He has now reported in greater detail his methodology for estimating the impact factors for journals not covered as sources in the SCI and SSCI. (Stegmann, J. ISI might well emulate his work and expand the scope of JCR to include non-source journals and simply add an estimated 15% to 20% for self-citation to calculate their impact factors. This analysis reveals that authors based in France, like their colleagues in other non-US countries, account for a rather limited proportion of the articles in the top journals, namely less than 1 percent. It also appears that about 50 percent of the French-based authors are on the faculty of INSEAD, and that most of them have Ph.D.'s from prestigious U.S. universities and are not French nationals. Of the 'genuine' French, most come from the Paris area, or Grenoble or Lyon. Finally, the orientation of French-based authors tends particularly towards strategic management and operations research. In particular, we model the distribution of use of the articles according to their distribution in scientific journals. We have already undertaken similar work with a geometrical law [6]. The 'no use' of articles is an important aspect of the question of data now. When the weight of 'no use' became important, we obtained a result which appears quite surprising: the distribution of used articles is a geometrical distribution too. What follows is an investigation of whether the model of Poisson and negative binomial distributions are valid. Papers published during 1995 in the oncological journals listed by ISI (Institute for Scientific Information, Philadelphia, U.S.A.) were downloaded. The parameters of impact factor (IF), source country population and gross domestic product (GDP) were considered. An analysis of the key words, both those reported by the authors and those attributed by ISI, was carried out using a special purpose program. 36.5% of papers published in oncological journals come from the EU (the U.K., Italy, Germany and France ranking at the top) and 40.7% from the U.S.A. The mean IF was 2.4 for EU papers, 3.3 for the US and 2.4 for other countries. Our data confirm that smaller countries performed better than larger ones. The key words analysis shows that the leading fields of research were breast cancer for diseases, cisplatin for drugs and p53 for experimental studies. One can have a look at the reference strings actually built and used for retrieval of the citing papers by means of the SHOW REPORT=STAT; FIELD=RF command (this gives an unexpensive survey of reference strings). There are other possible errors, e.g. in MEDLINE only two initials are added to author names whereas three initials are used in ISI databases (if appropriate). In addition, there are limits of data handlings by the DIMDI system which might turn out as a serious problem analyzing lots of data. On the whole, however, this DIMDI function is a good way to determine citation rates for non-ISI papers, but - searching multiple database simultaneously (DIMDI's superbase mode) - one should start with SCISEARCH/SOCIAL SCISEARCH so that the duplicates are removed from the non-ISI databases in order to prevent such errors as far as possible. They also found that the largest 25,000 sites represent about 50 percent of the Web's content, and that the number of sites and their size are climbing. The project, conducted by the OCLC Office of Research, indicates that the World Wide Web has approximately 2.2 million Web sites that offer publicly accessible content. These sites contain nearly 300 million Web pages. This comparative study of research productivity and publication habits in probability and statistics completed the author's previous paper ( C. Genest, "Statistics on Statistics: measuring research productivity by journal publications between 1985 and 1995, Canad. J. Statistics 25:441-57(1997). The study is based on a ten year survey of eighteen international journals, half of which are specialized in probability theory and the other half in statistics. Paper, author and adjusted page counts yield cursory measures of productivity for countries and institutions that contributed to fundamental research in these two related fields during the period 1986-95. These data also reveal significant cultural differences between probabilists and statisticians in the volume of research, the length of papers, coauthorship practices,etc. Canada is seen to be one of the strongest contributors to the development of these two disciplines. The paper is full of interesting tables with many surprises in the rankings. For example, Israel and The Netherlands are the top two countries for probability based on GNP per capita. On the other hand Canada and Australia ranked tops for statistics using the variable pages/pop. The University of Paris VI is the top institution for publication output in probability while Stanford is tops for statistics. The University of Delaware is the most productive in probability and statistics irrespective of size (table 12). In table 15 Cornell Univ..is reported to have the most prolific researchers . In addition, a power law describes the distribution of a scale-independent property. Many investigators have observed social activities and structures, particularly in the science system, that are best described by a power-law distribution. However, unlike classical physical power laws that are used in