Warm Greetings! The February 2014 issue of '/Information Technology in 
Developing Countries/' is now available at:

The current issue of Information Technology in Developing Countries 
carries four articles and thr conference announcements.

The first article on 'what comes first e-governance or good governance?' 
by Vikas Nath discusses how the Government of India has been a late 
bloomer in terms of the allocation of technology for promoting better 
governance. The article discusses topics on the importance of 
e-governance to its citizens and the performance of e-governance in 
India. It also argues that good governance and not necessarily its 
electronic delivery version is more important.


The second article throws light on a novel electronic dashboard 
developed by the Department of Electronics and Technology, Government of 
India to measure the e-service count nationwide, which recently recorded 
2+ billion transactions. We have analyzed the top four widely used 
e-services in order to understand what it unearths about the progress of 
e-governance in India.


This is followed by an article on 'eUttar Pradesh 2013 : An Opportunity 
to Reinforce ICT in UP' by Somesh Kumar throws light on the impact 
Information technology has made in the private and public sectors in 
Indian State of Uttar Pradesh. Various developments that have been made 
in the e-Governance in Uttar Pradesh have been discussed.


The next article on 'The Innovation of Multiview 3' by Simon Bell and 
Trevor Wood Harper concerns the underreported innovation of the 
Multiview3 methodology for Information systems analysis, design and 
development. The innovation of the approach emerged from the 
identification of a methodological 'gap' with regards to support for 
non-specialists in developing countries struggling with Information 
Systems problem structuring challenges.


Conference announcements include the World Telecommunication Development 
Conference 2014 in Egypt, 2014 Tech4Dev International Conference in 
Switzerland and the 14th European Conference on eGovernment -- ECEG 2014 
in Romania.
