agreeing about the nature of the problem is always the first step to both
proposing the "right" solution and achieving a "workable" solution.

Sometimes there is one person with the authority and standing to declare
what the problem is. President Bush, for instance says Saddam is the problem
so the administration's solutions target that problem.

More often in client/vendor situations, the problem must be agreed upon by
the team and then the solution(s) proposed.  Hopefully if you're being
brought in to find the problems, the client will also respect your expert
judgement on just what the problem means and how to solve it
