genealogy only modestly. In contemporary science, the fields medicine and genetics are those who profit most from human genealogy. More than forty percent of the medical articles containing the search terms were from the neurology and oncology in the period investigated. ------------------------------- From garfield at CODEX.CIS.UPENN.EDU Tue Nov 18 12:30:37 2008 From: garfield at CODEX.CIS.UPENN.EDU (=?windows-1252?Q?Eugene_Garfield?=) Date: Tue, 18 Nov 2008 12:30:37 -0500 Subject: Goodall, AH Should top universities be led by top researchers and are they? Design/methodology/approach - The lifetime citations are counted by hand of the leaders of the world's top 100 universities identified in a global university ranking. These numbers are then normalised by adjusting for the different citation conventions across academic disciplines. Two statistical measures are used - Pearson's correlation coefficient and Spearman's p. Findings - This study documents a positive correlation between the lifetime citations of a university's president and the position of that university in the global ranking. Better universities are run by better researchers. The results are not driven by outliers. That the top universities in the world - who have the widest choice of candidates L systematically appoint top researchers as their vice chancellors and presidents seems important to understand. This paper also shows that the pattern of presidents' life-time citations follows a version of Lotka's power law. Originality/value - There are two main areas of contribution. First, this paper attempts to use bibliometric data to address a performance-related question of a type not seen before (to the author's knowledge). Second, despite the importance of research to research universities - as described in many mission-statements - no studies currently exist that ask whether it matters if the head of a research university is himself or herself a committed researcher. Given the importance of universities in the world, and the difficulty that many have in appointing leaders, this question seems pertinent. Previously, productivity of nations has been estimated by using either the number of published articles or journal impact factors and/or citation data. These studies show certain trends, but detailed analysis is not possible due to the assumption that all articles in a journal were equally cited. Here we describe the first comprehensive, longterm, nationwide analysis of scientific performance. We studied the lifetime research output of 748 Finnish principal investigators in biomedicine during the years 1966?2000, analysed national trends, and made a comparison with international research production. Our results indicate that analyses of the scientific contribution of persons, disciplines, or nations should be based on actual publication and citation counts rather than on derived information like impact factors. 51% of the principal investigators have published altogether 75% of the articles; however, the whole scientific community has contributed to the growth of biomedical research in Finland since the Second World War. The results of this ranking are then compared to the ordering based on the journals? impact factors as published by Thomson Scientific. The two sets of rankings seem to be positively correlated, but statistically the null hypothesis that the two rankings are uncorrelated cannot be rejected. This observation suggests that researchers interpret the current quality of journals based on other factors in addition to the impact factors. The methods used in these contributions have been analyzed. The counting methods used are stated explicitly in 26 contributions and can be derived implicitly from the discussion of methods in 10 contributions. In only five contributions, there is a justification for the choice of method. Only one contribution gives information about different results obtained by using different methods. The non-additive results from whole counting give problems in the calculation of shares in seven contributions, but these problems are not mentioned. Only 11 contributions give a term (terms) for the counting method(s) used. To illustrate the problems, 11 of the contributions are discussed in detail. The conclusion is that 40 years of publication counting have not resulted in general agreement on definitions of methods and terminology nor in any kind of standardization. Informants spoke of how they cited differently when writing in outlets aimed at a less knowledgeable audience, and for audiences from different disciplines and in different parts of the world. Citation behaviour can also be affected when writing for journals which favour different research paradigms, and the word limits journals impose led some informants to cite more selectively than they would have wished. The implications of the findings and the strengths and weaknesses of the interview-based method of investigation are also discussed. Our results show that these indicators clearly differentiate low producers and top scientists, but do not discriminate between selective scientists and big producers. However, g-index is more sensitive than h-index in the assessment of selective scientists, since this type of scientist shows in average a higher g-index/h-index ratio and a better position in g-index rankings than in the h-index ones. Current research suggests that these indexes do not substitute each other but that they are complementary. Citations among patent applications designated to the European Patent Office were intensively analysed. Approximately 4300 nanotechnology patent applications linked through citations were mapped. Fifteen