Yes.

As is industry experience. Both are qualifications of a sort - in that
they are used to include/exclude interview candidates.

Just on the whole "why we bother with this stuff" thing - I think that
the "qualification" camp is seeking an answer to eternally successful
interviewee syndrome, where otherwise useless individuals put in a
corker of an interview and are employed on that basis. The
qualification is supposed to even things out. I disagree - this is
only part of the answer. The company that I work for (SMS) has a
four-stage interview process - while lengthy, it seems to work fairly
well... we seem to end up with qualified people (qualified through
education and experience) that (just as importantly) have good
corporate fit.
