Methods, The first author followed a standardized protocol and reviewed a random sample of articles selected from the American Journal of Epidemiology., Annals of Epidemiology;and , and Epidemiology The:second author reviewed all articles with policy statements and a 10% sample without such statements. Results. Overall, 23.8% of the articles contained policy statements, Annals of Epidemiology and the American Journal of Epidemiology had similar frequencies of articles with policy statements (30% and 26.7%, respectively), while Epidemiology evidenced the lowest frequency (8.3%). The majority of policy statements (55%) pertained to public health practice; 27.5% involved clinical practice, and the remainder (17.5%) focused on corporate policies, regulatory actions, or undefined arenas. The frequency of policy statements differed according to first author's affiliation, type of publication, area of research, research design, and study population. Conclusions. Although a minority of publications included policy statements, the inclusion of a statement. seemed to be influenced by specific study characteristics. They are an important avenue for the dissemination of current data. While timely and succinct, these abstracts present problems such as an abbreviated peer review and incomplete bibliographic access. Methods: Seventy societies of health sciences professionals were surveyed about the publication of abstracts from their annual meetings. Nineteen frequently cited journals also were contacted about their policies on the citation of meeting abstracts. Ten databases were searched for the presence of meetings abstracts. Results: Ninety percent of the seventy societies publish their abstracts, with nearly half appearing in the society's journal. Seventy-seven percent of the societies supply meeting attendees with a copy of each abstract, and 43% make their abstracts available in an electronic format. Most of the journals surveyed allow meeting abstracts to be cited. Bibliographic access to these abstracts does not appear to be widespread. Conclusions: Meeting abstracts play an important role in the dissemination of scientific knowledge. Bibliographic access to meeting abstracts is very limited. The trend toward making meeting abstracts available via the Internet has the potential to give a broader audience access to the information they contain. In 1979, Gilgen and Hultman identified the authorities and subject matter areas emphasized in the volumes for the 1950 through 1974 period. The present study extends that investigation through 1998. Based on the earlier analyses, American psychology during the third quarter of the century was characterized by; a strong interest in research methodologies and psychometrics, Hullian and then Skinnerian perspectives on learning and conditioning, animal research, the perceptual theory of James J. Gibson, Gestalt inspired social psychology. and the emerging perspective of Carl Rogers on personality and psychopathology. The present work shows that, while psychometrics and methodological matters remained salient, many American psychologists shifted attention to study cognitive processes especially as manifested in social and developmental contexts. My purpose in writing to SIGMET is to ask whether any member can tell me of any university or college which uses citation analysis in this way. In the UK the resarch assessment exercises are widely known and discussed as e.g. by Charles Oppenheim in the Journal of Documentation 53: (5) 477-487 DEC 1997. However, I cannot recall a specific study of tenure practices and wonder if any of you can inform me of any. Since tenure evaluation is such a sensitive subject it is understandable that many institutions or departments may not wish to disclose this information lest if affect particular cases. However, I am aware that librarians and information officers are frequently asked to do searches of the SCI and SSCI for these purposes. Naturally citation analysis is only factor in a tenure evaluation, but just an indication that citation analysis is routinely involved would perhaps permit me to answer the qustion that I am asked frequently--has the SCI affected the conduct of science. (See e.g. a recent interview published in the Chemical Intelligencer October 1999, p 26-31. The instrument posed 32 questions about why a certain document was cited, plus questions about the citer's relationship to the cited author and document. Most findings were similar to the psychology study, including a tendency to cite "concept markers" representing a genre of work. Authors in communication were more likely to have an interpersonal connection to cited authors, and to cite literature reviews-their most common reason for citation. Three types of judgments about cited works were found to best predict citation: (1) that the work was novel, well-known, and a concept-marker; (2) that citing it might promote the authority of one's own work; and (3) that the work deserved criticism. Suggestions are made for further research, especially regarding the anomalous role of creativity in cited works.
