[Sigmet-officers] first draft of student paper contest

Thanks, Chaoqun!  I made a few comments, but I think it looks great.

My primary question is whether the person can also submit to the ASIS&T
conference--we do not address whether the paper can be submitted to another
venue or in press.  Thoughts from other officers?