domains of nanotechnology patent applications were found in the map in 2003. The domains cover a wide range of application fields; they are domains related to measurement and manufacturing; electronics; optoelectronics; biotechnology; and nano materials. Maps in several reference years registered the evolution of nanotechnology, where the breadth of application fields has been broadening over time. Direct and indirect knowledge flows among different domains of nanotechnology are seemingly small at the present. Each domain of nanotechnology is likely pushing the technological frontier within its own domain. The exception is sensing and actuating technologies on the nanometre scale. Direct and indirect knowledge flows to/from this domain describe their vital role in nanotechnology. Countries? specialisation was also analysed. Patent applications from the United States and the European Union cover a wide range of nanotechnology. Inventive activities in Japan are, however, strongly focusing on electronics. Intensive knowledge creation in specific technologies was found in Switzerland and Korea. This case study deals with leading Chinese researchers in the field of plant molecular life sciences who returned to their home country. A correlation analysis of their mobility history, publication output, and international co-publication data, shows the relationship between scientific output, levels of international collaboration and various individual characteristics of returned researchers. The outcome of the analysis suggests that while host countries may loose human capital when Chinese scientists return home, the so-called ?return brain drain?, they may also gain in terms of scientific linkages within this rapidly emerging and globalizing research field. Researches on evaluating a researcher?s output with SCI have always been continuous. In recent years, a great breakthrough has been made since the h-index was put forward in 2005. In this paper, we also advance a new method ? Paper Quality Index (PQI) to evaluate the output of a researcher. The main purpose of our method is to solve two problems that consist in the method of h-index: one is that the h-index can?t compare the outputs of researchers in different fields; the other is that it is unsuitable for evaluating the outputs of young researchers. A simple mathematical expression is constructed to eliminate the difference of citation among different fields and makes the evaluation of short-term outputs of researchers possible. We analyzed the performance of the institutional h- index in the case of Brazilian Psychiatry Postgraduation Programs. Traditional bibliometric indicators and the institutional h-index similarly ranked the programs, except for the Average Impact Factor. The institutional h-index correlated strongly with the majority of the traditional bibliometric indicators, which did not occur with the Average Impact Factor. The institutional h-index balances ?quantity? and ?quality?, and can be used as part of a panel of bibliometric indicators to aid the peer-review process. If this is done for a group of authors (e.g. from the same institute) then we can again list these authors in decreasing order of their h-indices and from this, one can calculate the h-index of (part of) this institute. One can go even further by listing institutes in a country in decreasing order of their h-indices and calculate again the h-index as described above. Such h-indices are called by SCHUBERT [2007] ?successive? h-indices. In this paper we present a model for such successive h-indices based on our existing theory on the distribution of the h-index in Lotkaian informetrics. We show that, each step, involves the multiplication of the exponent of the previous h-index by 1/where > 1 is a Lotka exponent. We explain why, in general, successive h-indices are decreasing. We also introduce a global h-index for which tables of individuals (authors, institutes,?) are merged. We calculate successive and global h-indices for the (still active) D. De Solla Price awardees. The study is based on 10,942 records (research articles, letters, reviews, etc.), published in 961 journals/documents, and retrieved from the Science Citation Index (SCI) database. Over the years interest in Antarctic science has increased, as is evident from the growing number of ratified countries and research stations. During the period under study, the productivity has increased 3-times and there is a 13-fold increase in collaborative articles. Attempt has been made to identify important players like scientists, organizations and countries working in the field and to identify frontier areas of research that is being conducted in this continent. The highest 41% scientific output is contributed by the USA and the UK, followed by Australia and Germany. British Antarctic Survey (BAS), UK and Alfred Wegener Institute of Polar & Marine Research, Germany are the most productive institutes in Antarctic science. Maximum number of research articles on Antarctic science, have been published in the journal Polar Biology, indicating substantial work being done on the biology of this continent. The journals ? Nature and Science ? are the highly-cited journals in Antarctic science. The paper written by J. C. Farman et al., published in Nature in 1985, reporting depletion of ozone layer, is the most-cited article. Semantic relationships between cited documents were measured through co-citation analysis. J. C. Farman and S. Solomon are co- cited most frequently. Address for correspondence: PRABIR G. The discovery of Dr. Hwang?s fraud led to fierce criticism of the peer review process (at Science). To