First, citation analy sis is only apparently objective; just like any other system for evaluating "quality," it suffers from several biases.20 For such analysis to be undertaken, the citing book or journal must be recorded in some database;2 certain subjects are written about more frequently than others, affecting the frequency of citation; and citation counts can be skewed by "hat-tipping" citations (the citation of prominent authors as a sign of respect rather than an indicator of usefulness).22 One critic maintains that citation analysis "is not even a reliable indicator that the work cited was read, let alone understood by the citer".23 Moreover, not all cites are equal (although they are treated that way in most citation-counting systems): a citation in a leading journal or by the courts might mean more than other citations.24 Finally, there is some evidence that the citation of articles (at least by some United States law professors) has become a politicized process; some writers have advocated "deliberate effort[s} to buy, order, read, cite, discuss, and teach outsider scholarship", noting that citation counts influence tenure and promotion decisions.25 More significantly, making an "objective" analysis of journal quality was not the purpose of this study. The focus is on the reputation of journals rather than any objective measurement of their quality; it is perceptions of quality that influence departmental decision-making in connection with the RAE. Accordingly, we have employed two different methods for "ranking" journals that focus on attitude measurement. With regard to journals iden tified in connection with particular specialisms, each journal ranked by a respondent was assigned a score ranging from "4" (for the respondent's top-ranked journal) to " 1" (for the respondents? fourth-ranked journal), and the scores were tallied.26 The results of this process are set out in the appendix to this article." From empirical data on the authorship of scientific papers, Lotka deduced an inverse-square law: the number of authors publishing n papers is 1/n(2) of those publishing one paper. The general type for the relation (1/n(c)) has a wide range of applicability to a variety of phenomena. This study examined, by means of bibliometric tools, whether Lotka's law could be applied to the literature of dental science. Data came from 20 leading dental science journals, as reported in Journal Citation Reports. The search was performed with a programme developed using Visual Basic for Applications, which counted the number of authors and analysed their contributions to the literature. Authorship for all contributions, as reported in Medline, was compiled for each of these 20 journals for the last 25 years, 1971 through 1995. The total number of authors was 43 796, responsible for 124 556 authorships. The journals published in countries other than the USA exhibited higher degrees of author concentration. The dental science literature conformed very well to Lotka's model with c = 1.95. Other studies typically derive their peer evaluation data directly from referees, often in the form of ranking, This study uses two additional sources of peer evaluation data: citation content analysis and book review content analysis. Two main questions are investigated: (a) To what degree does citation ranking correlate with data from citation content analysis, book reviews, and peer ranking? (b) Is citation ranking a valid evaluative indicator of research performance of senior faculty members? Citation data, book reviews, and peer ranking were compiled and examined for faculty members specializing in Kurdish studies. Analysis shows that normalized citation ranking and citation content analysis data yield identical ranking results. Analysis also shows that normalized citation ranking and citation content analysis, book reviews, and peer ranking perform similarly (i.e., are highly correlated) for high-ranked and low-ranked senior scholars, Additional evaluation methods and measures that take into account the context and content of research appear to be needed to effectively evaluate senior scholars whose performance ranks relatively in the middle. Citation content analysis data did appear to give some specific and important insights into the quality of research of these middle performers, however, further analysis and research is needed to validate this finding. This study shows that citation ranking can provide a valid indicator for comparative evaluation of senior faculty research performance. He was with his family and his death was peaceful. There will be memorial services, but the date and time has not yet been announced. It will be at SU?s Hendrick?s Memorial Chapel. I will let you know as soon as we know more. The Katzer family address is 1208 Meadowbrook Drive, Syracuse 13224. Jeffrey died as a result of small cell prostate cancer. This desease is impossible to detect early, is virulent, and spreads very quickly. Jeff gave so much to everyone. He gave especially to our doctoral students, who now embody his spirit throughout the world, and give real meaning to the concept of having a ?doctor-father.? He was also a vita force in creating our collegial culture in the School of Information Studies, and brought us all together to work together. For his doctoral program, we have already established a fund in Jeffrey?s name. For his faculty colleagues, we will dedicate a room, 4-186 in the faculty wing of CST, as a space for faculty to work together. I?m not sure that the name is right, but a Katzer Collaboratorium will be created. It will be a little place where faculty can get together and work in the way Jeff taught us to. Many of you knew him as a doctoral student here at UCLA, then as a Visiting Professor at University of Iowa, and now recently as an Assistant Professor at SUNY Oswego. Shaojun's illness was diagnosed only recently, and he declined quickly. He was 37. He had a distinguished and productive career in the School of Library and Information Science at Wuhan University in China, where he published over forty journal articles and two monographs. He was 58. A memorial service will be held Wednesday, March 8 at 2:30 p.m. in Hendricks Chapel. A member of the Syracuse University faculty since 1968, Katzer played a key role in positioning the School of