(The 89 is probably an undercount, because it does not include PubMedCentral downloads.) PETER SUBER: "Elsevier has put some PowerPoint slides on the web summarizing its interim results for 2003. Slide #16 shows that there were 4.5 million full-text articles in ScienceDirect on June 30, 2003, and slide #15 shows that there were 124 million article downloads in the 12 months preceding that date. The library community is a great ally to the research community in having been the first to sound the alarm about access limitations on the refereed journal literature (because of the library's growing budgetary problems in serials acquisition). That first wake-up call will perdure to the library community's lasting credit when the history of the open-access movement is written. However, it will also have to be noted that, having sounded the alarum on the basis of serials budgetary problems, the library community sometimes failed to realize the much larger and more important problem that their own hardships had uncovered: the problem of research impact -- the uptake, usage, and application of research, by and for researchers, as well as for the research institutions, research funding agencies and the tax-payers who fund them. The library community still tends to think of "usage" data in terms of comparing journals, and how this relates to and justifies serials expenditrures, rather than as a part of the far more general phenomenon of research impact: Open access is vastly more important than this, and its importance lies elsewhere. The relevant comparisons that need to be made there are not concerned with an institution's *own* use of its *own* bought-in resources (the library perspective), nor about which journals are being used more by other institutions, to decide what to buy and what to cancel (again the library perspective). The comparisons concern the *world's* use of the institution's own research output. David makes the valid point, however, that because the Elsevier/BMC comparisons do not equate subject-matter or journal-quality (and possibly also not publication date), they could be misleading, and I agree. According to Peter Suber's posting, the Biomed Central and Elsevier download data were provided by the publishers (and they are both commercial publishers). But that is neither here nor there. The trend that Peter inferred from the data concerned the (average) open-access vs. toll-access *article* (it was not about relative journal impact factors, particularly). I then went on to point out -- based on the usage/citation correlations we found and reported for ArXiv -- slide 11 of http://www.ecs.soton.ac.uk/~harnad/Temp/self-archiving.ppt -- using Tim Brody's citebase http://citebase.eprints.org/cgi-bin/search and usage/citation correlator http://citebase.eprints.org/analysis/correlation.php that the apparent 89-fold download-advantage of the average open-access journal article compared to the average toll-access journal article could be used to estimate the resultant citation impact too. I also noted (as did Peter) that the download data are probably incomplete -- but that the incompleteness actually reflected an underestimate of the download advantage for the open-access journals (PubMedCentral, not being, alas, OAI-compliant, was left out). It is possible that Elsevier too underestimated its own download usage, but certainly not because of a wish to conceal it, as it was Elsevier that was freely revealing its download statistics here. Now it may be true that publishers don't disclose their full usage statistics to libraries, for fear that the figures might be unflattering, relative to other journals (and might encourage cancellations). The bulk comparison between the Elsevier's usage stats and BMC's usage stats might be misleading, because the average BMC journal might be in a higher-use field, or its average quality might be higher. We are actually looking at the effects of two variables at once: journal quality (hi/lo) and access (open/toll). Although is possible to equate journals for subject matter, it is hard to equate them for quality (and obviously journal citation impact itself cannot be used to equate them, otherwise it obviates the open-access/toll-access comparison!). Productivity was measured by number of articles, number of books, number of book chapters, and number of citations in the social work literature. The study found that productivity rates varied consistently among the three reputational groups (based on number of nominations) in the expected direction. Within the high reputation group there were no differences in productivity levels. However, a wide range in productivity was found within each grouping. Various interpretations and implications of the results are offered. To study this 14-year period and compare it with Svare's data, we kept the same criteria and categories, behavioral patterns, and species. Our results show that "sexual behavior" in "rodents" is still the most extensive field studied by behavioral endocrinologists, although frequency of other topics is increasing, above all "aggressive and emotional responses," and especially the interrelationships between them. Interestingly, studies dedicated to humans are slowly becoming more common. In addition to these analyses, we obtained the several citations received by a randomly selected sample of articles during the period that was divided by the number of years when the articles can be potentially cited. These ratios revealed that research on "humans," within the category of species, and on "memory, learning, and conditioning" and "aggressive and emotional responses," within the behavioral categories, present the highest visibility in the literature. Furthermore, this analysis was complemented with information about the main receptor journals of the papers published in Hormones and Behavior, classified by the same categories. All these data, although limited by the analysis of only one journal, permitted us to reflect on whether the evolution tendencies formulated by Beach (Horm. Behav. 