[Sigmet-officers] Webinars, Bulletin and preparation for the annual meeting

I think that sounds reasonable. Charging for at least one will help the SIG
build up the coffers for future contests, workshops, etc., but that price
shouldn't present a huge barrier to those who want to attend.
