I think that, if this were to go ahead, it would be nice to have
representation from other stakeholders--e.g., publishers, libraries,
and companies like Mendeley (Jason, you have some contacts here). From
the library (and previously PLoS side) I would recommend Stacy
Konkiel. I think this would bring a new perspective (and generate new
interest) for such a proposal.