15 (1981), 325) for this discipline were applicable to the period studied, thus confirming its status as a mature discipline for the last quarter of the 20th century. We analyze the publications and patents of 116 biotechnology firms during the period 1988-1995. In models that link scientific capabilities to patent citations, we show that scientific ideas are not simply inputs into inventions; important scientific ideas and influential patents follow different and conflicting selection logics. Publication, collaboration, and science intensity are associated with patented innovations; however, important scientific papers are negatively associated with high-impact innovations. These results point to conflicting logics between science and innovation, and scientists must contribute to both while inhabiting a single epistemic community. We identify individuals listed on patents and scientific papers and find they effectively integrate science with innovation, leading to more successful innovations. Our findings suggest that the role of the small, research-intensive firm is to create a repository of knowledge; to act as an organizational mechanism to combine the capabilities of versatile scientists within and outside the boundaries of the firm; and to manage the selection of scientific ideas to produce valuable technical innovations. Then, we considered the annual indexes number of papers/population and number of papers/Gross Domestic Product (GDP) in each country. Data were retrieved from the Eurostat annual statistic reviews. From these bases, we obtained a comparison of the scientific production among European radiologists, those from the U.S. and those from the rest of the world. European radiological research is responsible of almost 40% of the world scientific production in our field, and Germany, UK and France are the leading publishers in Europe. An increase of the number of papers written by European radiologists was noted in the 1995-2000 period, whereas the production from the U.S. had a slight decrease. The mean concentration indexes papers/inhabitants and papers/GDP were significantly lower in Europe than in the U.S., even if some small European countries had higher values than the U.S. As a mean, European research received a lower impact factor than that from the U.S. The assessment of research output has progressively developed as an important issue for the scientific research community. Although not flawless, and often criticized for a variety of reasons, citation analysis is a commonly used technique in this field, is a frequent means to "weight" the scientific production of researchers and is one of the criteria used to assign research grants. Our study shows that European radiology is growing and its production is increasing over time, thus indicating strong commitment to research from European radiologists; however, European radiological research has not yet reached leadership in the literature, and mean indexes addressing the level of resources allocated to research are lower in Europe than in the U.S. This latter point has notable exceptions, but indicates inadequacy of funding, at least in some nations, and in Europe as a whole. Such data are amenable to longitudinal analysis and can be used as a measure of a journal's impact on research within a discipline. We evaluated multiple citation measures for a number of applied journals in behavioral psychology from 1981 to 2000. The results indicate a relatively consistent impact across these journals, with some evidence of growth. The majority contained partial bibliographic information and no date viewed. Most URLs pointed to content pages with "edu" or "org" domains and did not include a tilde. More than half (56.4%) were permanent, 81.4 percent were available on the Web, and searching the Internet Archive increased the availability rate to 89.2 percent. Content, domain, and directory depth were associated with availability Few of the journals provided instruction on citing digital resources. Eight suggestions for improving scholarly communication citation conventions are presented. One strand of this work has been the exploration of how canons of thought are constructed in such fields as economics, sociology, and sociocultural anthropology. This article begins such an investigation for sociolinguistics and linguistic anthropology by reviewing how gender correlates with publication and citation over a 35-year period (1965-2000) in five key journals, and in 16 textbooks published in the 1990s. It describes some marked differences in the publication of works by women and on gender in the five journals, as well as some significant differences in the degree to which men and women cite the work of women. It also considers how the rate of publication of articles on sex, gender, and women is correlated with publication of female authors. It concludes with a discussion of the implications of this study for changing institutional practices in our field. First, the article provides the frequency with which each sample risk, insurance, and actuarial journal cites itself and the other sample journals so as to communicate the degree to which each journal's published research has had an influence on the other sample journals. Then the article divides the 16 journals into two groups: (1) the risk and insurance journal group, and (2) the actuarial journal group, and ranks them within their group based on their total number of citations, including and excluding self-citations. A ranking within each group is based on the journals' influence on a per article published basis. Finally, this study observes and reports on the most frequently cited articles from the sample risk, insurance, and actuarial journals. This paper discusses the specific roles that science has at initial stages of development, pointing to its contributions for the countries' absorptive capability. Furthermore, this paper specifies the role of science for initiating a positive interaction with technological development, since initial stages of development and during catching up processes. For less-developed countries, neither the linear model of technology nor an "inverted linear model" would take place: a more interactive approach is necessary for development. Using statistics of patents (USPTO) and scientific papers (ISI) for 120 countries (1974, 1982, 1990, and 1998), this paper analyses some evidences on thresholds levels of scientific production to originate an interactive relationship between science and technology. These data also document that the value of this threshold seems