My interest is in metrics (as well as incentives) for the contributions of individuals and groups to the knowledge stores not only of organizations but of humankind -- with a particular focus on the electronic records created (or received) by government employees. A brief, draft introduction to the topic is at http://users.erols.com/ambur/RMmetrics.htm and a number of my papers on related issues are at http://users.erols.com/ambur/. In many cases, I suspect that incentives are lacking, if not perverse. I encourage the KM and MET SIGs to consider joint ventures in pursuit of standards and best practices to stimulate (establish appropriate incentives for) and to measure the efficiency and effectiveness of the management of knowledge, particularly that which is documented in electronic records. Of course, too, I would be pleased to hear about any good research that has been done on this topic. The response rate was 15.983%. After ascertaining that there was no non-response bias, correlations between teaching effectiveness were found to be generally low. Also, no significant differences in teaching effectiveness or research productivity were found with respect to institution size, number of MIS majors, or accreditation status, when viewed on an average annual basis. Both research productivity andteaching effectiveness have been found to differ among MIS faculty, but the differences are attributable either institutional or individual factors rather than any propensity toward high performance in one category or another. OUR RESULTS FAIL TO SUPPORT NEITHER THE PROPONENTS NOR OPPONENTS OF THE VIEW THAT "PRODUCTIVE RESEARCHERS MAKE EFFECTIVE TEACHERS." LIKEWISE, OUR RESULTS ALSO FAIL TO SUPPORT NEITHER THE PROPONENTS NOR OPPONENTS OF THE VIEW THAT "PRODUCTIVE RESEARCHERS ARE TOO BUSY WITH THEIR RESEARCH TO BE EFFECTIVE TEACHERS." [ my emphasis--E. Garfield] Thus, the opponents and proponents can still debate, as they have before, but out findings seem to indicate that both are wrong in their beliefs What we have found indeed, in that there is no link between effective teaching and research productivity one way or the other. Any such links that might be observed or cited are strictly individual cases and cannot be assumed to be generally applicable. --------------------------------- c. ID WORLD-WIDE-WEB; CITATION; SCIENCE; IMPACT AB The paper investigates the problems of using commercial search engines for web-link research and attempts to clarify the nature of the problems involved in the use of these engines. The research finds that search engines are highly variable in the results they produce, are limited in the search functions they offer, have poorly and/or incorrectly documented functions, use search logics that are opaque, and change the search functions they offer over time. The limitations which are inherent in commercial search engines should cause researchers to have reservations about any conclusions that rely on these tools as primary data-gathering instruments. The shortcomings are market-driven rather than inherent properties of the web or of web-searching technologies. Improved functionalities are within the technical capabilities of search engine programmers and could be made available to the research community. The findings also offer mild support for the validity of the connection between web links and citations as analogues of intellectual linkage. Papers published during 1995 in the oncological journals listed by ISI (Institute for Scientific Information, Philadelphia, U.S.A.) were downloaded. The parameters of impact factor (IF), source country population and gross domestic product (GDP) were considered. An analysis of the key words, both those reported by the authors and those attributed by ISI, was carried out using a special purpose program. 36.5% of papers published in oncological journals come from the EU (the U.K., Italy, Germany and France ranking at the top) and 40.7% from the U.S.A. The mean IF was 2.4 for EU papers, 3.3 for the US and 2.4 for other countries. Our data confirm that smaller countries performed better than larger ones. The key words analysis shows that the leading fields of research were breast cancer for diseases, cisplatin for drugs and p53 for experimental studies. A standardisation of key words on behalf of journal editors is proposed., (C) 1999 Elsevier Science Ltd. All rights reserved. It will be interesting to see what happens when and if the authors update these 1995 data, which are based on coverage by Current Contents. However, on page 1185 it is stated " that bibliometric analyses are biased towards English language journals, and authors of some nations (e.g. France and Germany) with a strong tradition of publishing in their native languages and less prone to submitting papers to internationally peer-reviewed English language journals may be penalized in comparative studies drawing on databases that include few non-English-language publications. For example, the database EMBASE includes more non-English-language journals than does Medline. None the less, English has become the common language of the international scientific community, and future bilbiometric studies are likely to be performed only on English-language journals." Nevertheless, the alleged bias is probably not true in the case of Germany. Many of the journals listed by CC are actually published in German or other foreign languages. In 1997 German researchers published 75,300 papers of which 11,614 (about 15.4% were in German. see my AAAS talk at http://garfield.library.upenn.edu/papers/mapsciworld.html Further, using ISI's National Science Indicators Database http://www.isinet.com/products/rsg/products/nsi/ I found that Germany contributed 946 oncology articles in 1997. This represented 8.24% of the 11,428 SCI covered papers classified as oncogenesis and cancer research. For 1995 the authors reported 580 papers from Germany in cancer, only 2% of the total. NSI included 792 papers or 7.26 % of the 10, 915 cancer papers. Clearly their more restrictive definition accounts for the differences. As I have reported elsewhere and as these authors