I don't know if you mean this is optimal or not.

Whether it's in Frankfurt or North Carolina, there are in fact many people
whose grasp of the English language (or any other single/official language)
is tenuous at best, and for certain tasks/domains, pretty useless. At some
point you may realize that you're leaving money on the table by not directly
(sub)targeting and catering to these people. I'm sure you can think of many
services/products that you can sell in one of those 135 non-official
languages to potential users in Queens. Is it worth it?

Technical and operational solutions to this problem, while tedious, are not
rocket science. It all comes down to money.

As I think you're suggesting, we now have the (technical) means to view
service and selling opportunities through many dimensions, why get stuck
with legacy and crude geographically-defined markets of yesteryear?