find answers to the question of why the journal peer review system did not detect scientific misconduct (falsification or fabrication of data) not only in the Hwang case but also in many other cases, an overview is needed of the criteria that editors and referees normally consider when reviewing a manuscript. Do they at all look for signs of scientific misconduct when reviewing a manuscript? We conducted a quantitative content analysis of 46 research studies that examined editors? and referees? criteria for the assessment of manuscripts and their grounds for accepting or rejecting manuscripts. The total of 572 criteria and reasons from the 46 studies could be assigned to nine main areas: (1) ?relevance of contribution,? (2) ?writing / presentation,? (3) ?design / conception,? (4) ?method / statistics,? (5) ?discussion of results,? (6) ?reference to the literature and documentation,? (7) ?theory,? (8) ?author?s reputation / institutional affiliation,? and (9) ?ethics.? None of the criteria or reasons that were assigned to the nine main areas refers to or is related to possible falsification or fabrication of data. In a second step, the study examined what main areas take on high and low significance for editors and referees in manuscript assessment. The main areas that are clearly related to the quality of the research underlying a manuscript emerged in the analysis frequently as important: ?theory,? ?design / conception? and ?discussion of results.? This method combines the ideas of Web content mining with Web structure mining. The method was tested in the WiMAX sector of the telecommunication industry. Specifically, the keyword WiMAX was incorporated into queries that searched for co-links to pairs of company Websites. Two sets of data were collected: one with the proposed method and one with co-link search alone. The resulting two data matrices were analyzed using multidimensional scaling (MDS) to generate maps of business competition. The comparison between the two maps shows that the proposed method produced a map focusing on the WiMAX sector. The study also proposed the measure of reduction of co-link count that can be used to gauge the effectiveness of focusing the analysis on a particular sector. The reduction of co-link count could also be an easy and pragmatic measure for an analysis of a company?s competitiveness in a particular market segment. In this study, an experimental method of calculating the first or single author cocitation frequency is presented and compared with the standard method. Applying Ward?s method of clustering, the analysis revealed that the two approaches did not produce similar results and a tentative interpretation of deviations was that the experimental method provided with a more detailed depiction of the specialty structure. It was also concluded that a number of additional research questions need to be resolved before a comprehensive understanding of the suggested method?s merits and demerits is reached. Title: Evaluating the Quality of Radiology Research: What Are the Rules of the Game? Source: RADIOLOGY, 249 (2): 418-424 NOV 2008 Excerpt: The best method of evaluating research performance and quality is a complex issue without simple or satisfactory answers. However, the questions related to this issue will determine the path of science in the coming years. For this reason, this subject deserves our continued scrutiny. Metrics alone cannot always capture the essence of research, but they irrefutably and objectively reveal the level of competiveness of certain institutions and groups. Even if scientists have difficulties accepting the reliability of metrics as indicators of quality-and therefore prefer the more subjective evaluation process performed by some peers-some kind of evaluation and benchmarking will ultmately be imposed on them by governments, policy makers, or even the general public. I expect that the best systems for evaluating research quality and performance in biomedical imaging will be a combination of input, throughput and output metrics, some of which will involve the use of peer review as an underlying process. I also strongly believe that we as a biomedical imaging community need to determine our own future by adopting our own system for evaluating imaging research quality - a system that we can accept and endorse as an entire community. Ironically, reading patterns have broadened with > electronic journals at the same time citing patterns have narrowed.." > > Article by Carol Tenopir, University of Tennessee; and Donald W. > King, University of North Carolina at Chapel Hill. Tenopir & King's confirmation of the finding (of Kurtz and others) -- that as more articles become accessible, more articles are indeed accessed (and read), but sfewer articles are cited (and those are cited more) -- is best explained by the increased selectivity made possible by that increased accessibility: The Seglen "skewness" effect is that the top 20% of articles receive 80% of all citations. It is probably safe to say that although there are no doubt some bandwagon and copycat effects contributing to the Seglen effect, overall the 20/80 rule probably reflects the fact that the best work gets cited most (skewing citations toward the top of the quality distribution). So when more researchers have access to more (or, conversely, are denied access to less), they are more likely to access the best work, and the best work thereby increases its likelihood of being cited, whereas the rest correspondingly decreases its likelihood of being cited. Another way to put it is that there is a levelling of the playing field: Any advantage that the lower 80% had enjoyed from mere accessibility in the toll-access lottery is eliminated, and with it any handicap the top 20% suffered from inaccessibility in the toll- access lottery is eliminated too. Open Access (OA) allows all the cream to rise to the top; accessibility is no longer a constraint on what to cite. (I would like to point out also that this "quality selectivity" on the part users -- rather than self-selection on the part of authors -- is likely to be the main contributor to the citation advantage of Open Access articles over Toll Access articles. It follows from the 20/80 rule that whatever quality-selectivity there is on the part of users will be enjoyed mostly by the top 20% of articles. There is no doubt at all that the top authors are more likely to make their articles OA, and that the top articles are more likely to be made OA, but one should ask oneself why that should be the case, if there were no benefits [or the only benefit were more readers, but fewer citations!]: One of the reasons the top articles are more likely to be made OA is precisely that they are also more likely to be cited more if they are made OA!) Why? Because if these tools were widely adopted the most important factor would no longer be which journal you managed to get your paper published in, but how other researchers assessed the value of your work ? measured by a wide range of different indicators, including for instance when and how they downloaded it, how they cited it, and the different ways in which they used it."* All true, but how does it follow from this that OA journals will overtake TA journals? As Richard himself states, publishing in an OA journal ("Gold OA") is not the only way to make one's article OA: One can publish in a TA journal and self-archive ("Green OA"). OA scientometrics apply to all OA articles, Green and Gold; so does the OA citation advantage. Is Richard perhaps conflating TA journals in general with *top*-TA journals (which may indeed lose some of their metric edge because OA scientometrics is, as Richard notes, calculated at the article rather than the journal level)? The only overtaking I see here is OA overtaking TA, not OA journals overtaking TA journals. (Besides, there are top-OA journals too, as Richard notes, and bottom-rung TA ones too.) It should also be pointed out that the top journals differ from the rest of the journals not just in their impact factor (which, as Richard points out, is a blunt instrument, being based on the journal average rather than individual-article citation count) but in their degree of selectivity (peer review standards). If I am selecting members for a basketball team, and I only accept the tallest 5%, I am likely to have a taller team than the team that is less selective on height. Selectivity is correlated with impact factor, but it is also correlated with quality itself. The Seglen effect (that about 80% of citations go to the top 20% of articles) is not just a within-journal effect: it is true across all articles across all journals. There is no doubt variation within the top journals, but not only are their articles cited more on average, but they are also better quality on average (because of their greater selectivity). And the within-journal variation around the mean is likely to be tighter in those more selective journals than the less-selective journals. OA will give richer and more diverse metrics; it will help the cream (quality) to rise to the top (citations) unconstrained by whether the journal happens to be TA or OA. But it is still the rigor and selectivity of peer review that does the quality triage in the quality hierarchy among the c. 25,000 peer reviewed journals, not OA. (And performance evaluation committees are probably right to place higher weight on more selective journals -- and on journals with known, longstanding track-records.) *Stevan Harnad * -------------- next part -------------- An HTML attachment was scrubbed... Number 55. Fall 2008 Abstract: We report on a citation analysis of Ph.D. dissertations in plant biology and zoology at Southern Illinois University Carbondale, undertaken to test the common assumption that scientists favor current research to such an extent that journal backfiles can be de-emphasized in academic library collections. Results demonstrate otherwise. The study is reproducible for any institution, and can help to evaluate 1) the value of electronic journal backfiles and 2) the need to maintain print backfiles. At the substantial level, I happen to work at the office for the last eight years between the two tribes. Both sides know that they need each other for constructing the new discipline of communication studies, but particularly in education programs a lot has often to be negotiated. For example, you may have to supervise a MA Thesis of a student who has the "wrong" training in methods. Social psychologists and political scientists both use SPSS, but the emphases are very different. As an information scientist, I am amazingly much more used to considering communications as units of analysis than both of these groups. Attributes to communications, for example, are often skewedly distributed, while attributes of human being are often normally distributed. Nevertheless, there is a very strong sense of an intellectual program that will eventually manage to be disciplinary. The numbers of students, of course, are overwhelming. Thus, I would say that this is not a migration of ideas, but the interdisciplinary phase of an emerging specialty. We had something similar before the relations between science studies, information science, and library science became cleared up. This may take a decade or more.
