Call for Papers, Panels and Participation

Social and Ethical Aspects of

Information and Communication Technologies

in Developing Countries

Workshop in preparation for the 

World Information Technology Forum (WITFOR) 2005 

(Gaborone, Botswana, 31st August - 2nd September 2005).

The workshop will take place as part of the IFIP World Computer
Congress in Toulouse France on August 22-27, 2004

The World IT Forum (WITFOR) is organised by the International
Federation for Information Processing (IFIP) under the auspices of
UNESCO. WITFOR 2005 will be sponsored by the Government of Botswana.

WITFOR focuses on the formation of the ICT-enabled development agenda
and aims at assisting developing nations to implement sustainable
strategies for the application of ICT by organizing state-of-the-art
conferences on global trends in ICTs and relevant policy issues
concerning developing countries.

The outcome of the second conference of WITFOR in Botswana will be the
Gaborone Protocol which will be submitted to the UNESCO General
Conference 2005 for adoption

The working group on "Social and Ethical Aspects of Information and
Communication Technologies in Developing Countries", together with
other WITFOR working groups, will meet in Toulouse to prepare for
WITFOR 2005 in Gabarone. This call for papers is for papers or panels
that address the social and ethical issues of ICT in a developing
context. Examples of themes to be considered (although not exclusive)
are:

· The social and cultural factors of the digital divide
· The ethics and justice of intellectual property rights (and piracy)
· A bill of fundamental ICT rights?
· Social and cultural categories or factors of ICT exclusion
· Indigenous knowledge and the Internet
· ICT literacy and exclusion
· ICT and new forms of opportunity and inequality
· The emergence of a new ICT elite?
· Privacy and data protection in developing countries
· New forms of ICT based crime (money laundering, 419 Fraud, etc)

Papers (5000-8000 words), extended abstracts (1500 words) or panel
proposals (1000 words) can be submitted to one of the following
organising chairs:
