Finally! The issue is contextualized. :-)

In the end, this isn't about technology or methodology, it's about people.
While the output/efficiency of development can be (but doesn't necessarily
mean should be) measured by discrete indicators, that's not always the case
for design. I don't know of any technology or methodology that can
predictably regulate or accelerate holistic design thinking and the creation
process. Hammer. Nails.