Information Studies as a national leader in the information field. He helped develop and launch the school?s undergraduate program in information management and technology--the first of it kind the country. He also built the school?s Ph.D. program into a leading national program. He was twice appointed interim dean. ?The School of Information Studies and the information profession at-large are stunned by the loss of a colleague who had such a profound affect on us all,? says Raymond von Dran, dean of the School of Information Studies. ?Jeffrey was an inspired faculty leader and a gifted organizational developer. He came to the school some 30 years ago, when we were a small library program, and he leaves us as a nationally ranked information school and an acknowledged leader in our field. Jeffrey has been responsible in large part for all that we have become, and his memory will inspire us to yet achieve all he had hoped that we would be.? As associate dean, Katzer was responsible for faculty development and oversaw curriculum development and research activities within the school. His research areas included leadership and change in organizations; the information behaviors of managers; and the effects of the Information Age on work, international competitiveness and society. In 1992, Katzer received the Outstanding Information Science Teacher Award, presented by the American Society for Information Science and the Institute for Scientific Information (ASIS). He served as a consultant to several national and international organizations, including SouthWestern Bell, the U.S. Department of State, UNESCO, Brookhaven National Laboratories and the International Institute of Management Development. He also provided executive-level training to thousands of public-sector managers and mid-level professionals in the United States and in more than 75 developing countries. Katzer was a member of the American Society for Information Science, the Association of Information Systems, the Phi Beta Delta Honor Society for International Scholars and the Association of Library and Information Science Education. The data were retrieved from Social Scisearch via Dialog. The top 40 authors were submitted to author cocitation analysis to yield the intellectual structure of information retrieval. The resulting multidimensional scaling map shows 1. identifiable author groups of information retrieval, 2. locations of these groups with respect to each other, 3. the extent of centrality and peripherality of authors within groups, 4. proximities of authors within group and across group boundaries; and 5. the meaning of the axes of the map, which adds interpretation. Factor analysis was used to reveal the extent of the author's research areas. Statistical routines included ALSCAL, clustering analysis and factor analysis. Cocitation analysis of authors offers a good technique that contributes to the understanding of intellectual structures in the sciences and possibly in other areas to the extent that those areas rely on formal scholarly communication (serial publications). Specifically, it analyzes by way of content analysis the Web pages retrieved by the major search engines on a particular date (June 7, 1998), as a result of the query "informetrics OR informetric." In 807 out of the 942 retrieved pages, the search terms were mentioned in the context of information science. Over 70% of the pages contained only indirect information on the topic, in the form of hypertext links and bibliographical references without annotation. The bibliographical references extracted from the Web pages were analyzed, and lists of most productive authors, most cited authors, works, and sources were compiled. The list of references obtained from the Web was also compared to data retrieved from commercial databases. For most cases, the list of references extracted from the Web outperformed the commercial, bibliographic databases. The results of these comparisons indicate that valuable, freely available data is hidden in the Web waiting to be extracted from the millions of Web pages. DE bibliometrics; Korea; medicine; periodicals/statistics & numerical data; research/statistics & numerical data ID OUTPUT AB To identify where the quality research activity has been and is carried out in Korea, and to examine to what extents Korean medical colleges play leading roles in the production of international research papers, we investigated the publication productivity of Korean medical colleges and their medical departments as measured by the number of papers published in foreign journals indexed in MEDLINE. The 12-year period from 1988 to 1999 is covered. A total of 4,881 papers is published in MEDLINE foreign journals by the researchers in Korean medical colleges during the period. The production of MEDLINE papers are concentrated in a few universities. More than 60% of MEDLINE foreign journal papers is published by top five universities-25% by Seoul National University, and 15% by Yonsei University. The newly established medical colleges at the University of Ulsan and Sungkyunkwan University produced outstanding numbers of papers in less than ten years. Radiology has led the internationalization of Korean medical papers. It was the most productive specialty identified in this study. The productivity of Internal medicine is on the rise from the mid- 1990s, and the field began to produce the most number of papers since then. Data consisted of more than 750 articles published in the journal Forest Science during the 10-year period 1985-1994. The results indicate that borrowing was the most influential method of interdisciplinary information transfer. Articles that drew information from a diverse set of journals were cited with greater frequency than articles having smaller or more narrowly focused bibliographies. This finding provides empirical evidence that interdisciplinary methods have made a measurable and positive impact on the forestry literature. As electronic publishing is becoming more popular, the possibility of adding web periodicals to traditional databases could have interesting effects on the bibliometric indicators. Really, this is a new plea to increase the number of scientometric articles in Cybermetrics in particular and in the WWW in general. Following the scheme of the past bulletin our first