Dear Alex, 
    How about running the individual letters A-Z across the top of the page (on a line between "Participating CICs" and "Arab American Institute"), and making them "jump links" to the first entry (CIC) that begins with that letter?  Include the capital letter only when there is a CIC beginning with that letter (you currently have nothing beginning with Q or Z).  I'd also include just the capital letter, alone, at the beginning of each section of CICs that begin with that letter.  In addition, you could place jump links labelled "Back to the Top" (of the page) at regularly-spaced, strategic intervals on the page, so that users wouldn't have to scroll much.  The page would be just as long, but much easier for users to navigate!
