[Sigifp-l] Update on SIG Workshop proposal

Attached please find the revised SIG proposal, based on feedback and comments on version 1. I think version 2 is much stronger (though still quite short). Please read the revised version (version 2) and be prepared to discuss in our next conference call. (If you cannot participate in the call but still have comments, please email them to me.) We also need to decide if this is a half-day or all-day workshop.
