That proviso is far too onerous to become a 'standard' as Paula wishes.
It's already hard to get 'ordinary' users to tag anyway, further restricting
them to single words would be the most cruel and unusual punishment since
1689. What a mess this is:

Bush Bush 43 G Bush W Bush W hotels

Now, technology and the intertubes could conceivably make some sense of this
mess by, for example, conducting real-time tag completion after each
keystroke. However, this would skew tag distribution towards certain words
by popularity. Also, words can be parsed and grouped (if necessary). For
example, W, G, 43 next to Bush would automatically be tagged as a unit,
either at an abstracted layer separate from the actual tags or as a
post-submit conversion. Obviously, there are lots of issues there.

It would also be hard to do A/B tests on this. Overall, usage-over-time may
be the only way to settle the issue.