the design of complex technical systems, social power laws are not used to develop social policy. The percentage contribution of Korean medical papers to SCI database and the SCI publication productivity ratio were analyzed for each of 57 medical specialties. The data obtained in this study was compared with the data representing the 1980s and the data for the first half of the 1990s. The absolute productivity of SCI Korean medical papers as measured by the number of SCI Korean papers has increased about ten times from 306 papers in 1990 to 3,261 papers in 1997. More than 15% of SCI Korean publication output has resulted from six Korean medical journals indexed in SCI from 1995. The relative productivity of SCI Korean medical papers as measured by the percentage contribution from Korea to SCI and by its corresponding productivity ratio is not as impressive as the absolute productivity and its growth rate. It has increased three times from 0.245% to 0.642% during the same period. These data also reveal significant cultural differences between probabilists and statisticians in the volume of research, the length of papers, coauthorship practices,etc. Canada is seen to be one of the strongest contributors to the development of these two disciplines. The paper is full of interesting tables with many surprises in the rankings. For example, Israel and The Netherlands are the top two countries for probability based on GNP per capita. On the other hand Canada and Australia ranked tops for statistics using the variable pages/pop. The University of Paris VI is the top institution for publication output in probability while Stanford is tops for statistics. The University of Delaware is the most productive in probability and statistics irrespective of size (table 12). In table 15 Cornell Univ..is reported to have the most prolific researchers . The relationship between cited and citing journals is discussed with the main focus on the data available for Alcohol and Alcoholism. Some of the problems and limitations of bibliometric measures of productivity are dealt with, especially when these are used to evaluate the work of individual scientists. Although bibliometric measures are easy to compute, they become difficult to interpret, such as when dealing with collaborative research and the problem posed by multiple authorship. The need to adjust impact factors and citation counts for the number of co-authors in a paper becomes important when credit has to be attributed to one individual from a multi-author paper. This is often necessary in connection with grant applications and when making decisions about academic promotion and tenure. The impact factor of Alcohol and Alcoholism has increased steadily over the past 5 years, even after adjusting for the number of self-citations, which resulted in an even greater increase in impact. However, the impact factors of substance abuse journals are generally low, compared with disciplines such as immunology, genetics, and biochemistry. Some suggestions are made for increasing the impact factors of substance abuse journals if this is considered necessary. But instead of paying attention to the impact factor of a journal, scientists should give more consideration to the speed and efficiency of the editorial handling of their manuscripts and particularly to the quality and timeliness of the peer review. Using bibliometric indicators, an overview is given of Flemish R&D potential in information technology (IT). We found that Flanders is quite productive in IT as far as publication activity is concerned. In contrast, the patenting productivity is rather low. Furthermore, the data indicate that Flemish R&D in IT has two strong points: image processing on the patent side, and processing technology on the publication side. Each chapter covers a single country, and presents the governmental and non-governmental organizations and structures supporting science and technology, and the infrastructure offering support for research and development, with contacts for further information. A time-heterogenous log-multiplicative model is estimated to examine simultaneously the importance and similarity of journals in the network over time. Two distinct types of journal similarity, cohesion and structural equivalence, are considered and modeled in an integrative fashion. The findings show that the overall importance of IJRM in its network is growing rapidly albeit from a low base. The importance of psychology journals in the network appears to be decreasing. This paper discusses a different approach to Web searching where the input to the search process is not a set of query terms, but instead is the URL of a page, and the output is a set of related Web pages. A related Web page is one that addresses the same topic as the original page. For example, www.washingtonpost.com is a page related to www.nytimes.com, since both are online newspapers. We describe two algorithms to identify related Web pages. These algorithms use only the connectivity information in the Web (i.e., the links between pages) and not the content of pages or usage information. We have implemented both algorithms and measured their runtime performance. To evaluate the effectiveness of our algorithms, we performed a user study comparing our algorithms with Netscape's 'What's Related' service (http://home.netscape.com/escapes/related/).
