Hell no :)

just because usability professionals get to assess the work of the 
designers, so the designers get to wear the usability hat - if 
appropriate - and be responsible for the quality-in-use of the finished 
product. These hats, as you know, are totally arbitrary. If you are 
saying that designers never do usability work, well, we will have to 
agree to differ there - I've done both without feeling like a 
cross-dresser.

Usability folk should, I would argue, answer to the same people that the 
designers do - the bottom line (whatever form that takes) of the result 
of their work. I'm a big fan of selection - let the successful get the 
next contract.