topic is the webspace size. Recent estimations suggests figures over 1 billon pages (http://www.inktomi.com/webmap), but there are several informal sources that consider the number is already exceeding 1,5 b. From my point of view, growth rate it is even more important than size, with doubling periods of less than 6-8 months. In very few years 10 or 20 billion pages will be common and, considering linguistic diversity, that numbers could in no way represent an asymptote. So, debate about size is important, as we are "masters" of the only way to analyse such future situation: quantitative methods. Obviously such large samples could have also positive effect on the statistical significance of our tests, so we could uncover easily new patterns. In the past the main drawback of cybermetrics methods was the VERY IMPORTANT inconsistencies of the search engines. This ugly situation affects specially to Altavista and Hotbot, arguably the most useful engines for us due to their coverage and full Boolean support (Bar-Ilan, Rousseau and others described this situation). Some authors even suggested that this was a structural problem of the web, so direct application of citation techniques (such as WebIF calculation of Ingwerson) are not possible. But the main source of such inconsistencies was the commercial character of those engines, not the nature of the information available from the Web. A more stable engine, with a large coverage and some advanced search options could solve, in part, this problem. In my opinion such tool is already available as the NEW advanced search screen of FAST (http://www.alltheweb.com) allow calculating more precise indicators. As FAST is already the largest engine (about 300 million), now it is possible to study institutions and not only country domains. Other important topic is the analysis of the "Invisible Internet", those part of the web traditionally not indexed by the robots of the search engines due to the presence of gateways or similar barrier. Until now the most important part of the "infranet" was the bibliographic or factual databases, but with the increasing availability of full text documents and the popularisation of rich-text formats (robots are unable to extract data from pdf or postcript files) this could change in the near future. The large deposits of "pre-prints" plus the huge number of full text archives in the institutional or personal webpages are important sources of R&D information and they are playing a relevant new role in the scholarly communication process. We called it "quality islands" as they are originated from more or less controlled peer-review, an aspect we wish to stress. Now, there is a possibility to analyse this part of the infranet as we can use anchor-related delimiters of the search engines. By example, we can develop an strategy to discover "informetrics" papers in pdf format using "in the link name" option of FAST in order to make geographic-institutional analysis. Papers were designated as invited or peer reviewed and the geographical location of the first author was recorded. For UK-based authors, the latitude and longitude of the host institution was noted and was allocated to one of the UK regions. Of invited papers 805 of 1227 (66%) were by UK- based authors compared with 1442 of 2896 peer reviewed papers (50%), odds ratio 1.92 (95% CI 1.67 - 2.21) with a similar pattern prevailing in each of the four journals. Within the UK authorships of invited versus peer reviewed papers showed a preponderance of invited authors based in southeast England, odds ratio 1.30 (95% CI 1.09 - 1.56). For individual Journals, the Lancet and the British Journal of Psychiatry showed fewer regional disparities in authorship than the BMJ and Psychological Medicine. The SNI CD-Rom was used to analyse their socio-demographic data. We also searched major educational databases: British Education Index, Canadian Education Index, ERIC, Arts & Humanities Search and Social SCISearch in order to determine researchers' performance in terms of their visibility. The results showed not only the researchers' impact, but also the areas of educational research carried out in Mexico. Socio-demographic characteristics were identified. ID IMPACT; JOURNALS; BIAS AB Background: Since 1987 research articles have been catalogued with the author's affiliation address in the 40 databases of the Medical Literature Analysis and Retrieval System (MEDLARS) of the National Library of Medicine, Bethesda, Md. The present study was conducted to examine the Canadian entries in MEDLARS to interpret past and future trends and to combine the MEDLARS demographic data with data from other sources to rank Canadian research output of human studies both nationally and internationally. Methods: The PubMed Web site of the National Library of Medicine was used to count medical articles archived in MEDLARS and published from Jan. 1, 1989, through Dec. 31, 1998. The articles attributed to Canadian authors were compared by country, province, city, medical school, hospital, article type, journal and medical specialty. Results: During the study period Canadian authors contributed on average 3% (standard deviation [SD] 0.2%) of the worldwide MEDLARS content each year, which translated to a mean of 11 067 (SD 1037) articles per year; 49% were human studies, of which 13% were clinical or controlled trials, and 55% involved people aged 18 years or less. In total, 68% of the articles were by authors affiliated with Canadian medical schools; those affiliated with the University of Toronto accounted for the greatest number (8604), whereas authors affiliated with McGill University had the greatest rate of annual increase in the quantity published (8%). Over one-third (38%) of the articles appeared in Canadian journals. When counted by specialty, 17% of the articles were by authors with clinical specialties, 5% by those with surgical specialties and 3% by those with laboratory specialties. Interpretation: The annual rate of increase in research output for Canada was more than 3 times higher than that seen world wide. Canada is now ranked seventh among countries contributing human studies to MEDLARS. The increase indicates that Canada's medical schools are productive, competitive in making contributions to medical science and are supporting Canadian journals.