to double from one period to another. Although this paper presents tentative results, some policy implications are discussed: scientific institutional building must be seen as a component of modem industrial policies. First, the article provides the frequency with which each sample risk, insurance, and actuarial journal cites itself and the other sample journals so as to communicate the degree to which each journal's published research has had an influence on the other sample journals. Then the article divides the 16 journals into two groups: (1) the risk and insurance journal group, and (2) the actuarial journal group, and ranks them within their group based on their total number of citations, including and excluding self-citations. A ranking within each group is based on the journals' influence on a per article published basis. Finally, this study observes and reports on the most frequently cited articles from the sample risk, insurance, and actuarial journals. Our findings support the hypothesis that there are important barriers to knowledge flows in Europe. Patent citations occur more often between regions which belong to the same country and which are in geographical proximity. Furthermore, patent citations are industry specific and occur most often between regions that are specialised in industrial sectors with specific technological linkages between them. Patent citations are also more frequent when the citing region belongs to the same linguistic group as the cited region. The present article reports on an bibliometrical analyses of two volumes of the Zeitschrift fur Padagogische Psychologie. The quality of the articles is analysed and classified according to the resonance (impact) which the articles have found in other journals of psychology and by the rezeption of the mainstream and international standard of research: These are indicators of scientific quality. Related to scientific quality it could be shown that the Zeitschrift fur Padagogische Psychologie has found good impact in the scientific community but that there are certain points to change. While reputation and relevance positively affect each other, relevance has a much stronger impact on reputation than reputation on relevance. Citation frequency is a key determinant for both journal reputation and relevance, but effects on journal reputation are nearly twice as strong. Specialised journals are, ceteris paribus, considered less relevant and, therefore, also less reputed, even though specialisation has a positive direct effect on reputation. German-speaking economists find German journals more relevant, but at the same time also less reputed than foreign journals. Age and volume effects are also analysed. Neutral, i.e., the work is relevant but wasn't used: "Projects such as OSPV [21] have shown that ?" 3.? The number and level of the publications reflect the scientific activity of physicians. The assessment of this activity is required for nomination and for the internal promotion of University Professors - Hospital Practitioners (UP-H P). We present the results of such an assessment. Material and methods. The list of the individual publications of 62 UP-HP was established from research on the Medline on the PubMed website. We eliminated the journals without an Impact Factor and the articles of continued medical training. A score was obtained for each of the authors on each of their publications. This was calculated by multiplying the rank coefficient of the author by the coefficient of the type of publication (letter, clinical case or article) and by the coefficient of the journal (ranging from 1 to 4). The global score of a UP-HP was the sum of the scores per publication. The mean score of each UP-HP was assessed by dividing their global score by the number of their publications. Results. One thousand thirty-one scientific publications in 3 years was divided into 502 articles, 316 clinical cases and 213 letters. The yearly number of publications per UP-HP was a mean of 5.5 (+/- 4.2) ranging from 0 to 17-3. The publications were mainly written in English (p = 10(-2)). There were more articles than clinical case reports and letters (p = 10(-1)). The yearly number of publications was greatest among those aged 46-55. No difference was noted in gender, function (head of a department or not) or the size of the town. The UP-H P working in a team including other Ups had written a greater number of publications (p = 10(-2)). The global scores did not significantly differ between the 3 age ranges considered; conversely, the mean score decreased significantly with age (P = 0.04). The UP-HP working in teams including several Ups had significantly higher global score (P = 0.03). Discussion. These results show the heterogeneity of the "publishing" activity. The method used in this study for the scientific assessment could be subject to improvement; its principle is indisputable, but its methods of use remain to be specified. The best "publication structure" of young UP-H P may be related to age, demonstrating a decline in scientific activity during the working life, or acohort-effect - i.e., the progressive improvement in recruitment conditions and scientific activity over the past 20 years. The better performance of the UP-H P working in a team including several UP-HP must be interpreted with care; however, it may help to define a geographical policy of Dermatology. Special characteristics of authors as personal names and subject indicators are not considered. This makes it difficult to identify a set of related authors or to group authors by subjects in retrieval systems. In this paper, we describe the design and implementation of a prototype visualization system to enhance author searching. The system, called AuthorLink, is based on author co-citation analysis and visualization mapping algorithms such as Kohonen's feature maps and Pathfinder networks. AuthorLink produces interactive author maps in real time from a database of 1.26 million records supplied by the Institute for Scientific Information. The maps show subject groupings and more fine-grained intellectual connections among authors. Through the interactive interface the user can take advantage of such information to refine queries and retrieve documents through point-and-click manipulation of the authors' names.
