Dear colleagues,

How can developing countries attract, and most effectively use, new technologies through technology transfer?

A key issue is a nation's own learning efforts and its ability to absorb and further develop acquired technologies.

SciDev.Net has today published online a free technology transfer resource for developing country policymakers that includes, among other things, information on how to take advantage of foreign direct investment, how to help firms build their own technological capacity and what the public sector can do to support agricultural technology transfer.

The resource contains peer-reviewed policy briefs, opinion articles, a collection of key documents and links as well as definitions of essential terms.

Please circulate this information to others who will find it a valuable resource.

Policy briefs include:

Technology acquisition and domestic learning

Developing country firms and public institutions need to work together to improve the value of services delivered from imported technologies, says Gillian Marcelle.

Thinking locally: New approaches to foreign direct investment

Policies to take advantage of foreign direct investment usually focus on multinationals. As Anabel Marin shows though, their subsidiaries may be a more useful point of influence.

Agricultural technology transfer to developing countries and the public sector

The public sector no longer dominates agricultural technology transfer to developing countries. New scientific and economic forces mean it’s time to reassess its role, says Martín Piñeiro.

Opinions include:

Technology transfer must be relevant to the poor

Technology transfer’s promise for eradicating poverty will only be fulfilled when technologies are chosen according to the priorities of the poor, argues Maria Arce Moreira.

Reforming universities is key to technology transfer

Developing countries must build world-class universities to be serious players in the knowledge-based global economy, says Mohamed H. A. Hassan.
