Warm Greetings! The November 2012 issue of '/Information Technology in
Developing Countries/' is now available at:

The current issue of Information Technology in Developing Countries
carries eight articles and a conference announcement.
The first article "Mitigating Socially Engineered Cyber Deception and
Theft" by O.B. Longe and P. Danquah discusses cyber-deception and theft
in the context of Ghana, where a peculiar and prominent feature of this
type of cyber crime is the use of social engineering skills to
successfully defraud unsuspecting victims. This research uses an
ethnographic study of criminals and secondary published text that
highlights cyber deception and theft to determine the typical behaviour
of perpetrators of cyber deception and theft in Ghana. Based on the
behaviours observed, measures to counteract the socially engineered
approach to cyber deception and theft have been proposed.
"Linking Public Service Delivery and Technology in a Municipal
Information Society in South Africa" by Udo Richard Averweg discusses
the importance of harnessing appropriate ICT for enabling service
delivery in municipal areas in South Africa. Further, the article posits
that from deploying appropriate ICT in a municipal area such as
broadband services in the eThekwini Municipal Area (EMA) in South
Africa, a Municipal Information Society (MIS) can emerge with a
framework that will serve to facilitate service delivery and forms of
engagement (e.g. communication) with households, the private sector and
civil society.
This is followed by an article on the "National Virtual Library of
Nigeria (NVLN) in the Open Access Era" by K.N. Igwe. The article
emphasizes the fact that open access to scholarly resources and
knowledge assets of man is the language of the digital era. The article
suggests that NVLN should embrace open access so as to contribute to the
satisfaction of the information needs of many Nigerians. Access to
information and knowledge would eventually enhance research and
education, thereby contributing to the realization of Nigeria's Vision
20:2020.
The next article by Valery S. Meskov, Irina V. Smirnova and Anna A.
Mamchenko is titled "Education for the Knowledge-Based Information
Society". The article discusses the gaps in addressing contemporary
global challenges, particularly those in education (referred to as the
cognitive gap in education), and suggests ways of overcoming them. The
article also stresses on the importance of informational (cognitive,
creative and spiritual) activities as the main source of development and
prosperity of the Information Society. Based on the research undertaken,
the paper concludes that the Subjects of educational activities should
themselves formulate a problem, make a choice of alternatives, take
decisions and implement them.
The note on "Government and Social Networking Sites" by A. Prabaharan
seeks to understand issues related to national security and governance
vis-à-vis Social Networking Sites (SNS) in India. It is based on a
research study undertaken by Public Action, a think-tank. This study was
conducted between August 2009 and January 2010 and is primarily based on
observations of participants comprising SNS users who hold high profile
government jobs and cyber criminals who masquerade in cyberspace using
false names. Rohan Samarajiva's article on "Improving Municipal Service
Delivery, Starting with a Call Center" proposes a simple telephone-based
municipal information service operating in Sinhala, Tamil and English in
Sri Lanka to improve the delivery of government services in Sri Lanka.
The next article on "agropedia: An ICT Application for Agricultural
Knowledge Transfer and Extension" by Ankur Kukreja describes online an
agricultural knowledge repository that makes agriculture information
available to specialists, researchers, extension personnel and the
agricultural community, and allows them to search and make contributions
to the vast knowledge base. The last article by Chitra B.M. and
Shankaraiah discusses "ICT Initiatives in Indian Agriculture" that have
replaced traditional methods and enabled the dissemination of requisite
information to farmers at the right time.
