whose sole/narrow purpose is to identify/frame/refine the problem. Once you
know that, creating an RFP is that much simpler and infinitely more

I agree with you Ziya. We encourage our clients to engage in a paid
discovery phase where we discuss such issues if they have not already been
addressed. Often clients want to skip the discovery phase, not pay for it,
get a spec out of it, etc. You have to be flexible in this business but it
would be ideal for both parties to make sure the problem is appropriately
framed. The act of doing that together with a client increases understanding
of the objectives all around.
