v                 CALIBER-2003

INFLIBNET Centre has been organising CALIBER every year in different parts of the country in collaboration with different universities.  CALIBER is acronym for Convention on Automation of Libraries in Education and Research Institutions.  This Convention provides a unique forum to the library professionals, information providers and users involved in automation and networking of libraries to come together and interact on the subjects of mutual interest. CALIBER-2003 on "Mapping Technology on Libraries and People" is being hosted by Nirma Education and Research Foundation at their campus in Ahmedabad during February 13-15, 2003.

v                 OBJECTIVES OF THE CALIBER-2003

Ø       To share the experiences of the professionals in automating their libraries.

Ø       To examine the emerging trend of collective subscription of journals in consortia mode.

Ø       To understand the latest developments in the field of telecommunication and study their impact on libraries and 

Ø       To study technological issues involved in web based systems and their usefulness to the user community.

The convention will be held on the sprawling campus of The Nirma Education and Research Foundation (NERF) Campus, Post Chandlodia, Gandhinagar - Sarkhej Highway, Ahmedabad - 382 481.

v                 THEME OF THE CONVENTION

IT has  brought out fundamental changes in functioning of libraries and the services they  provide to the users. Automation of libraries has not reached the desired level in the country inspite of efforts made over the last decade. There is a need to find the reasons and suggest corrective measures. Electronic journals on the web are coming in vogue. For subscribing to them in a cost effective way, consortia approach needs to be deliberated upon. Licensing policies and copy right issues need discussion. Revolutionary changes are taking place in the field of telecommunications. How can libraries take advantage of them to serve the users better? Issues related to network management and network security need attention. Large number of information resources are now increasingly becoming available on the web. How to get desired information efficiently in minimum time?  Search strategies, search engines, retrieval systems are some important issues which need discussion.  Keeping all the above issues in mind, the Programme Committee has selected the theme of the convention.

The main theme of CALIBER-2003 is Mapping Technology on Libraries and People.  The sub-themes and the topics to be covered under each sub-theme are given below.

Ø       Library Automation

Even after the decade of automation process in university libraries in the country, it did not reach to expectation of the user community.  It is right time to assess the various issues and find out the solution to accelerate the library automation in the country.  Keeping in view the latest developments in IT sector and its implications, following topics have been covered under Library automation:

 Emerging Technologies, Role of INFLIBNET,  Standards and formats, Software and Hardware, Library Networking, Databases, Web OPACs, Automation scenario in academic libraries

Ø       Consortia

It is a new and emerging trend that is evolving rapidly in India.  The activities of the consortia are having considerable influence on the libraries in western countries.  Some of the services under consortia are collective subscription of journals for all the member libraries which is cost effective and of immense benefit to users.

Multiple Licensing Policy,  Accessibility, Copyrights Issues, Archives, Pricing Model for Academic Libaries, Technological Challenges, 

Ø       Telecommunication

Telecommunication has revolutionized delivery of information in a network environment.  Information seekers can easily access the information by using the latest technology. Librarians are effectively using these tools to transfer the information from remote places which save the time of users.

 Latest trends,  Convergence of computer, communication and multimedia,  Challenges and Solutions for Remote Areas,  LAN/WAN - Backbone, Network Management, Network Security

Ø       User studies

This brings into focus technological issues, accessibility, relationship between users and libraries.  Libraries carry out large number of activities, each of which implies a slightly different relationship with users.  Activities such as information retrieval skills of electronic resources have become pivotal role for librarians in twenty first century.

 Use of Web based Information Resources,   Web search strategy/behaviour,  Web search Engines, Retrieval System and Web Mining, Services to Remote Population 

v                 SUBMISSION OF PAPERS

Participants are welcome to contribute original papers on the above mentioned sub-themes and facets for presentation at the CALIBER 2003.  Papers based on research, practical experience and survey will only be accepted for presentation and inclusion in the pre-convention volume. Adequate Internet facilities are available at the venue. Presentations through demonstrations are welcome.  Full papers, on different themes, as per the standard format should reach respective Editors directly on or before 15th December, 2002 (names and addresses of editors for different themes are given below).

Full text of the paper generally not more than 10 pages (A4 size double spaced) should have title, abstract, and communication address of author(s). A brief bio-data of authors along with passport size photograph is essential.  The bibliographical reference should be according to standard set of practices.  The paper(s) submitted should not have been accepted or published elsewhere.   The paper(s) should be in MS-WORD file and be sent in 1.44-Mb floppy along with a print copy.  It is preferred if papers are sent as e-mail attachments.  The Editors will have the right to edit, exclude/include any papers in the conference volume.  Only selected papers will be published in the pre-convention volume and for remaining only abstracts will be included.

v                 PARTICIPATION FEES

For Main Convention

The delegate registration fee is Rs. 800/-.  The delegates will be provided with convention kit, proceedings volume, lunch and tea (on two convention days only).  TA/DA and accommodation charges will have to be borne by sponsoring organisations/participants.  Please send your completed registration form along with the registration fee through Demand Draft drawn in favour of Organising Secretary, CALIBER-2003, payable at Ahmedabad to Mr. H. Anil Kumar, Organising Secretary, CALIBER-2003 not later than January 15, 2003.  DD should be drawn on nationalised banks only.  Please note that delegate registration fee of Rs.800/- for the CALIBER, does not include accommodation fee.  Extra fees of Rs.100/- will be charged for spot registration.