confirm the trend to English is increasing, but the importance of the vernacular language journals for evaluative medicine should not be underestimated. AB The main aim of this research was to identify the most-cited scholars in twenty journals: five American criminology journals, five American criminal justice journals, jive international criminology journals, and jive international criminal justice journals. Results obtained in 1995 were compared with those obtained in 1990 and with those obtained from analyzing nine journals in 1986-90 and 1991-95. The most- cited scholars in all four lists were Travis Hirschi, Michael R. Gottfredson, David P. Farrington, Delbert S. Elliott, and Francis T. Cullen. The expansion from nine to twenty journals benefited international scholars such as John Braithwaite and Ronald V. G. Clarke, and scholars in less mainstream areas such as Richard J. Gelles. Lawrence W. Sherman was the most-cited scholar in these twenty journals in 1995, compared with Marvin E. Wolfgang in 1990. (C) 1999 Elsevier Science Ltd. All rights reserved. I did not get an answer; so I take the opportunity to ask a second time. Maybe, I run into danger to make a fool of myself, but in the "Materials and Methods" section of that article it is not mentioned how the mean impact factor was determined. As far as I know, there is no "standard rule" what the mean IF is and how to calculate it. First, it is not clear to me wether the "Mean Observed Citation Rate" (MOCR) was determined. Obviously not, otherwise the number of times each article was cited had to be determined but no citation window is given. Second, I assume that the "Mean Expected Citation Rate" (MECR) was calculated by multiplying the number of articles with the impact factor of the corresponding journal (taken from the 1995 edition of Journal Citation Reports (JCR) or a later edition?), adding up the products and dividing the final sum by the number of published papers. This would be the weighted MECR. That's my question. In addition, I wonder how the "Medical journals" papers were determined. I think it is necessary for each research article to include detailed methodological description, unless overall accepted standard procedures are used. It must be possible to repeat a study. Unfortunately, many papers - also from LIS journals - often lack this feature. The authors admit that they took into account only a part of all oncological papers. The results might change if one uses the "pre-processed" search term NEOPLASMS offered by the DIMDI system. Using that search (FIND PPS=NEOPLASMS) I retrieve from SCISEARCH 84837 papers published in 1995. Of these, 35639 (42.0 %) have the "Corporate Country" code (CCO) USA; 6733 (7.9 %) papers have been published by German institutions (CCO=GERMANY). This is considerably higher than the 5.2 % which can be calculated from the Mela paper. But the "ranking" (which is not so interesting for me) probably would remain more or less the same. 1131 of the 6733 papers from Germany are written in German. This makes 16.8 %. Both Germany-related numbers are similiar to the numbers supplied by E. Garfield in the preceding email. Nevertheless, I find the Mela paper very interesting, especially the keyword analysis. A co-occurrence listing of DISEASES/DRUGS and/or DISEASES/RESEARCH TOPICS could give deeper insights into what's going on in oncology research. AB This study builds on a previous one that focused on publishing productivity of faculty at ARL institutions for the period 1991-1993. The present research expands the analysis to the period 1995-1997 and adds an examination of, faculty activity at selected ACRL institutions for the two time periods. Measures of total publications and per capita publications per institution increased significantly for both groups over the two time periods. The increases indicate that, for what is likely to be a complex set of factors, faculty feel the need to communicate more and are turning to traditional print outlets for at least some of the communication. Deliberations on the future of scholarly communication should, incorporate the views and practices of faculty. ID COMMUNICATION JOURNALS AB Human Communication Research's (HCR) silver anniversary provides an occasion for an examination of the journal's history of publication. This was accomplished using new procedures for computer-assisted content analysis of text. Titles of 634 HCR articles were normalized using linguistic reduction, elimination of common words and terms with indiscriminate meaning, and tokenization of phrases and compound concepts. The resulting 86 most frequently occurring tokens were submitted to hierarchical cluster analysis to study conceptual linkage. Concepts represented in HCR articles were found to group into five large clusters: media, family, conflict, and learning; culture, social organization, and self; gender and language; cognition, conversation, persuasion, and influence; and group decision making. Support and clarification are provided for findings that HCR serves as a liaison journal between mass and interpersonal communication. It is suggested that HCR's history of publication manifests a theory of communication that is rooted in social psychological traditions. ABSTRACT: HTTP server log files provide WEb site operators with substantial detail regarding the visitors to their sites. Interest in interpreting this data has spawned an active market for software packages that summarize and analyze this data, providing histograms, pie graphs, and other charts summarizing usage patterns. While useful. these summaries obscure useful information and restrict users to passive interpretations of static displays. Interactive starfield visualizations can be used to provide users with greater abilities to interpret and explore web log data. By combining two-dimensional displays of thousands of individual access requests, color and size coding for additional attributes, and facilities for zooming and filtering, these visualizations provide capabilities for examining data tha exceed those of traditional web log analysis tools. We introduce a series of interactive starfield visualizations, which can be used to explore server data across various dimensions. Possible uses of these visualizations are discussed, and difficulties of data collection, presentation, and interpretation are explored. -------------------- c. Leazer, Jonathan Furner, UCLA Topological indices of textual identity networks Knowledge: Creation, Organization and Use. Procs. of the 62nd ASIS Annual Meeting. Medford, NJ: Information Today, 1999. p.345-358 ABSTRACT: A textual identity network is a set of documents that share common semantic or linguistic content. For example, the textual identity network of _Ben Hur_ includes the progenitor work, translations, screen play adaptations, and film performances. A network might also include successively numbered editions, simultaneous editions published in various countries, and other derivative forms. This network expresses how a work evolves over time and through a variety of media. Evolving textual identity can be expressed as a set of relationships among the members of the network. Several taxonomies of intertextual associations have been developed for use in information retrieval systems. The individual documents (books, films, computer files, etc.) contained in a textual identify network can be associated through a number of pairwise relationships, and the network can be studied as a system. This basic pattern makes textual networks ideal candidates for study using network analysis techniques, allowing summary measures that characterize networks. Topological indices provide high-level measures of network structure. This paper concludes on a discussion of how topological indices might be used in document retrieval. -------------------------- c. ASIS, Reprinted with permission. Medford, NJ: Information Today, 1999. p.497-506 Derivative relationships are the primary relationships that exist among the members of a bibliographic family - the set of interrelated works where the relationships among entities express shared semantic or linguistic activity. Derivative bibliographic relationships exist between any new conception of a work and its original source (the progenitor), or its successor, or both. Discipline was a poor predictor of derivative relationships in prior studies of derivative bibliographic relationships. For the present study random samples of works were drawn from the catalogs of the Bobst Library, New York University, and the Burke Library, Union Theological Seminary, New York. Two sites were chosen to allow a test of the differences in collection development patterns between a university research library and a theological library. Bibliographic families were compiled for each work. Results indicate: 1) derivative bibliographic relationships exist for somewhere between one-half and two-thirds of theological works in this study; 2) there is little difference in proportions of derivative bibliographic relationships or in the size of bibliographic families between the two collections; 3) there is a positive correlation between the age of the progenitor work and the size of the bibliographic family; 4) there are significant gaps in coverage of theological bibliographic families online; 5) there is some evidence of differing patterns of derivation between Judaic and Islamic literature and Christian literature; 5) forms and genres are useful in a limited way for predicting the incidence of derivative relationships in theological literature. ------------------------ c. Procs. of the 62nd ASIS Annual Meeting. Medford, NJ: Information Today, 1999. p.628-632 ABSTRACT: The creation of high quality knowledge-based tools is of primary importance in today's competitive information market. In the current environment, some content providers are concerned with building or enhancing appropriate systems to capture and integrate new forms of information with existing data. Associated with this, however, is the challenge that content providers face when determining the right parameters for inclusion of new forms of information and/or functionality in an already commercially successful product. One publisher, ISI, is focused on moving towards creating a fully integrated system for monitoring, filtering, organizating and navigating key scholarly content. Today, the ISI (r) (Institute for Scientific Information (r)) database covers over 16,000 international journals, books and proceedings in the sciences, social sciences and arts and humanities. When ISI decided to incorporate scholarly, research-oriented Web sites as an expansion of its _Current Contents Connect_ (tm) database, the organization faced some significant issues relating to the establishment of evaluative criteria as well as to the capture of appropriate metadata. This presentation will discuss the development of criteria for and the process used in evaluating and filtering content found on the Web for the purpose of linking to this robust, high-quality information. However this initiative involved more than the identification and selection of scientifically relevant content. It included the establishment of an appropriate staff; the creation of a data structure; a test of agents and other automated tools; the building of an indexing methodology; and the creation of permanent universal resource locators (PURL). This paper will discuss these issues. ----------------------------- c. JOURNAL OF THEORETICAL BIOLOGY 198: (3) 439-443 JUN 7 1999 We developed a simple mathematical model based on power law fitting for describing the interactions among patients from a psychiatric ward. First we defined a protocol in order to evaluate in a quantative way the state of the patient, measuring sociability/restlessness through a daily analysis of the behavior and attributing a grade for both parameters, per patient. The grades were checked by two different specialists and a table of incidence was constructed. This table generated power laws for the grades and their variations. We concluded that power laws, like Zipf's law, may be good to explain the data, showing a self-organizing process that indicates a strong interaction component determining the whole