Well, I think the author is in the best position to do that, given the one-man-band nature of his effort so far.
Me, I can only guess *he* felt he missed such a tool. Which is not an answer per se, I know, but I'm not that good at guessing some other guy's intentions from a distance.

Mmmhh, in that case I missed them too. But WebUML at least has been given a try in the Academia (even from a number of people I know, mostly CS involved in what they call 'web site design').

Plain UML, yes. Variants such as WebUML, nope. But it definitely smells like CS nonetheless.
