Russell Davies is the man behind gov.uk (he's a marketing consultant I
think) - you could try contacting him as it's a massive project.

The agency is GDS, an internal UK government one:
http://digital.cabinetoffice.gov.uk/ - I would think they would be willing
to give you facts about the performance of their work in terms of
engagement and satisfaction gained by applying a UX strategy to government
services online.