behavior. We would like to see more data being collected, in other centers and among normal populations, trying to quantify complex collective behavioral phenomena using self-organizing criticality laws. ID WORLD-WIDE-WEB; INFORMATION; CYBERSPACE; LIBRARIES AB Points to the way in which computer scientists and librarians working with the World Wide Web are turning to traditional library and information science techniques, such as cataloguing and classification, to bring order to the chaos of the Web. Explores cataloguing opportunities offered by the ephemeral nature of materials on the Web and examines several of the latter's unique characteristics. Suggests the coupling of automated filtering and measuring to the Web record cataloguing process, with particular reference to the ephemeral nature of Web documents and the ability to measure Uniform Resource Locator (URL) and Web document characteristics and migrate them to catalogue records using automated procedures. Reports results of an ongoing longitudinal study of 361 randomly selected Web pages and their Web sites, the data being collected weekly using the Flashsite 1.01 software package. Four basic approaches to ordering; information on the Web were studied: postcoordinate keyword and full-text indexes; application of both precoordinate and postcoordinate filters or identifiers to the native document by either authors or indexers; use of thesauri and other classification schemes; and bibliometric techniques employing mapping of hypertext links and other citation systems. Concludes that off-the-shelf technology exists that allows the monitoring of Web sites and Web pages to 'measure' Web page and Web site characteristics, to process quantified changes, and to write those changes to bibliographic records. Capturing semantic or meaningful change is more complex, but these can be approximated using existing software. BP 21 EP 31 PG 11 JI J. Libr. Inf. Sci. There are over 3,000 perfusionists working in U.S. hospitals, medical and perfusionist groups, and as independent contractors. The purpose of this study was to identify the core literature of perfusion and to determine which major databases provide the most thorough access to this literature. This paper is part of the Medical Library Association Nursing and Allied Health Resource Section's project to map the literature of the allied health professions. It uses a bibliometric methodology to identify core journals. A group of forty-three journals was determined to make up the core journal literature of perfusion. MEDLINE provided the best overall indexing coverage for these journals, but librarians and perfusionists will wish to supplement its use with the Cumulative Index to Nursing and Allied Health Literature in order to access the journals written primarily for perfusionists. The study results can guide purchasing and database searching decisions of collection development and reference librarians, encourage the database producer to increase coverage of titles that are unindexed or underindexed, and advise perfusionists of the best access to their core literature. Mapping occupational therapy literature is part of a bibliometric project of the Medical Library Association's Nursing and Allied Health Resources Section's project for mapping the literature of allied health. Three core journals were selected from the years 1995 and 1996 and a determination was made of the extent to which the cited journal references were covered by standard indexing sources. Using Bradford's Law of Scattering three zones were created, each containing approximately one-third of the cited journal references. The results showed that three journals made up the first zone, 117 journals the second, and 657 the third. The most cited journal was the American Journal of Occupational Therapy. In the second zone, journals from twelve disciplines were identified. While MEDLINE provided the best overall indexing, the Cumulative Index to Nursing and Allied Health Literature (CINAHL) was the only database that indexed the three most cited journals plus nine of the currently active titles in occupational therapy. MEDLINE could improve its coverage of occupational therapy by indexing the journals of the British, Canadian, and Australian national associations. The purpose of this bibliometric study was to identify the core journals of dietetics and to determine the extent of indexing coverage for these journals. The study was conducted as part of a larger project, the Project for Mapping the Literature of Allied Health, sponsored by the Nursing and Allied Health Resources Section of the Medical Library Association. Citations appearing in three journals between 1995 and 1997 were analyzed by the methodology common to studies in the project. Results revealed that dietetic literature relies heavily on journal literature and on those journals that are from associated health sciences fields. Of the indexing services examined, EMBASE/Excerpta Medica and MEDLINE provided the most complete coverage of the literature. The study's findings have implications for those involved with the literature of dietetics. This study, part of the Medical Library Association Nursing and Allied Health Resources Section's Project for Mapping the Literature of Allied Health, attempted to identify the core journals in diagnostic medical sonography and determine how well these journals are indexed by MEDLINE, EMBASE/Excerpta Medica, and the Cumulative Index to Nursing and Allied Health Literature (CINAHL). Citation analysis was done using the three journals listed for the field by the Brandon/Hill list. Characteristics of two of these three journals affected the results to the extent that more data should be gathered to reach conclusions about the literature of diagnostic medical sonography as a whole. Results of the analysis do suggest that the literature of echocardiography, which is a special area of diagnostic medical sonography, is indexed much more completely by MEDLINE and EMBASE/Excerpta Medica than by CINAHL. Suggestions are made for librarians making collection development decisions in this area of allied health.