Tutorials
In view of the increasing demand from the professional colleagues, INFLIBNET will be organizing two tutorials on February 13, 2003.  

1.             Designing & Implementing Local Area Networks by Prof. B. H. Jajoo, IIM, Ahmedabad     

2.             Developing Digital Collections by Dr. T. B. Rajasekhar, IISc., Bangalore 

These tutorials will be conducted by experts in respective fields.  The focus will be on practical aspects and problem solving.  Each tutorial will be of half day duration.  Both the tutorials will be held in parallel, from 9.30 - 13.00 hrs.   The charges per tutorial are Rs. 500/- and are to be paid in advance by DD to the Organising Secretary, CALIBER - 2003 on or before January 15, 2003.  Please note that very limited seats are available for tutorials and the admission will be on first come first served basis.  International delegates need not pay additional charges for tutorial but they should indicate, in advance, their intention to attend a specific tutorial.  The fee covers tutorial materials and tea.  

v                 CONVENTION DATES

The CALIBER-2003 is spread over two and a half days from February 13-15, 2003.  The inaugural session will be held on February 13, 2003 in the afternoon at 4 pm.  The technical sessions will be held on February 14-15, 2003.  Parallel sessions will be held if necessary. 

v                 ACCOMMODATION

 Please note that accommodation has to be booked in advance by making payment. Arrangements are being made to accommodate the delegates in Guest Houses / Hostels furnished with adequate amenities.  Delegates needing accommodation may send Rs. 300/- as accommodation booking fee along with the registration fee. For any accompanying person, additional accommodation fee of Rs. 300/- per person may be sent. Delegates may indicate request for accommodation in the registration form.  This will be done on first come first served basis. Persons desirous of staying only in Hotel may kindly contact Organising Secretary for rates and availability.    

v                 SIGHTSEEING

Visit to a few prominent places will be arranged separately on February 16, 2003 at an extra cost based on the distance and duration of trip and also number of tourists.

v                 CLIMATE

February will be the last phase of winter season in Ahmedabad.  The temperature will be moderately cold.  Delegates are advised to come prepared accordingly.

v                 INFLIBNET 

Information and Library Network (INFLIBNET) is a major mission of the UGC initiated in 1991 with an objective to automate and network libraries in Academic and R & D system to facilitate resource sharing at different levels and promote scholarly communication among academicians and researchers in the country.  Till now, 142  universities have been funded by the UGC under this programme for automation and networking. Creation of national union databases, development of an integrated library management software, human resource development, on-site training, providing bibliographic information services, extending technical help and guidance from time to time to academic libraries in automation and networking are some of the major activities of the INFLIBNET Centre. 

Very soon centre is going to play major role in E-learning.  A number of modules are under development on different subjects, which will be mounted on centre's web site for facilitating distance education through e-learning.  UGC has signed on MOU with ERNET India for establishing UGC Network linking about 170 universities, UGC Regional Centres and IUC's.  This network will also have connectivity to Internet.  INFLIBNET will play a major role in content creation for this network.  To create awareness about library automation and spread IT culture among library professionals, INFLIBNET has started organizing INFLIBNET Regional Training Programme on Library Automation (IRTPLA) in different regions of the country.  Last year IRTPLA programmes were organized at 15 places and this year they are planned to be held at about 30 places.

v                 NIRMA EDUCATION AND RESEARCH FOUNDATION

Nirma Education and Research Foundation (NERF) was established by Dr. Karsanbhai K. Patel, a recipient of the "Udyog Ratna" and "Gujarat Businessman - 1998" awards. He is best known for his immense contribution to industrial development in the country. In recent years, he has turned his attention to the growing challenges in the educational sector. This has perhaps been the most fortuitous development for the younger generation in the country.

The Foundation established Nirma Institute of Technology, the first self-financed multi-disciplinary engineering institute in Gujarat in 1995. The following year, Nirma Institute of Management (today rated among the top B-schools in the country) was established to meet the growing demand for professional managers all over the country. In 1997, Nirma Institute of Diploma Studies was set up to make diploma-level technical education more relevant and need-based. Many other ambitious educational projects are also on the anvil. Those familiar with Dr. Patel's style of business would not be surprised at the rapid developments taking place on the NERF campus. Under his dynamic leadership, NERF is fast becoming a referral point for quality education ranging from undergraduate to doctoral level in various professional fields.
