Abstract: Despite moves in the academic marketplace to broaden the 
definition of scholarship to include teaching and learning along with 
research, the value of teaching continues to be perceived as relatively 
low and not readily transferable from institution to institution. Our 
purpose here is to try to draw attention to that differential bargaining 
power so that perhaps some tentative first steps could be taken to remedy 
it. One idea for establishing appropriate value of teaching in the 
academic marketplace is to devise and use an infrastructure similar to 
that which exists for research. We provide a draft outlining one possible 
parallel infrastructure.

"In the research marketplace high relative performance is indicated in 
vrious ways - acceptance and rejection rates, he use of external reviewers 
impact factors, or published rankings.  As most editors would explain, 
however, journal rankings should not be the sole basis of quality 
judgments because "lower level" journals may sometimes contain articles of 
tremendous quality and impact, and "top" journals may sometimes contain 
flawed or less significant articles (Starbuch, 2003).  Those involved in 
faculty personnel decisions should never be allowed to avoid reading the 
works of those who are being reviewed (Van Fleet, McWilliams, & Siegel, 
2000)."
