Couple things to consider:
Is this for consumer or enterprise? Typically the latter are little more
savvy in terms of web navigation and computer use in general. With the
former the field is wide open for error and misinterpretation. Especially
with the very young who tend to frantically move their mouse all over the
screen while the elderly take more time and effort to position a mouse
carefully before committng to the click. I've also observed this group
having the most trouble with rollovers/flying menus as they often disappear
prematurely.
Another thing to consider is whether each menu click is worth a server hit
to load the sub category for that menu item. Granted after the first click
the category will be cached but if the site has high traffic, esp during
peak hrs, that could mean the difference between immediate response or
painful amount of latency.
So as a general rule or 'best practice' ;-) I personally would stay away
from rollover menus for a consumer oriented audience and be more inclined to
implement thme within an enterprise environment where productivity is the
mantra.

I have a client that is resisting web 2.0 rollover capability (more
info on rollover). I am having great difficulty even suggesting
rollover navigation so that subcategories are displayed on rollover of
category (across the top horizontally) from home page -- and then
shift to left rail.
Does any one have stats effectiveness of rollover navigation and/or
rollover 'more info' in images, names, maps, etc. % of people who find
rollovers engaging vs. those that are turned off by them.
